This contract requires Bidder pre-qualification by the SFPUC. Only Qualified Contractors who have successfully completed the Request for Qualifications (RFQ) for WW-719CR will be allowed to submit bids for this contract. Only these firms, appearing in alphabetical order, are eligible to submit bids as a Bidder in response to this Request for Bids:

1. Anvil Builders Inc. & Precision Engineering (Joint Venture)
2. California Engineering Contractors, Inc. & Shimmick Construction Company, Inc. (Joint Venture)
3. Flatiron Dragados West LLC (formerly Flatiron West, Inc.)

The objective of the project is to address the Sewer System Improvement Program’s level of service in the City’s Inner Mission District. The proposed improvements include building a box sewer on Harrison Street to collect all-weather flows, replacing the existing box sewers on Treat Avenue, building a new box sewer on Florida Street, installing new auxiliary box sewers on 18th and 18th Streets, lining existing sewers on 18th Street, and building or modifying sewer junction structures. The work is to be performed in San Francisco, California.

The LBE Standard bid discount does not apply to this contract per the San Francisco Administrative Code Chapter 14B. In addition, Prime Neighborhood/Zip Code LBE and Subcontracting Neighborhood/Zip Code LBE bid discounts are not applicable. Per Chapter 14B LBE Ordinance, the CMD Contract Compliance Officer will assign the applicable 1% Mentor-Protege Program's bid discount (not to exceed $300,000) to eligible Bidders. For more information, refer to: https://www.sf.gov/information--mentor-protege-program. The Local Business Enterprise (LBE) subcontracting requirement is 20.00%. The LBE subcontracting requirement can only be met with CMD certified San Francisco Micro and Small-LBEs. PUC-LBEs cannot be counted towards meeting the LBE subcontracting requirement(s). Prime and Joint Venture level LBE participation cannot be counted towards meeting any of the LBE subcontracting requirement(s). LBE subcontractors must be certified with CMD in the scope of work they are being listed to perform. All Bidders shall submit documented Good Faith efforts with their Bids as directed on CMD Form 2B, except those who exceed the above-stated subcontracting requirement(s) by at least 35%. Refer to CMD Attachment 1. Failure to comply with Chapter 14B requirements may result in a Bid being deemed non-responsive and ineligible for Contract award. Subcontracting opportunities may include, but not limited, to the following major types of work: trucking, hauling, shoring, pavement restoration, saw cutting, utility relocation, pipe lining and traffic control. Please refer to Section 01 60 00 in the Specifications regarding the purchase of equipment to achieve the LBE subcontracting participation requirement.

SFPUC highly recommends that Bidders attend the site inspection, which will be held at the intersection of Harrison Street and 16th Street on 11/7/2025 at 10:00 A.M.

This contract requires Bidder pre-qualification by the SFPUC. Only Qualified Contractors who have successfully completed the Request for Qualifications (RFQ) for WW-719CR, as posted at https://infrastructure.sfwater.org/fds/fds.aspx?lib=SFPUC&doc=1251523&data=481836355 , will be allowed to submit bids for this contract.

A Class “A” California Contractors License is required to Bid. Furthermore, each listed subcontractor must possess appropriate active licenses for the work each subcontractor will be performing.
