Mailed or delivered to:GASTON COUNTY SCHOOLSAttn: Chris Hall943 Osceola StreetGastonia, NC 28054NOTE: REGARDLESS OF DELIVERY METHOD, RESPONSESRECEIVED AFTER THE DEADLINE WILL NOT BE CONSIDERED.INQUIRIESAll requests for clarifications or additional information must be submittedin writing to Mr. Chris Hall, via electronic mail: chall@gaston.k12.nc.us.Section 1 - INTRODUCTION AND OVERVIEWGaston County Schools (GCS) is requesting qualifications from construction management firmsinterested in providing Construction Management at Risk services for multiple elementaryschool campus additions and renovations. The selected firm would begin actively participating inthe Schematic Design Phase with Gaston County Schools, and our Architect on the projects,McMillan Pazdan Smith Architecture.The additions and renovations would include, but may not be limited to:• Additional classrooms (up to 10 at each school)• Cafeteria• Kitchen• Media Center• Gym/Auditorium• Secure vestibule• Façade improvements• Site improvementsGCS is considering addition and renovation projects at Belmont Central Elementary Schooland New Hope Elementary School.• Belmont Central Elementary Schoolo Construction Budget:$13M - $14M (subject to change)o Construction Duration:12-14 months (subject to CM input)• New Hope Elementary Schoolo Construction Budget:$15M - $16M (subject to change)o Construction Duration:12-14 months (subject to CM input)Section 2 – SERVICES and INSURANCE REQUIREMENTSBy contract with Gaston County Schools, the selected firm will provide services customary tothe Construction Management at Risk delivery method, with a corresponding division of workbetween the architect and construction manager:• PRE-CONSTRUCTION PHASE SERVICESo Administration:▪ The construction manager (CM) shall attend and participate in all designphase team meetings as requested by the District or their Architect. The CMshall prepare site logistics, utilization, and phasing plans for review by theOwner and their Architect/Engineers. The CM shall provide periodicconstructability reviews of the design and provide recommendations onwhether any equipment or materials should be considered for prepurchasedue to long lead times or other factors that may impact the constructionschedule.o Estimating:▪ The CM shall provide the following estimates:• Schematic Design• 100% Design Development Documents• 50% Construction Documents• 90% Construction Documentso Scheduling:▪ Develop a detailed master project schedule (with the District and theirArchitect) upon award. This schedule should be developed using a nationallyrecognized computerized scheduling program. The schedule will include allphases of the work: design (obtained from Architect), bidding, permitting,Board approval of the contracts, and all construction activities, includingcommissioning, through closeout of the project.• CONSTRUCTION PHASE SERVICESo General Administration:▪ Maintain a competent and sufficient number of full-time field staff toadminister the work of the Project, coordinate, and supervise the work. TheCM shall conduct weekly meetings with the project team and all tradecontractors and prepare and distribute meeting minutes for all parties.o Reporting/Communication:▪ On a weekly basis, prepare a detailed project report updating the Owner withcost, schedule, safety, quality, and other pertinent project facts. Maintain adaily log of construction activities and a photographic log of the project'sprogress.▪ On a weekly basis, hold an informational meeting with the Owner andArchitect to provide an overall update of the Project's progress, and followwith meeting minutes.▪ Develop and maintain computerized information management systems tomonitor costs, requests for information, change order status, submittals andall other Project information. Architect and Engineers will interface withArchitect’s project management application - Newforma.o Construction Contract Bidding/Procurement:▪ As provided by N.C. Gen. Stat. § 143-128.1, establish a prequalificationprocess for approval by the Owner and implementation in the biddingprocess.▪ Conduct competitive bidding processes for the work in compliance withapplicable law for inclusion in one or more Guaranteed Maximum Pricecontract change orders.▪ Respondents shall comply with GCS’s MWSBE program by making a goodfaith effort to utilize MWSBE firms in the professional service contract.Describe how your firm will address the MWSBE objectives.▪ The selected CMAR provider shall bid the various bid packages inaccordance with GCS Board of Education policies and state laws. When inconflict, the most restrictive must be applied.o Project Accounting:▪ On a monthly basis, gather all trade contractor and supplier invoices andsummarize overall project billing in a format acceptable to the Owner.▪ Process payment requests, collect waivers from trade contractors andsuppliers, and collect certified payroll from trade contractors.▪ Review, negotiate and recommend action regarding all trade contractorchange order requests prior to submission to architect and Owner for review.▪ Continuously incorporate changes into the overall project budget to maintainan accurate estimate of total project costs.▪ Maintain required insurance and obtain required performance and paymentbonds, and/or obtain any required bonds and insurance certificates from allcontractors and suppliers.o Requests for information and submittals:▪ Review and forward to the Architect and/or Owner all trade contractorrequests for information and submittals. Maintain a date sensitivecomputerized log of all such documents indicating current status of each.o Permits and Inspections:▪ Secure all necessary local, state and federal permits, inspections andcertificates ofoccupancy for the new and renovated facilities. Additionally, the CM shallcoordinate all commissioning requirements.o O&M Manuals/As-Builts:▪ Prepare and turn over all O&M manuals for all equipment to the Owner.Throughout the project maintain an accurate set of as-built documents for theOwner incorporating all aspects of the construction.o Training/Start-Up:▪ Coordinate equipment training for appropriate staff of the Owner to ensuresmooth transition of building operation. Administer start up and testing of allequipment by manufacturer’s representatives.o Warranty:▪ Obtain appropriate guarantees and warranties from all applicable tradecontractors and suppliers. Provide copies of the same to Owner. Enforceprovisions of warranties and guarantees with appropriate parties.o Self-performed Work:▪ Consistent with N.C. Gen. Stat. § 143-128.1(c), indicate the CM’s capacity forself-performing work in the event that bidding for any portion of the work doesnot produce any responsible, responsive bidder for that portion of the work.o Additional Requirements:▪ There will be meaningful interaction with the Gaston County Board ofEducation, the Superintendent of Schools, and via work sessions,stakeholder engagement, and public presentations.▪ The selected firm shall indemnify, defend, and hold harmless the County, theSchool System, and its subsidiaries, divisions, officers, directors, andemployees from all liability, loss, costs, claims, damages, expenses, attorneyfees, judgments, and awards arising or claimed to have arisen, from anyinjury caused by or allegedly caused by, any act or omission of the selectedfirm, or any employee agent or assign.Minimum limits for the following types of insurance are required:Worker’s Compensation:1. N.C. Statutory Requirements2. Employers Liability$500,000 – Each Accident$500,000 – Disease Policy Limits (Aggregate)$500,000 – Disease Each Employee
