INTRODUCTIONThe Town of Enfield Office of Economic & Community Development is seeking interestedand qualified Connecticut licensed professional real estate agencies for Real EstateAgency Services. These services may include duties typically associated with the sale ofproperty: determining sale price, listing, marketing, and showing properties, negotiatingand implementing sale of property. Property types may include but are not limited toresidential, commercial, industrial, etc.2. OBTAINING RFQ & P DOCUMENTSBeginning Monday, February 23, 2026, specifications and RFQ & P documents may beobtained from the Office of Economic & Community Development, Enfield Town Hall, 820Enfield Street, Enfield, CT 06082, telephone number (860) 253-6390 or the Town’swebsite, http://www.enfield-ct.gov/bids.aspx.4. RFQ & P RESPONSE SUBMISSION INSTRUCTIONSOne (1) original and two (2) copies of all responses must be submitted in a sealedenvelope clearly marked “REAL ESTATE AGENCY SERVICES”. If forwarded by mail orcourier, the sealed envelope must be addressed to “Director of Finance, Town of Enfield,820 Enfield Street, Enfield Connecticut 06082”. Responses must be at the office of theDirector of Finance by the time of the Public Opening of Responses date noted in Section2 entitled, Key Event Dates. Postmarks are NOT an acceptable waiver of this policy.Corrections and/or modifications received after the first response is publicly opened willNOT be accepted.A. Proposal responses are limited to a MAXIMUM OF THREE (3) PAGES, excluding theResponse Form on page 9 of this RFQ & P document.B. Ditto marks or words such as “SAME” on the Response Form are NOT consideredwriting and must not be used.C. All information must be submitted in ink or typewritten. Mistakes may be crossed outand corrections inserted. Corrections must be initialed by the person signing theresponse.D. Responses are considered valid for ninety (90) days after response(s) are opened.Agencies submitting responses may not withdraw, cancel, or modify their response fora period of ninety (90) days after response(s) are opened.E. Reponses must be signed by an authorized person representing the legal entity of theagency submitting the response.2F. The inability to meet any specified requirement(s) must be stated in writing andattached to the Response Form.5. QUESTIONS AND ANSWERSQuestions concerning this RFQ & P should be emailed to the Office of Economic &Community Development at communitydevelopment@enfield.org on or before 4:00 p.m.EST on Thursday, March 19, 2026. PRESUMPTION OF AGENCY BEING FULLY INFORMEDAt the time the first response is opened, each Agency is presumed to have read and bethoroughly familiar with all RFQ & P and contract documents herein. Failure or omissionof the Agency to receive or examine any information shall in no way relieve any Agencyof obligations with respect to their response.7. MODIFICATIONS AND ADDENDAThe Town may, before or after proposal opening and in its sole discretion, clarify, modify,amend or terminate this RFQ & P if the Town determines it is in the Town’s best interest.Any such action shall be effected by a posting on the Town’s website, http://www.enfield-ct.gov/Bids.aspx. Each agency is responsible for checking the Town’s website todetermine if the Town has issued any addenda and, if so, to complete its proposal inaccordance with the RFQ & P as modified by the addenda.8. INTERPRETATION OF ACCEPTABLE WORKThe specifications, proposal and contract documents are to be interpreted as meaningthose acceptable to the Town of Enfield. Any substantive changes or interpretations willbe issued by the Town in writing as an addendum.9. TAX EXEMPTIONSThe Town of Enfield is exempt from Federal Excise taxes and Connecticut Sales and Usetaxes. Agencies shall avail themselves of these exemptions.10. INSURANCEAgency shall agree to maintain in force at all times during the contract the followingminimum coverage. Insurance shall be written with Carriers approved in the State ofConnecticut and with a minimum AM Best’s Rating of “A“ VIII. In addition, all Carriers aresubject to approval by the Town of Enfield. Minimum Limits:A. Commercial General Liability Each Occurrence $1,000,000, $2,000,000 Aggregate.Town of Enfield shall be named as an Additional Insured on a primary non-contributorybasis for ongoing and completed operations. Waiver of Subrogation to be provided.B. Auto Liability Combined Single Limit $1,000,000 for all owned, hired and non-ownedvehicles for property damage and liability. Town of Enfield shall be named as anAdditional Insured.C. Umbrella/Excess Liability $1,000,000 and $1,000,000 Aggregate. General Liability,Auto Liability and Workers’ Compensation to be listed as underlying coverages.Umbrella/Excess Liability to follow form with respect to Additional Insured and Waiverof Subrogation.D. Professional Liability/Errors and Omissions coverage to be provided with a $1,000,000limit and $1,000,000 aggregate.3E. Workers’ Compensation - For all the employees employed on said Work shall bemaintained in accordance with Connecticut’s Workers’ Compensation Act. In case anyclass of employees engaged in hazardous Work under the contract at the site of the Workis not protected under the Workers’ Compensation Act, the contractor shall provideWorkers’ Compensation Insurance for the protection of its employees not otherwiseprotected. Waiver of Subrogation to be provided.F. A thirty (30) day Notice of Cancellation applies for the Town of Enfield.If any policy is written on a “Claims Made” basis, the policy must be continually renewed fora minimum of two (2) years from the completion date of this contract. If the policy is replacedand/or the retroactive date is changed, then the expiring policy must be endorsed to extendthe reporting period for claims for the policy in effect during the contract for two (2) years fromthe completion date.11. INDEMNIFICATION AND HOLD HARMLESSThe Agency shall hold harmless, defend and indemnify the Town of Enfield (“the Town”)from all loss, liability, damage, penalty, expense or fee, including attorney’s fees, or othercosts or obligations which result from or arise out of the performance or breach ofobligations of the Agency, any employee, agent or personnel, including without limitation,claims brought against the Town by third parties, employees of the Town, or employeesof the Agency. The indemnification provisions shall survive the termination of theContract.12. FAIR EMPLOYMENT PRACTICESThe Agency agrees not to discriminate against any employee or applicant for employmentin the performance of this proposal’s work with respect to hire, tenure, terms, conditions, orprivileges of employment due to race, sex, age, religion, national origin, or other conditionproscribed by State or Federal law.13. STANDARD FORM OF CONTRACTUAL AGREEMENTThe Town of Enfield intends to enter into a contract with the successful agency. Thecontract will include and incorporate the provisions of this Request for Qualifications andProposals, including the Standard Instructions, Scope of Work and Qualifications, andResponse Form submitted by the successful agency. In the event of any conflict betweenthe Request for Qualifications and Proposals and the successful agency’s proposal, theRequest for Qualifications and Proposals shall prevail. In addition to the above-mentionedcontract, the Town will execute a separate real estate listing agreement customarily usedin Connecticut for each individual property that will be listed for sale.14. TERM OF CONTRACTThe term of this contract shall commence on date of award and shall expire on June 30,2026. Subsequent one (1) year renewals, at the option of the Town of Enfield, may beavailable for two (2) additional years. The total contract period, including all renewals,shall not exceed thirty-six (36) months. Written notice(s) of such renewals will be sentby U.S. Mail to the agency(s) no later than 30 (thirty) days prior to the commencementof the Town's next following fiscal year.15. AWARDING THE CONTRACTThe Town of Enfield reserves the right to accept or reject, any, all, or any part of responses,to waive formalities or informalities, and to make an award that is deemed to be in the bestinterests of the Town.4It is the Town's policy not to award to those who owe Town of Enfield prior year(s) propertytaxes.The "Contract Awarded" date noted in Section 2 entitled, Key Event Dates, is the date thecontract is anticipated to be awarded. It is not a date certain.The lowest priced proposal is NOT the sole determining factor when awarding this proposal.The Office of Economic & Community Development expects to enter into a contract withone (1) agency.16. NON-APPROPRIATION CLAUSEThe Town’s fiscal year commences on July 1st and ends on the next following June 30th.The contract for these services will be subject to the appropriation and disbursement offunds by the Town sufficient for the contract for these services for each fiscal year in whichthe Contract is in effect. The Town shall have the right to terminate the Contract in wholeor in part without penalty to the Town in the event that sufficient funds to provide for Townpayment(s) under the Contract are not appropriated, not authorized, or not made availableor such funding has been reduced. In the event that the Contract is subject, in whole or inpart, to the appropriation and disbursement of Federal and/or State funds and such fundsare not appropriated or are not disbursed to the Town, the Town shall have the right toterminate the Contract in whole or in part without penalty to the Town.END OF STANDARD INSTRUCTIONS5
