Title:Parking Facilities Management atTucson International Airport (TIA)2. Owner:Tucson Airport Authority7250 South Tucson Blvd.Tucson, AZ 85756Attn: Kathleen Stalter3. General Description: The Tucson Airport Authority (“TAA”) invites interested and qualifiedparking facilities contractors to submit a proposal in response to this Request for Proposals (“RFP”) forParking Facilities Management at Tucson International Airport (TIA). TAA is soliciting proposals for aresponsible contractor to operate and provide management services for parking facilities owned by TAA andshuttle bus service between the Airport terminals and Economy Parking Lot. The contractor will provide theagreed upon services to the public 24 hours a day, seven days a week, including holidays.4. Location of Work:Tucson International Airport7250 South Tucson BoulevardTucson, Arizona 857565. RFP: Written copies of the RFP are available for review at TAA’s Procurement Department,and/or a hard copy (or PDF) may be obtained from that office without charge. To request a copy, contactMattison Garry via email at mgarry@flytucson.com. The RFP contains the instructions, terms and conditions,forms, and other information relating to the RFP, including, but not limited to, the selection criteria to be usedby the Selection Committee to select the firm to perform the services, information regarding interviews, andthe number of contracts to be awarded.6. Date and Time for Submission of Proposals: Written proposals will be received by TAA until2:00 p.m. Local Tucson Time on January 22, 2026, addressed to the attention of Debbie Cruz, ProcurementSupervisor, at the TAA Administration Offices, Tucson International Airport, 7250 South Tucson Blvd, Suite300, Third Floor, Tucson, Arizona 85756. One (1) original and six (6) copies of the proposal will be requiredto be addressed and delivered to TAA on or before the day and hour set for receipt. Any proposal submittedafter the designated date and time will not be accepted or considered.7. Pre-Submission Conference: A pre-proposal will be held on Thursday, January 8, 2026, at11:00 a.m. local Tucson time at the TAA Administration Offices, Tucson International Airport, 7250 SouthTucson Blvd, Suite 300, Third Floor, Tucson, Arizona 85756. At this conference, TAA staff will discuss thescope of services, the proposed date for interviews (if any), the selection process, and will respond toquestions about the RFP. The pre-proposal meeting will also include an opportunity to visit the sites of theproposed services.RFP NoticeParking Facilities Management8. Costs of Responding to the RFP: Any and all costs associated with responding to this RFPor providing a proposal shall be borne solely by the interested firm.9. TAA’s Right to Reject for Any Reason: TAA reserves the right to reject any or all proposals,any other proposals or submissions, to cancel the RFP, or to withhold the award of any contract relating tothe RFP for any reason which TAA determines.10. Civil Rights Title VI Solicitation Notice. The Tucson Airport Authority, in accordance with theprovisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4) and theRegulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuantto this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submitbids in response to this invitation and will not be discriminated against on the grounds of race, color, ornational origin in consideration for an award.11. Interest List: TAA maintains an “Interest List” consisting of all service providers/vendorsproviding services/products at the Airport. Each firm must complete and submit, with its submittal, informationwith respect to such firm in the form included in the solicitation documents. Firms can obtain a copy of TAA’scurrent interest list upon request. The listing of a firm on any TAA interest list is not an endorsement of thatfirm and does not indicate that the firm has been pre-qualified for airport work.12. ACDBE: It is the policy of TAA to ensure that socially and economically Airport ConcessionDisadvantaged Business Enterprise firms (“ACDBEs”), regardless of race or sex, have a fair and equalopportunity to participate in TAA's contracts. Pursuant to the U.S. Department of Transportation’s InterimFinal Rule (IFR) issued September 30, 2025, (see Disadvantaged Business Enterprise Program andDisadvantaged Business Enterprise in Airport Concessions Program Implementation Modifications, 90 Fed.Reg. No. 190, page 47969-47982), until TAA completes the reevaluation process described in the IFR, TAAwill no longer include ACDBE contract goals or count ACDBE participation toward overall program goals.Respondents are still encouraged to pursue subcontracting and partnership opportunities with socially andeconomically disadvantaged small businesses. If you have any questions about TAA's ACDBE Program,please contact Bert Resimont, TAA DBE Liaison Officer, at 520-573-8100.The successful proposer will be required to submit the following information: (1) the names and addressesof firms that will participate as subcontractors in the contract; (2) the percentage and dollar amount ofparticipation of each subcontractor firm participating.The successful proposer will be required to track all payments to subcontractors using an online system withaccess provided by TAA.
