Bid Title: Request for Proposals for Project to Replace Existing Make-Up Air Units
Category: Board of County Commissioners Status: Open Description: The County of Natrona, Wyoming ("County") is seeking qualification statements and service proposals from qualified contractors to provide turnkey replacements of four existing make-up air units. The proposals should be designed to provide the County with a clear understanding of the costs of performing the service being solicited. The specific nature of the scope of work for the project is outlined in this Request for Proposals (RFP). There will be an walkthrough at 10:00 am on March 26, 2026 at the Natrona County Detention Center, 1100 Bruce Lane, Casper, WY.
To be considered, the proposal must respond to all requirements of the RFP. Any other information believed to be relevant, but not applicable to the enumerated categories, should be provided as an attachment to the proposal. If publications are provided, the document and page number shall be referenced. The County reserves the right to reject any or all proposals. The County reserves the right to request more information for clarification.
Each Contractor shall submit one (1) paper copy of their sealed proposal on or before 10:00 AM local Mountain Time, April 17, 2026 to the:

The proposals should be designed to provide the County with a clear understanding of thecosts of performing the service being solicited. The specific nature of the scope of work for theproject is outlined in this Request for Proposals (RFP).I. Purpose for ProposalThe County is seeking a qualified mechanical contractor to provide turnkey replacementof four existing make-up air units (MUA) Reznor Model RPBL 500-8-S-MV-H with newequipment of equal or superior performance.II. Scope of ServicesReplace four existing make-up air units at the Natrona County Detention Center withnew equipment of equal or superior performance. The selected contractor will furnish alllabor, materials, equipment, and services necessary to remove the existing units andinstall fully operational replacements.The County seeks a contractor who shall complete the following:1) Exiting Conditions: Contractors shall verify all field conditions prior to bidding.Known conditions include:• Four aging MUA units currently serving the kitchen facility’s ventilation andpressurization needs.• Units are roof mounted.• Electrical, gas, and control connections are original to the units and mayrequire modification.Contractors are responsible for confirming the following:• Unit dimensions and weights• Roof curb compatibility• Ductwork configuration• Gas piping and electrical service capacity• Control system integration requirements2) Contractor Responsibilities: Each bidder shall include the following in theirproposal:12.1) Equipment Selection• Provide new MUA units that match or exceed the performance of the existingunits, including:oAirflow (CFM)oHeating capacity (BTU/hr.)oFiltration leveloSupply air temperature controloOutdoor air intake configuration• Units may be from any reputable manufacturer offering comparableperformance and warranty.• Submit equipment submittals for approval prior to ordering.2.2) Demolition and Removal• Disconnect and remove existing MUA units.• Properly cap or protect utilities during transition.• Dispose of old equipment in accordance with environmental regulations.2.3) Installation• Provide and install new roof curbs or curb adapters as required.• Install new MUA units, ensuring proper alignment with existing ductwork.• Reconnect or modify:oElectrical serviceoGas pipingoCondensate drainage (if applicable)oControl wiring and communication• Provide all necessary rigging and crane services.2.4) Controls and Commissioning• Integrate new units with the existing building automation system (BAS) orprovide standalone controls if required.• Program and test:o Temperature controlo Fan operationo Safety interlockso Alarms and fault reporting• Perform full functional testing and provide commissioning documentation.2.5) Insulation and Weatherproofing• Seal all roof penetrations.• Insulate duct transitions as required.• Ensure all exterior work meets local weatherproofing standards.22.6) Startup, Training and Documentation• Perform manufacturer-recommended startup procedures.• Provide on-site training for facility staff.• Deliver O&M manuals, warranty documents, and as-built drawings.III. Code ComplianceAll work must comply with local mechanical, electrical, and building code; NFPAstandards; manufacturer installation requirements; and OSHA safety regulations.IV. Warranty RequirementsThe selected contract must provide a minimum 1-year labor warranty on the installationand a minimum manufacturer warranty of one (1) year for parts, Five (5) years for heatexchanger (if applicable), and five (5) to ten (ten) years on major components dependingon manufacturer.V. General Criteria for Evaluating QualificationsTo be considered, the proposal must respond to all requirements in the RFP. Any otherinformation believed to be relevant, but not applicable to the enumerated categories,should be provided as an attachment to the proposal. If publications are provided, thedocument and page number shall be referenced. The County reserves the right to rejectany or all proposals. The County reserves the right to request more information forclarification. The proposal shall be divided into sections as indicated below:1) Introduction: Description of company and provide general overview of its services,specialties, and any relevant distinctions it holds. The introduction will include anysimilar projects that have been completed within the past five (5) years.2) Scope of Work: Review the items under Section II “Scope of Services.” TheContractor shall describe in narrative form the proposer’s plan for accomplishingthe items listed under Section II “Scope of Services” and should be no longer thanone page. Contractors should propose the name of the products to be used.3) References: The proposal should provide an overview of its prior experience,including the number of years with similar projects. The Contractor will list at leastthree (3) of its customers as references. The ideal references will be customers, fromthe past five (5) years, in the Casper area that utilized similar work. The Countyreserves the right to contact any reference or client listed in the proposal submittedwhich may be helpful to the County in evaluating the Contractor’s performance withsimilar services provided.4) Conflicts of Interest: The proposal should include any possible conflicts of interestand the proposer’s position or response as to whether such other work or relationshipmay be deemed a conflict of interest with this agreement.35) Licenses and Insurance: The proposal should include proof of licensing, insurance,and bonding.6) Project Schedule: The proposal should include a project schedule complete withestimated equipment lead times, proposed installation timelines, and any anticipateddowntime or service interruptions.7) Additional Information: The proposal should include detailed equipmentspecifications, the total project cost with line-item breakdowns, and a crane plan (ifapplicable).VI. Selection ProcessEligible proposals shall be subject to evaluation by designated individuals and/or aSelection Committee. The evaluation shall be for the express purpose of selecting theproposal which most clearly meets the RFP requirements, as defined in Section II.VII. Request for Proposal ProcedureEach Contractor shall submit one (1) paper copy of their sealed proposal to theNatrona County Board of County Commissioners, 200 North Center Street, Casper, WY,82601, on or before 10:00 AM local Mountain Time, April 17, 2026. Proposals shallbe externally labeled “Project to Replace Existing Make-Up Air Units.” All proposalsmust be received by the specified deadline. The proposal will remain valid for at leastninety (90) days.1) General Criteria for Evaluation of Proposals: Proposals will be evaluatedregarding the ability to meet all the scope of services listed, level of customer servicethat will be provided, pricing for the work described in Section II and referencesprovided. The presence of any conflicts of interest will also be reviewed.2) Contract Award and Documents: The County reserves the right to accept, reject, orrequest changes in proposals. The County will work closely with the selectedContractor to develop or refine a detailed scope of work, schedule for completion oftasks and costs associated with completed work included in the contract documents.The Contractor will be required to sign a Contract for Professional Services in a formacceptable to the County. This document will include, but not be limited to, thefollowing articles: method of compensation, time of performance, scope of services,termination of contract, and obligations to the County.
