OverviewPost InformationPosted At:Mon, Aug 18, 2025 10:01 AMSealed Bid Process:Yes (Bids Sealed / Pricing Sealed)Private Bid:NoSummaryThe City desires the Genetec AutoVU SharpZ3, a mobile automatic license plate recognition system (“ALPR System”) which uses video cameras that are to be mounted on two City parking enforcement patrol vehicles and connected to a computer near the operator. The patrol vehicles are three-wheel scooters manufactured by Westward called Go-4s. The patrol vehicle is driven along a patrol route where parked vehicles are governed by a posted time limit. The ALPR System enforces the City’s parking regulation by automatically determining whether or not each parked car has been parked longer than the posted time limit. Violations are detected by applying a License Plate Recognition algorithm to the images. Each license plate number is time-tagged, geo-referenced and entered into a local database. When the City’s patrol vehicle retraces the patrol route after the posted parking time limit has expired, the database is searched to flag vehicles that were observed at the same location during the previous circuit and therefore in violation of the City’s parking regulations. When the System detects a parking violation, it alerts the operator who affixes a parking citation to the offending parked vehicle. The wheel imaging feature is included to detect the location of the tire stem as part of the enforcement process.
The Security Center back office application will store and allow users to print citation backup data which will contain pictures of the offending vehicle, its license plate and provide other supporting documentation including but not limited to the time and location that the vehicle was first detected and the time with location that the vehicle was identified again, showing that the vehicle was parked in violation of the posted time limit.
BackgroundTHE ALPR System will used for the purpose of the following:
- Detecting vehicles that may or may not have exceeded the parking time restriction on-street.
- Detecting vehicles that have a virtual (residential parking) permit.
- Integrating with Parkmobile, Passport & Flowbird.
- Detecting unpaid vehicles that have not paid for parking at a pay-by-plate parking lot.
