Description:

PLEASE TAKE NOTICE that Schuyler County will receive SEALED PROPOSALS for both "HOUSEHOLD HAZARDOUS WASTE COLLECTION AND ELECTRONICS RECYCLING COLLECTION." Both programs will be offered to all Schuyler County and Yates County residents (businesses excluded) on Saturday, August 15, 2026, at the Schuyler County Shared Services Building on Decatur Street in Watkins Glen, NY.

Proposal specifications may be obtained from the Schuyler County Legislative Office, 105 Ninth Street, Unit 6, Watkins Glen, NY 14891, between the hours of 8:30 A.M. - 4:30 P.M., Monday - Friday, online at http://www.schuylercounty.us/bids or by calling 607-535-8100.

Proposals shall be enclosed in a sealed envelope clearly marked either "SEALED PROPOSAL - SCHUYLER HWW" OR "SEALED PROPOSAL - SCHUYLER ELECTRONICS." All proposals can be delivered to the Schuyler County Legislative Office, address above, until 4:00 P.M. on June 18, 2026. Proposals will be reviewed, and acceptance or rejection of Proposals will be awarded at the next Regular Meeting of the Schuyler County Legislature.

The County of Schuyler reserves the right to accept or reject any and all bids, to re-advertise for proposals if desired, and to accept the proposal which in the judgment of the County is deemed the most advantageous for the public and the County.

Instructions for RFP
1) Schuyler County is a tax-exempt entity.
2) All proposals must be submitted by 4:00 P.M Thursday, June 18, 2026 to:

Proposals may be mailed or hand-delivered and must include One (1) hard copy original
and one (1) electronic copy of the proposal in pdf format. Faxed and/or e-mailed
proposals will not be accepted.
3) Respondents shall respond in writing to each item listed in Part I-Background and
Experience, Part II-Technical Proposal, and Part III- Cost Proposal. The County shall
hold each respondent totally responsible for the written proposal, regardless of any third-
party involvement in the preparation of such a response. Respondents must sign the
Certification: Accuracy of Proposer’s Representations found at the end of this document.
4) The County of Schuyler, at its option, may request a presentation by respondents to
clarify their proposal.
5) The County of Schuyler shall not be liable for any costs associated with preparation,
transmittal or presentation of any response or materials submitted in response to the RFP.
6) All proposals shall be evaluated by the Schuyler County Planning Department, the
County Attorney, and the County Legislature. Proposals will be accepted and/or rejected
at a regular meeting of the Schuyler County Legislature. It is anticipated that the County
will act to select a proposer at the next regular meeting of the County Legislature after the
date set forth in Paragraph 2 above.
7) In the event a prospective proposer desires clarification of any details on the
specifications, request for such clarification, in order to receive consideration, must be
made to the county, in writing, via email to jlindstrom@schuylercountyny.gov, in time to
be received by the county at least seven (7) before the scheduled opening. Response, if
desirable, will be made in writing via email for the benefit of all prospective proposers
and without divulging the source of any inquiry.

Electronics Recycling Day 2026
Scope of Proposal
Schuyler County is seeking proposals from qualified proposers to provide for the proper
handling, transportation, and recycling of used computers and electronic components collected
from a one-day program for Schuyler and Yates County residents.
Program Goal
The Electronics Recycling Day will provide residents of Schuyler and Yates County with an
opportunity to dispose of their used computers and electronic components in order to help
alleviate environmental hazards caused by stockpiling or improper disposal. Most residents are
unsure of safe means of disposing of electronics, and many residents prefer to recycle them if
possible. Yates County participates in the event via a separate Intermunicipal Agreement,
executed between the governmental bodies of the two counties.
Household hazardous wastes and used tires will also be collected for safe disposal in an
associated, same-day program.
Program Sponsor
The Collection Day is sponsored by the Schuyler County Legislature and will be managed by the
Schuyler County Planning Department.
Program Description
Schuyler County is sponsoring an Electronics Recycling Day for pre-registered Schuyler and
Yates County residents only. The event will be held on Saturday, August 15, 2026. Separate
firms will be hired to collect household hazardous waste and used tires from residents at this
event as well. Collection will be offered at no cost to residents.
Demographics
Schuyler County is located in the Finger Lakes Region of upstate New York, surrounding the
southern end of Seneca Lake. The County covers 331 square miles and has a population of
approximately 18,000 people. The character of the County is that of a rural community, with
agriculture and tourism as the two major industries.
History of Collection Programs in Schuyler County
This has become an annual event coordinated with Yates County for the Counties’ residents,
alternating between Watkins Glen and Penn Yan (Yates County). Events have been held
intermittently since 1996 and have had between 150 and 250 participants. We continue to get a
positive response to these collection days, and we receive frequent calls from residents regarding
proper disposal or recycling of computers and electronic components throughout the year.

Collection Site & Site Amenities
The proposed collection site is the County Highway Barn located in the Village of Watkins Glen
on Decatur Street, in Schuyler County. The site is a combination of paved and crushed stone.
The area has been in use as the Highway Department for several years.
The site has a large building, which is equipped with water, electricity, restrooms and other
necessary support facilities to properly handle such an event. Adequate area is available for
staging, loading, parking and traffic control. There is also adequate space for keeping electronics
collection separate from household hazardous waste and tires.
Proposer Responsibilities
The successful proposer will:
A. Assist the Schuyler County Planning Department during pre-registration, to help
determine the types and quantities of electronic components that can be accepted.
B. Provide a sufficient mechanism for the transport of all collected electronics on the
collection day.
C. Be responsible for the setup and cleanup of materials used at the electronics collection
site.
D. The selected proposer will be required to prepare electronics for shipping in accordance
with New York State Department of Environmental Conservation (NYS DEC) and
Department of Transportation requirements, prepare container contents sheets, manifests,
notifications, certifications, required shipping and registration documents and final
reports summarizing the data collected in Schuyler County.
E. Coordinate with Schuyler County to instruct all site personnel, including volunteers, in
site safety procedures.
F. Complete a site visit prior to the holding of any event in Schuyler County, if deemed
necessary, to handle the volume of electronics.
G. Provide for the recycling of computers and electronic components collected in
compliance with all applicable State and Federal regulations. Priority will be given to the
company which is not only the most cost-efficient for the collection day, but which also
emphasizes reuse and recycling of the used computers and electronic components.
H. Assist the Schuyler County Planning Department in preparing and submitting a
comprehensive written plan for the collection event that is required and meets approval
by NYS DEC.

Function of Recycling/Solid Waste Office and Volunteers
The Planning Department has been authorized by the Schuyler County Legislature to organize
and complete the 2026 Electronics Recycling Day. The Planning Department will make all
arrangements regarding the preparation of the site including posting signs and markers.
Schuyler County Planning Department Staff and volunteers will direct traffic, provide
information, and unload electronics into designated containers as needed.
Hours of Operation
Saturday, August 15, 2026, from 8:30 a.m. to 12:00 p.m. or until the last participant is served,
whichever comes first.
Registrants will be assigned a time starting at 8:30.am. and will continue until all participants are
served.
Program Participants
A. This program is only available to Schuyler and Yates County residents who pre-register.
B. Every attempt will be made to accommodate as many household residents as possible.
Items which will NOT be accepted at Electronics Recycling Day
It is anticipated only electronic equipment covered by the law will be accepted at the collection
event, unless otherwise agreed upon by Schuyler County and the selected contractor.
During pre-registration, the selected proposer will be asked to work with the Schuyler County
Planning Department to determine the types and amount of used electronics that can be accepted.
Local Fire/Safety Protection
The Watkins Glen Fire Department will be requested to be on-site during the duration of the
collection event. The Fire Department will be mailed a copy of the Schuyler County Household
Hazardous Waste and Electronics Collection Day Work Plan and all other relevant documents.
The Schuyler County Sheriff’s Department and/or the Watkins Glen Police Department will be
on hand for traffic control. Centralus Health EMS will also be on call in case of emergency.

The following describes the information which must be furnished as part of the proposal and the
format in which it must be presented.

All listed items must be addressed in your proposal. A proposal will not be considered acceptable
unless it is determined to be acceptable for all of the criteria. If a proposal contains a significant
deficiency for a criterion, it will not be considered acceptable for that criterion. A deficiency is
defined as that part(s) of a proposal which do not satisfy the requirements of this request for
proposals. Any proposal which is incomplete, conditional, obscure, or contains irregularities of
any kind may be rejected.
The right is reserved by the County to reject any or all proposals, to re-advertise for proposals if
desired, and to accept the proposal which in the judgment of the County is deemed the most
advantageous for the public and the County. In the event of default of the successful applicant, or
by their refusal to enter into a contract with the County, the County reserves the right to accept
the proposal of any other applicant without necessity to re-advertise.
Schuyler County will give preference to proposers who reuse and recycle collected electronics.
If written notice of the acceptance of this Proposal is delivered to the successful proposer, the
successful proposer will, within ten (10) business days after the date of such delivery, execute
and deliver the Contract in the form of the Agreement attached hereto, incorporating the terms
and conditions of this Request for Proposals, together with all necessary Exhibits and
Appendices, or in a special Contract form that may be drawn up in accordance with the County
Attorney’s requirements.
