Contractors who are interested in this project should attend the scheduled site visiton January 6th, 2026 at 10AM, prior to submitting a bid. Sealed bids must be received on or beforeJanuary 30th, 2026 by 2pm. They shall be addressed and marked as follows.CED DepartmentAttn: Jeff Laxton1528 3rd AvenueRock Island, IL 61201ENCLOSED: Downtown Library BidBids may be mailed or delivered in person. Late bids shall not be opened. All sealed bids shall be openedon 1/30/2026 at 2:00PM. at City Hall in the CED Department offices. Contractors who have submittedbids may attend but are not required to do so. A bid tabulation shall be posted online afterward. Allquestions shall be directed to the Construction Officer at 309-732-2906.Scope of WorkThe bidder shall submit a project plan using the design standards below that is in compliance with allapplicable The City of Rock Island, EPA, and State of Illinois regulations as well as all local building andzoning codes. The plan must include a clear project timeline and budget with line item costs. Thecontractor shall act as the general contractor for the project using subcontractors as required.Subcontractors that will be required should be clearly identified in the project plan.All ADA rules applied shall follow the 2018 Illinois Accessibility Code. This project will be done whilethe library remains open. Daily clean up is required making a safe and clutter free project.• Set up dust containment and safety barriers keeping the public out.• Demolition basement bathroom.• Remove the floor tile and baseboard tile.• Construct new ADA paths of egress. ADA fixtures and specified fixture heights.• Install hand dryers in all the bathrooms.• Tile floors or similar products for wet high traffic areas.• Floor drain in the new bathroom.• Feminine dispenser located on the restroom wall.• All Light on motion sensors.• Automated plumbing fixtures (faucet’s & water closets)• Automated exhaust fans.• All gender ADA restroom sign.• Locking dead bolt that says “Occupied”• ADA grab bars in all restrooms.• Soap dispensers in all three restrooms.• Lockable Toilet paper holders installed in all stalls• Bathroom walls tiled or use other a similar product.• New Mirror in restroom over the countertop at ADA height.• Needle hazmat dispensers in restrooms.• Solid surface counter top with matching side and back splash• Acoustic ceiling rework.Additional SpecificationsLighting in the Restroom shall be motion censored. Mechanical ventilation shouldcome on and off automatically with the lighting. This mechanical vent will need to beterminated to the exterior. The water closet shall be automated flush. The lavatoryfaucet shall be automated. The hand dryer shall be automated. The floor draininstalled in the floor must be vented with a finish grate made of metal. The restroomfloor will need to be patched after the new rough-in are completed then install acommercial tile including installing a tile baseboard. This must be caulked to thefloor and to the wall once completed. Drywall needs to be green board or equivalentboard for moisture. The paint finish needs be durable, resist water penetration, andable to be cleaned without caulking or leaving marks. Modifications will need to bemade to the waistlines in the basement under the restroom which will result inbreaking concrete. Modification’s will need to be made to the vent plumbing linesbring to code compliance. Material and labor shall be figured for a completedproject. Change orders shall be issued for situation’s that arise during theconstruction once approved by all the Parties. Change orders will not be approvedfor items forgotten or overlooked by the bidding contractor. IBC 2021, IL ADA 2018,IL plumbing 2021, are the code cyclesSee Attached drawings.A walk-through date 1/6/2026 at 10AM. This will provide any additional Q & A to the scope of worklisted above. All permits are required before work begins.Alternative specifications shall be considered only if they are clearly justified, cost effective, and meet allproject objectives. The contractor shall have 90 days to complete the work from the date of contractsigning. Change work orders over the course of the project are strongly discouraged.Bidder Qualifications & Requirements1. Bidders must be currently licensed with the Illinois Secretary of State, bonded, and insured.2. Bidders must have or be able to obtain all applicable licenses and permits in addition to meetingall local, state, and federal requirements to perform requested work.3. Bidders must have and provide proof of General Liability, Vehicle, and Workers CompensationInsurances and name the City of Rock Island as a Certificate Holder.4. Bidders must own or be able to rent sufficient equipment to complete the work.5. Bid Bond of 10% is required at the time of the bid opening for any summitted Bids.6. Contractor maybe required to supply additional plans or stamped drawings for a planreview. Which maybe need to obtain a building permit.Prevailing Wage RatesBidders must adhere to Federal Davis Bacon prevailing wage rates as shown in the attached GeneralWage Decision for Rock Island Co. It is the policy of The City of Rock Island that all Rehabilitation Housingprojects will use commercial wage rates, not residential wage rates. Bidders must complete theattached “Project Wage Rate Sheet” and include it with their bid. It must clearly identify the wage andfringe benefits of each worker with their job classification. Owner-operators are not exempt and mustpay themselves prevailing wage rates. HUD Form 4010, “Labor Standards Provisions,” is also attachedand provides additional guidance. Finally, a sample certified payroll form is attached for reference. HUDForm WH-1321 must be visible posted on-site of the project before work begins. Apprentice certificationfrom the DOL required for all apprentices.Preparation of BidEach bid must be submitted on paper and delivered in a sealed envelope. Said envelope shall be clearlylabeled with “ENCLOSED: Downtown Library Bid.” The bid must clearly address all requirements asdescribed above. The cost of the work must be separated into line items with individual costs in additionto providing a total project cost. Labor costs and material costs must be clearly delineated. The companyname, federal tax ID number, Duns number, contact person, email, phone number, and a date withsignature are all required as well. A Bid bond 10% is required to be submitted with the sealed bids.Awarding ContractsThe lowest bid shall not automatically guarantee that a contractor will get the work they bid on. Bidsshall be reviewed for pricing, experience, previous work history, references, State Licenses, StateRegistration, insurances, bonds, subcontractors, equipment owned, equipment rented, operatorexperience, and financial stability. The City at its sole discretion shall decide after a review whichcontractor, if any, is responsive to the invitation to bid. All bidding and award procedures undertaken bythe City in regard to this project shall be consistent with the City’s adopted procurement procedures.Submitted bid prices shall remain valid for 60 days after bid opening.Bidder ResponsibilityBidders shall keep the bidding process confidential. Each bidder shall be fully acquainted with conditionsrelating to the site, the scope of work, any current EPA and OSHA regulations pertaining to the work,and restrictions associated with acceptable execution of requested work.
