2026 Greenville Storage Building Addition Design-Build
The City of Greenville will receive sealed bids for the design and construction of a 32’ x 65’ pole building extension for
the City of Greenville. The building project will include all labor, equipment and materials to design the components
according to these specifications; prepare the site; and construct the building. This is an extension of an existing pole
building and much of the work will be to match the pattern that is already there. Components of the construction include:
site grading; setting posts on a concrete foundation; concrete floor; wood wall and trusses; steel siding and roofing;
doors; and electrical. In addition, the City of Greenville desires to include two rafter-supported garment storage and
conveyance systems as an additive alternate to the bid. The bids will be received until Tuesday, January 13, 2026 at
2:00 p.m., in the City Hall Conference Room. All bids will be publicly opened and read aloud at that time.

INSTRUCTIONS TO BIDDERS
SCOPE OF WORK:
The scope of this project is to extend the north and south walls and roof line of the existing 32’ x 40’ pole barn structure, located
north of the Greenville Area Community Center, 900 E. Kent Rd, Greenville, MI 48838. The extensions will be to the east
approximately 65 feet. Drawings showing post spacing and typical characteristics are included at the end of this specification.
Since this is an extension, it is intended that exterior cladding, doors, locks, lighting and roofing shall match the existing building
in elevation, materials, installation and color.
The exterior cladding on the current east wall is desired to be removed and reused if possible. There is no need to provide a
doorway between the existing and proposed spaces.
There are four exceptions to matching the existing building characteristics:
1. There is an interior space identified in the center of the extension as “Scene Shop”. This space shall be
separated from the storage spaces on either side and above so that dust from sawing and sanding will not
reach the storage spaces. Interior walls and the ceiling can be enclosed with OSB materials of sufficient
thickness to prevent warping with temperature and moisture changes. These interior walls and ceiling shall be
insulated with batt-type insulation (R=23).
2. Lighting in the Scene Shop shall include LED fixtures designed so that the floor space is illuminated to 75-100
lumens per square foot and include a 5-year warranty on parts and labor.
3. The Scene Shop area will require an electric means to control temperature with appropriate venting and safety
features and include a 5-year warranty on parts and labor.
4. The Additive Alternate consideration shall include a garment storage and conveyance system similar to that
typically found in a dry-cleaning operation. It is intended that costumes would be stored hanging near the
rafters with a dip in the track to bring them to 4 feet above the floor for retrieval then back to the ceiling. A
motorized conveyance method to advance the costumes along the track shall be included. Each storage space
shall be equipped with this type of system capable of holding 500 articles of clothing. For design purposes each
costume can be considered to weigh from 1-5 pounds. The design of this system shall include necessary
changes to rafter characteristics to support additional dead and live loads. The electrical needs for the motors
to run the conveyance system may also require alterations to the existing electrical panel and supply. The
existing supply to the building is a 60 amp, 120/240 volt single phase direct burial cable shared with a service
to the nearby concession building. If supply upgrades are necessary, the City Engineer will need to be advised,
but the price is outside the scope of the Bid. Service upgrades will be the responsibility of the City.
The design will need to comply with all current Building Codes. Refer to permitting agencies for applicable codes.
BIDDER'S INVESTIGATION: Prior to submission of the bid, all bidders shall make a careful examination of the site (shown on
the enclosed map), the Scope of Work, the specifications included herewith, and shall have become informed as to the location
and nature of the proposed work, general existing conditions, and all other matters that may affect the cost and the time of
completion of the contract. Access to the building can be coordinated through the Greenville Area Community Center, (616)

WORKMANSHIP: All construction shall be completed in a first-class workmanlike manner. The City will perform random
inspections of the site, but the Building Inspector and Electrical Inspector will be responsible for approvals based on permit
conditions.
WARRANTY:
The contractor will guarantee all materials and workmanship for a period of one (1) year from the date of final completion. The
contractor shall request a completion certificate when all work is completed. The warranty period shall begin on the date of the
certificate of substantial completion.
SUPERVISION: The contractor shall always have a thoroughly competent supervisor in charge of the work during construction.
Anyone deemed incapable of supervising by the City shall be replaced immediately upon request by someone who is
satisfactory.
LABOR, MATERIALS & EQUIPMENT: The contractor shall furnish all labor, materials, tools, and other equipment necessary to
properly complete the work according to the specifications, as well as any safety devices necessary for safe operations, or as
required by law.
INSURANCE: The contractor shall not commence, nor allow a sub-contractor to commence, work under this contract until he
has obtained all insurance required under this heading and such insurance has been approved by the owner.
1. Workmen's Compensation Insurance as required by Michigan Workmen's Compensation Laws.
2. Contractor's Public Liability Insurance shall be furnished for $100,000 limits for injuries to any one person and $500,000 for
any one accident.
3. Contractor's Property Damage Insurance shall be furnished for $100,000 limits for damages as a result of any one accident
and $500,000 limits as an aggregate.
All policies required shall be written by a company licensed to do business in the State of Michigan. The City shall be named as
an additional named insured on all liability policies. A copy of the policy shall be submitted to the City prior to beginning the
work.
UNCOVERING AND CORRECTION OF WORK: The Contractor shall notify the City immediately of any unsuitable conditions
found at the project site, whether or not the contractor is liable.
Should any defect develop or become apparent during the construction or warranty period due to improper materials or
workmanship the same shall be corrected by the Contractor or subcontractors. This shall include any adjacent work that might
be affected by making such corrections. Corrections shall be made without cost to the City.
BONDS: A Bid Bond or certified check, payable to the City of Greenville, in the amount of 5% of the bid amount will be required
as bid security. The Bid Bond or certified check will be released when the Contract has been executed.
A Performance Bond and a Labor and Material Payment Bond will be required in the amount of 100% of the bid amount prior to
execution of the Contract. The bonds must be on forms that conform to all laws and regulations of the State of Michigan.

EQUIPMENT: The Contractor shall furnish all equipment required to perform the work in the attached specifications and any
safety devices the contractor feels necessary for safe operations, or as required by law.
LICENSING & PERMITS: The Contractor shall comply with all local, state and federal regulations and statutes, and shall be
licensed to perform work in the State of Michigan. Subcontractors shall meet these same standards.

Department. (989) 831-7394. The cost to obtain permits is incidental to the Project.
IDENTIFICATION OF REFERENCES, SUBCONTRACTORS AND SUPPLIERS: All bidders must submit a list of references,
subcontractors and known material suppliers with their BID on the supplied forms. These mayl be a consideration in the award
of the contract.
CONTRACT TIME: It is anticipated that the award of the bid will take place on January 20, 2026 at the regular City Council
meeting, followed by a Notice of Award. The Contractor shall provide the necessary bonds and insurance for the work and
execute the Contract within 10 days of the receipt of the Notice. A Notice to Proceed will follow execution which will allow the
CONTRACTOR to start design work. The design shall be approved prior to proceeding with material procurement and permit
applications. The CONTRACTOR shall begin construction when approvals and permits have been obtained. Once started, the
work shall be continuous, weather permitting until completion. For purposes of comparing BIDS, April 1, 2026 should be
considered as the Project commencement date. The BIDDER shall indicate the number of days for completion on the BID
FORM, which may be a consideration for Recommending the Award of the BID. The construction time frame is subject to
Liquidated Damages.
PROPOSALS: All bids must be submitted on the attached bid form and be received in the Office of the City Clerk at City Hall,
411 S. Lafayette Street, Greenville, Michigan 48838, on or before Tuesday, January 13, 2026 at 2:00 p.m. A bid will be
considered complete with the submittal of the three pages (pages 4, 5, 6) of the Bid Proposal, signed and filled out.
BID ENVELOPE LABELING: Please mark "Storage Building" on the outside of the envelope and submit to the City Clerk's
Office prior to the bid opening.
ADDENDA: If addenda are required on this project, they will be posted to the website www.greenvillemi.org and distributed to
known interested parties no later than 12:00 p.m. (noon) on Friday, January 9, 2026. It is the responsibility of the bidder to check
for addenda before the bid and acknowledge any addenda on the bid form.

RIGHTS RESERVED BY THE OWNER: The City of Greenville reserves the right to accept or reject any or all bids. The
competency and responsibility of bidders will be considered in awarding contracts. The Owner does not obligate himself to
accept the lowest or any other bid. The Owner reserves the right to waive any informality in any or all bids. The Owner reserves
the right to make additions or deletions from the quantity of work to be performed.

LIQUIDATED DAMAGES:
The Project must be complete by the time specified in the BID or be subject to liquidated damages in the amount of $800 per
calendar day. Extensions of Time for justifiable reasons shall be requested in writing no more than 10 days from the time the
Contractor becomes aware of the need for more time. The City shall respond in writing within 2 business days as to whether the
reason for the Time Extension request is approved.
P.A. 517 COMPLIANCE, CERTIFICATION OF NO IRAN LINKED BUSINESS:
The BIDDER will need to certify that it is not an "Iran linked business" by signing the certification on the BID FORM. An “Iran
linked business” means either of the following:
(i) A person engaging in investment activities in the energy sector of Iran, including a person that provides oil or
liquefied natural gas tankers or products used to construct or maintain pipelines used to transport oil or liquefied
natural gas for the energy sector of Iran.
(ii) A financial institution that extends credit to another person, if that person will use the credit to engage in
investment activities in the energy sector of Iran.
