REQUESTS FOR PROPOSALSCity of Manchester, NHCDBG-CV AdministrationFY26-200-36The City of Manchester’s Mayor’s Office requests written proposals from qualified firms or individualsinterested in being considered for hire by the City as CDBG Grant Administrator to manage a CommunityDevelopment Block Grant (CDBG-CV) Project in Manchester.The project is a $500,000 Community Development Block Grant-Covid (CDBG-CV) to fund emergency shelteroperations (shelters operated by the City of Manchester and Families In Transition). Shelters operated by theCity of Manchester include the 39 Beech Street Shelter/Engagement Center and the Aged and Infirmed Shelterlocated at 200 Elm Street. Shelters operated by Families In Transition include the Adult Emergency Shelterlocated at 199 Manchester Street and the Family Shelter located at 177 Lake Avenue. Grant to be completedand closed on or before July 31, 2026.Specific administrative services to include the environmental review record coordination, maintenance ofrecords, accounting, meetings, reporting and other federal adherence required by the CDBG-CV GrantAgreement.This project is funded through a Community Development Block Grant from the Community DevelopmentFinance Authority under the provisions, and subject to the requirements, of Title I of the Housing andCommunity Development Act of 1974, as amended.The City of Manchester is an equal opportunity/affirmative action agency.
