1) INTENT/BACKGROUND

INTENT

The City of New Rochelle (“City” or “CNR”) is pleased to release this Request for Proposal (“RFP”)

which seeks proposals from qualified Consulting Firms (“Consultants”) for technical assistance to

perform an Asset Scan as related to the CNR Reconnecting Communities Transit Oriented

Development (“TOD”) Project pursuant to United States Department of Transportation’s (“USDOT”)

Building America Bureau (“BAB”) Innovative Finance and Asset Concession Grant Program

(“IFACGP”) award and relevant requirements. The selected Consultant must demonstrate expertise

in transit-oriented development and relevant subject matters including applicable municipal law,

planning, real estate, data science, geographic information systems and related professional

practices.

BACKGROUND

The City has been awarded a technical assistance grant under the U.S. DOT Build America Bureau’s

(“Bureau”) IFAC Grant Program. The work undertaken will be in accordance with the U.S. DOT IFAC

requirements and Federal standards including that all procurement activities will comply with 2 CFR

Part 200, including Subpart D.

This project builds upon New Rochelle’s longstanding commitment to transit-oriented development

(TOD) as the foundation of its downtown revitalization strategy. Centered around the multi-modal

New Rochelle Transit Center, the City has prioritized equitable, transit-focused growth through a

combination of major infrastructure initiatives, innovative zoning policies, and community-driven

planning. Federal, State, and private investments have already been secured for the Transit Center

Redesign and the LINC project, which will remove obsolete highway infrastructure and create a new

linear park and multimodal corridor reconnecting historically disadvantaged neighborhoods to the

downtown core.

The IFAC-supported Asset Scan will complement these efforts by assessing assets that are controlled

by the City for transit-oriented development. The project area intersects with US HUD Opportunity

Zone and New York State Disadvantaged Community designation, underscoring the City’s focus on

equitable development. It also leverages the Downtown Overlay Zone (DOZ), a nationally recognized

framework for TOD that incentivizes private development through a Community Benefit Bonus

structure and “fair share” mitigation fees that ensure infrastructure investments keep pace with

growth.

2) PROPOSAL DUE DATE

Sealed proposals will be accepted up until 3:00 p.m. on November 21, 2025 in the Purchasing Office,

City of New Rochelle, City Hall, 515 North Avenue, New Rochelle, N.Y. 10801 and mailed to the

attention of Karin Conca, Purchasing. Please note “Spec # 5830” on your outside mail package.

3) PRE-PROPOSAL QUESTIONS

All questions must be submitted in writing via e-mail, no later than noon, November 6, 2025 to

kconca@newrochelleny.gov. The City will post the answers to the questions received on the City’s

website no later than 4:30 p.m., November 12, 2025.

The City reserves the right to amend the RFP based on questions and issues raised at any time prior

to the RFP submission deadline.

5) ADDENDUMS

A Respondent, prior to submitting a Response, shall check the City’s website to see if any Addendum

or Addenda has/have been issued for the RFP and, if so, the Respondent must establish in writing that

they have received any and all Addendum or Addenda issued for the RFP. See attached Exhibit D.

6) CONE OF SILENCE

Cone of Silence, means a prohibition on any communication regarding a particular Request for

Proposal (“RFP”), Request for Qualification (“RFQ”) or Request for Bid ("RFB").

Pursuant to State Finance Law §139-j and §139-k, this solicitation includes and imposes certain

restrictions on communications between the City and a Bidder during the procurement process. A

Bidder is restricted from contacting, other than designated staff, from the earliest notice of intent to

solicit offers through final award and approval of the Procurement Contract by the Designated

Contracting Officer ("Restricted Period") unless it is a contact that is included among certain statutory

exceptions set forth in State Finance Law §139-j(3)(a). City employees are required to obtain certain

information when contacted during the Restricted Period.

Bidders responding to this RFP must familiarize themselves with these State Finance Law

requirements and will be expected to affirm that they understand and agree to comply in their

Proposal.

7) SCOPE OF WORK AND DELIVERABLES

Work completed under this contract will scan, survey and analyze the City of New Rochelle’s City-

controlled assets for the purposes of identifying potential for transit-oriented Development (TOD).

The Project scope complements the City’s ongoing efforts related to revitalization of its Downtown

including, but not limited to, the LINC Project, the New Rochelle Transit Center (NRTC) Redesign,

the Downtown Retail Strategy, and the Downtown Overlay Zone (DOZ).

The City intends to build the capacity to create value from numerous City-controlled assets — such

as those owned in fee simple, leased by the City, managed under agreement, or otherwise subject

to statutory authority — whether through public-private partnerships, investment of private

capital, the TIFIA loan program, asset concession arrangements, and/or Federal and State

competitive grants and incentives.

Illustrative examples include:

New Rochelle Transit Center (“NRTC”)

The NRTC is a key regional transportation hub, offering connections to multiple Westchester

County Bee-Line bus routes, plus passenger rail via Metro-North’s New Haven Line and Amtrak’s

Northeast Corridor. Notably, Metro North provides direct service to Grand Central Terminal and in

2027, New Rochelle will be the first Metro-North stop in Westchester County to provide direct

access to Penn Station. The NRTC includes structured parking and multimodal facilities that serve

commuters, residents, and visitors. The City is exploring opportunities to enhance TOD around the

NRTC and improve pedestrian and bike access.

New Rochelle Reconnecting Communities TOD Project

The New Rochelle Reconnecting Communities TOD Project aims to restore a more connected and

pedestrian-friendly street grid, particularly in areas affected by past highway construction. This initiative

prioritizes multi-modal access, complete streets design, and equitable development to support transit-

oriented growth and reconnect neighborhoods. The innovative LINC project is a major component of this

initiative involving the removal of overbuilt and obsolete highway infrastructure that will be replaced by a

linear park, with a multi-modal TOD friendly corridor and new open space with passive and active

recreational facilities. Parcels near the LINC corridor are slated for recreational and/or mixed-use

development that aligns with the City’s vision for increased housing, retail, and public space, and overall

enhanced community connectivity.

Rather than limiting the scope to a fixed set of predetermined assets, the City seeks a consultant-led

survey of the broader Downtown Overlay Zone (DOZ) and surrounding neighborhoods. The selected

consultant will be expected to evaluate City-controlled properties within the City and provide

recommendations on which assets should be prioritized for detailed analysis.

This approach aligns with IFAC’s Asset Scan project type, which requires bundling multiple existing assets

without prescribing exactly which must be included, and ensures the scan supports the City’s revitalization

and development objectives.

TASKS

The work completed under this contract will deliver an asset scan that includes asset mapping, use

case analysis, and complete financial analysis, while also evaluating equity considerations,

environmental analysis, and financial structuring. This will entail at minimum the following tasks

and deliverables.

• Project Implementation Plan. Establish a work plan to conduct the necessary analyses and

recommendations. Provide recommendations for a project management framework that

underscores efficient but thorough collaboration with City staff.

• Existing Conditions Analysis. Review and incorporate city goals and objectives for TOD

including current planning context and establish a project framework ensuring those priorities

inform potential future use cases for all City assets. Develop public sector oversight and

transparency policies to protect the public interest in asset concession relationships

• Asset Identification, Mapping, and survey. In coordination with the City, confirm sites for

analysis.

• Use-Case Analysis. Complete project development scoping, high-level financial analysis, and

project financial analysis and pro forma preparation.

• Stakeholder Engagement. Provide materials and information on the project and its outcomes

for the city’s use within its ongoing outreach efforts.

• TIFIA & other financing Analysis. Analyze the feasibility of, and demonstrating, TIFIA eligibility

for the scanned assets that meet TOD criteria.

• Recommendations. Explore potential government and institutional strategies to support the

City’s asset management initiative and respective pros and cons; this may include options for

governance, processes, and technology for effective future management. Recommend policies

and tools to facilitate an asset management strategy based on the findings and analysis of the

asset scan as described in this RFP.

• Final Deliverables. Provide Draft and Final report that details the deliverables and outcomes

described in this scope; conduct two (2) presentation (draft and final) of the Asset Scan report

to the New Rochelle City Council.

8) PROJECT TIMETABLE

It is anticipated that the project will commence in Q4 2025 and be completed by Q4 2027. Note that City

Council authorization is required before the City can enter into an agreement with the selected

respondent.

9) PROPOSAL FORMAT/REQUIREMENTS

The attached Exhibit A, Exhibit B and Exhibit C must be completed and returned with your proposal.

Proposals must include clear descriptions of the firm’s capabilities to perform the requirements of

the RFP and shall include the following:

a) Transmittal Letter - This letter should outline the firm’s ability to provide the experience

and scope of services requested. Please describe the company’s size, management and

ownership, including:

xii. Awarded vendor must provide a copy of their New York State Certificate of

Incorporation with bid response. Bidders not incorporated in New York State

must produce a Certificate to Do Business in the State of New York from the

New York Secretary of State at time of bid submission.

This letter must be signed by an officer who is authorized to bind the Consultant and

state that the proposal is binding for 90 days from the submission deadline for

proposals.

b) Staff Experience - Include a brief description of each key staff assigned to a typical project.

Applicants should provide resumes for all staff that are expected to be engaged in the

work. Identify any sub-consultants proposed to serve on the project as well.

c) Project Approach / Requirements & Capabilities - Describe how the Consultant’s

approach will meet the particular needs of this RFP. Submit a detailed statement and

applicable information on how you or your firm meets the requirements and/or

qualifications. Include copy of all applicable licenses.

d) Work Samples - Include samples of work relevant to the Scope of Work(s) proposed.

e) References - Submit a list of at least three (3) references (including contact persons names

and phone number) for which similar services have been provided. Your company must
