ADVERTISEMENT FOR BIDS
All Qualified Bidders are invited to submit bids for the construction of GEORGE LIGHT ROAD
WIDENING – BID 3703. The Project consists of clearing, grading, drainage, roadway base and paving,
traffic control and striping for the proposed roadway improvements.
Bids will be received at the Knox County Procurement Division, 1000 N. Central Street, Suite 100,
Knoxville, TN 37917 on or before Thursday, January 22, 2026 until 4:00 p.m. local time, at which time
said bids will be publicly opened, read aloud and the Contract awarded as soon thereafter as practicable.
Bidders must use the bid envelope cover sheet provided in the project manual and include their Full Name,
Address, and Tennessee Contractor’s License Number and deposit the bid in the Knox County Procurement
Box.
Bidders must obtain Plans, Specifications and Contract Documents electronically from the office of Urban
Engineering, Inc., at no cost, by emailing Chris Sharp at chris@urban-eng.com or calling 865-966-1924.
A mandatory pre-bid meeting will be held on Thursday, January 8, 2026 at 10:00 a.m. local time. The
meeting will be held at the office of the Knox County Procurement Division, 1000 N. Central Street, Suite
100, Knoxville, TN 37917. Bidders (General Contractors) must have a representative present at the
mandatory pre-bid meeting for their bids to be considered. Subcontractors are encouraged to attend but not
required.
All Bidders must be licensed Contractors as required by the “CONTRACTOR’S LICENSING ACT OF
1976,” and as passed by the 89th General Assembly of the State of Tennessee. Furthermore, the Contractor
should have the necessary licensing classifications as listed in the Rules of Tennessee Board for Licensing
General Contractors-Chapter 0680-1.
Each Bid must be accompanied by a certified check or by a Bidder’s Bond executed by the Bidder and a
surety company licensed to do business in Tennessee in the sum of five percent (5%) of the amount of the
Bid.
The successful Bidder will be required to execute an acceptable performance and payment bond in the
amount equal to one hundred percent (100%) of the Contract price within thirty (30) calendar days of
contract award notice.

questions will be addressed by written addendum issued by Knox County Procurement.
