The selected Consultant must demonstrate expertise in transit-oriented development and relevant subject matters including applicable municipal law, planning, real estate, data science, geographic information systems and related professional practices.
A pre-submittal conference call regarding this RFP will be hosted on November 5, 2025 at 11:00 a.m. Attendance on this call is not mandatory, but is highly encouraged.

The selected Consultant must demonstrate expertisein transit-oriented development and relevant subject matters including applicable municipal law,planning, real estate, data science, geographic information systems and related professionalpractices.BACKGROUNDThe City has been awarded a technical assistance grant under the U.S. DOT Build America Bureau’s(“Bureau”) IFAC Grant Program. The work undertaken will be in accordance with the U.S. DOT IFACrequirements and Federal standards including that all procurement activities will comply with 2 CFRPart 200, including Subpart D.This project builds upon New Rochelle’s longstanding commitment to transit-oriented development(TOD) as the foundation of its downtown revitalization strategy. Centered around the multi-modalNew Rochelle Transit Center, the City has prioritized equitable, transit-focused growth through acombination of major infrastructure initiatives, innovative zoning policies, and community-drivenplanning. Federal, State, and private investments have already been secured for the Transit CenterRedesign and the LINC project, which will remove obsolete highway infrastructure and create a newlinear park and multimodal corridor reconnecting historically disadvantaged neighborhoods to thedowntown core.The IFAC-supported Asset Scan will complement these efforts by assessing assets that are controlledby the City for transit-oriented development. The project area intersects with US HUD Opportunity5830-1Zone and New York State Disadvantaged Community designation, underscoring the City’s focus onequitable development. It also leverages the Downtown Overlay Zone (DOZ), a nationally recognizedframework for TOD that incentivizes private development through a Community Benefit Bonusstructure and “fair share” mitigation fees that ensure infrastructure investments keep pace withgrowth.2) PROPOSAL DUE DATESealed proposals will be accepted up until 3:00 p.m. on November 21, 2025 in the Purchasing Office,City of New Rochelle, City Hall, 515 North Avenue, New Rochelle, N.Y. 10801 and mailed to theattention of Karin Conca, Purchasing. Please note “Spec # 5830” on your outside mail package.3) PRE-PROPOSAL QUESTIONSAll questions must be submitted in writing via e-mail, no later than noon, November 6, 2025 tokconca@newrochelleny.gov. See attached Exhibit D.6) CONE OF SILENCECone of Silence, means a prohibition on any communication regarding a particular Request forProposal (“RFP”), Request for Qualification (“RFQ”) or Request for Bid ("RFB").Pursuant to State Finance Law §139-j and §139-k, this solicitation includes and imposes certainrestrictions on communications between the City and a Bidder during the procurement process. ABidder is restricted from contacting, other than designated staff, from the earliest notice of intent tosolicit offers through final award and approval of the Procurement Contract by the DesignatedContracting Officer ("Restricted Period") unless it is a contact that is included among certain statutoryexceptions set forth in State Finance Law §139-j(3)(a). City employees are required to obtain certaininformation when contacted during the Restricted Period.5830-2Bidders responding to this RFP must familiarize themselves with these State Finance Lawrequirements and will be expected to affirm that they understand and agree to comply in theirProposal.7) SCOPE OF WORK AND DELIVERABLESWork completed under this contract will scan, survey and analyze the City of New Rochelle’s City-controlled assets for the purposes of identifying potential for transit-oriented Development (TOD).The Project scope complements the City’s ongoing efforts related to revitalization of its Downtownincluding, but not limited to, the LINC Project, the New Rochelle Transit Center (NRTC) Redesign,the Downtown Retail Strategy, and the Downtown Overlay Zone (DOZ).The City intends to build the capacity to create value from numerous City-controlled assets — suchas those owned in fee simple, leased by the City, managed under agreement, or otherwise subjectto statutory authority — whether through public-private partnerships, investment of privatecapital, the TIFIA loan program, asset concession arrangements, and/or Federal and Statecompetitive grants and incentives.Illustrative examples include:New Rochelle Transit Center (“NRTC”)The NRTC is a key regional transportation hub, offering connections to multiple WestchesterCounty Bee-Line bus routes, plus passenger rail via Metro-North’s New Haven Line and Amtrak’sNortheast Corridor. Notably, Metro North provides direct service to Grand Central Terminal and in2027, New Rochelle will be the first Metro-North stop in Westchester County to provide directaccess to Penn Station. The NRTC includes structured parking and multimodal facilities that servecommuters, residents, and visitors. The City is exploring opportunities to enhance TOD around theNRTC and improve pedestrian and bike access.New Rochelle Reconnecting Communities TOD ProjectThe New Rochelle Reconnecting Communities TOD Project aims to restore a more connected andpedestrian-friendly street grid, particularly in areas affected by past highway construction. This initiativeprioritizes multi-modal access, complete streets design, and equitable development to support transit-oriented growth and reconnect neighborhoods. The innovative LINC project is a major component of thisinitiative involving the removal of overbuilt and obsolete highway infrastructure that will be replaced by alinear park, with a multi-modal TOD friendly corridor and new open space with passive and activerecreational facilities. Parcels near the LINC corridor are slated for recreational and/or mixed-usedevelopment that aligns with the City’s vision for increased housing, retail, and public space, and overallenhanced community connectivity.Rather than limiting the scope to a fixed set of predetermined assets, the City seeks a consultant-ledsurvey of the broader Downtown Overlay Zone (DOZ) and surrounding neighborhoods. The selectedconsultant will be expected to evaluate City-controlled properties within the City and providerecommendations on which assets should be prioritized for detailed analysis.This approach aligns with IFAC’s Asset Scan project type, which requires bundling multiple existing assetswithout prescribing exactly which must be included, and ensures the scan supports the City’s revitalizationand development objectives.5830-3TASKSThe work completed under this contract will deliver an asset scan that includes asset mapping, usecase analysis, and complete financial analysis, while also evaluating equity considerations,environmental analysis, and financial structuring. This will entail at minimum the following tasksand deliverables.• Project Implementation Plan. Establish a work plan to conduct the necessary analyses andrecommendations. Provide recommendations for a project management framework thatunderscores efficient but thorough collaboration with City staff.• Existing Conditions Analysis. Review and incorporate city goals and objectives for TODincluding current planning context and establish a project framework ensuring those prioritiesinform potential future use cases for all City assets. Develop public sector oversight andtransparency policies to protect the public interest in asset concession relationships• Asset Identification, Mapping, and survey. In coordination with the City, confirm sites foranalysis.• Use-Case Analysis. Complete project development scoping, high-level financial analysis, andproject financial analysis and pro forma preparation.• Stakeholder Engagement. Provide materials and information on the project and its outcomesfor the city’s use within its ongoing outreach efforts.• TIFIA & other financing Analysis. Analyze the feasibility of, and demonstrating, TIFIA eligibilityfor the scanned assets that meet TOD criteria.• Recommendations. Explore potential government and institutional strategies to support theCity’s asset management initiative and respective pros and cons; this may include options forgovernance, processes, and technology for effective future management. Recommend policiesand tools to facilitate an asset management strategy based on the findings and analysis of theasset scan as described in this RFP.• Final Deliverables. Identify any sub-consultants proposed to serve on the project as well.c) Project Approach / Requirements & Capabilities - Describe how the Consultant’sapproach will meet the particular needs of this RFP.
