INVITATION TO BIDLYNWOOD UNIFIED SCHOOL DISTRICTBID No. 20MOT26Fields Renovation project consists of the modernization of the varsity baseball, softball, andmulti-purpose fields, removal of natural turf, grading and sub-surface preparation, irrigation, andcoordination of installation of Astroturf along with the construction of a new one-story team room andstorage building.NOTICE IS HEREBY GIVEN that the Lynwood Unified School District, acting by and through itsGoverning Board, hereinafter referred to as “District” will receive prior to Thursday, June 04, 2026,sealed bids for the award of a Contract for the followingThe Lynwood High School (4050 E Imperial Hwy, Lynwood CA 90262) Fields Renovation projectconsists of the modernization of the varsity baseball, softball, and multi-purpose fields, removal of naturalturf, grading and sub-surface preparation, irrigation, and coordination of installation of Astroturf alongwith the construction of a new one-story team room and storage building. Improvements also includepaving and walkway upgrades with new fencing and an entry portal, installation of stadium lighting for allfields, and the addition of four district-provided scoreboards and dugout shade structure canopies.Additional scope includes accessible path of travel improvements for the baseball and softball fields,accessible parking upgrades, and associated site utility work to support the overall sports complexenhancements. All potential bidders must prequalify. This project will be subject to a Project LaborAgreement/Community Workforce Agreement (PLA/CWA).Construction duration will be 355 consecutive days beginning on July 13, 2026, with a completion date ofJuly 2, 2027.This Project is being let in accordance with the Uniform Public Construction Cost Accounting Act(“UPCCAA”) (specifically, the formal bidding procedures in Section 22032(c)).Prequalification of BiddersAs a condition of bidding for this Project, and in accordance with California Public Contract Code section20111.5, prospective bidders are required to submit online prequalification documents by registering withQuality Bidders. These documents will be the basis for determining which bidders are qualified to bid onthis Project.Bids will not be accepted if a Contractor AND Subcontractor has not been prequalified.Prequalification is done online at Quality Bidders.com Prequalification documents must be submitted byThursday, May 28, 2026 at 2:00 pm. All contractors will be notified by email of their prequalificationrating within a reasonable period of time after submission of their prequalification documents, but not lessthan one day prior to the bid opening date.As part of the bidding process, the Work is subject to the Community Workforce Agreement (CWA)between the District and the Los Angeles/Orange Counties Building and Trades Council. All Biddersmust submit a completed and signed CWA Letter of Assent with their Bid Proposal.Subcontractors must also submit the CWA Letter of Assent to perform any Work on this project.There will be a Mandatory Pre-Bid Conference and Job Walk on May 12, 2026 at 10:00 a.m. at theentrance to Lynwood High School, Imperial Campus, 4050 Imperial Hwy., Lynwood, CA 90262. AnyContractor bidding on the Project who fails to attend the entire mandatory Pre Bid Conference and JobWalk will be deemed a non-responsive bidder and will have its bid returned unopened. Attendees areasked to bring a business card as part of the sign-in.The Bid documents are available on the Purchasing webpage under Bids & RFPs section.Each bidder shall be a licensed contractor pursuant to the California Business and Professions Code, andbe licensed to perform the work called for in the Contract Documents. The successful bidder must possessa valid and active A General Engineering and B General Building Contractor’s License at the timeof bid and throughout the duration of this Contract.Subcontractors shall be licensed pursuant to California law for the trades necessary to perform the Workcalled for in the Contract Documents.NOTE: Respondents who assisted in the preparation of getting materials or the Scope of Work forsolicitation documents of this BID will NOT be eligible to compete for the award work because they willhave an undue advantage to all others.In accordance with California Public Contract Code section 22300, the District will permit thesubstitution of securities for any monies withheld by the District to ensure performance under theContract.Each bidder’s bid must be accompanied by one of the following forms of bidder’s security: (1) cash; (2) acashier’s check made payable to the District; (3) a certified check made payable to the District; or (4) abidder’s bond executed by a California admitted surety as defined in Code of Civil Procedure section995.120, made payable to the District in the form set forth in the Contract Documents. Such bidder’ssecurity must be in an amount not less than ten percent (10%) of the maximum amount of bid as aguarantee that the bidder will enter into the proposed Contract, if the same is awarded to such bidder, andwill provide the required Performance and Payment Bonds, insurance certificates and any other requireddocuments. In the event of failure to enter into said Contract or provide the necessary documents, saidsecurity will be forfeited.Separate payment and performance bonds, each in an amount equal to 100% of the total Contract amount,are required, and shall be provided to the District prior to execution of the Contract and shall be in theform set forth in the Contract Documents. All bonds (Bid, Performance, and Payment) must be issued bya California admitted surety as defined in California Code of Civil Procedure section 995.120.The Contractor and all subcontractors shall comply with the requirements set forth in Division 2, Part 7,Chapter 1 of the Labor Code which are available from the Director of the State of CA Department ofIndustrial Relations.A contractor or subcontractor shall not be qualified to bid on, be listed in a bid proposal, subject to therequirements of Section 4104 of the Public Contract Code, or engage in the performance of any contractfor public work, as defined in the Labor Code, unless currently registered and qualified to perform publicwork pursuant to Labor Code section 1725.5. It is not a violation of this section for an unregisteredcontractor to submit a bid that is authorized by Section 7029.1 of the Business and Professions Code or bySection 10164 or 20103.5 of the Public Contract Code, provided the contractor is registered to performpublic work pursuant to Section 1725.5 at the time the contract is awarded.The Contractor and all subcontractors shall furnish certified payroll records as required pursuant LaborCode section 1776. Monitoring and enforcement of the prevailing wage laws and related requirementswill be performed by the Labor Commissioner/ Department of Labor Standards Enforcement (DLSE).No bidder may withdraw any bid for a period of ninety (90) calendar days after the date set for theopening of bids.Where applicable, bidders must meet the requirements set forth in Public Contract Code section 10115 etseq., Military and Veterans Code section 999 et seq. and California Code of Regulations, Title 2, Section1896.60 et seq. regarding Disabled Veteran Business Enterprise (“DVBE”) Programs.Any request for substitutions pursuant to Public Contract Code section 3400 must be made at the time ofBid on the Substitution Request Form set forth in the Contract Documents and included with the bid.Inquiries shall be sent in writing by email to: Daniela Navarro, Senior Buyer at dnavarro@mylusd.org andCC; at purchasingfinal@mylusd.org.No telephone or facsimile machine will be available to bidders on the District premises at any time.It is each bidder’s sole responsibility to ensure its bid is timely delivered and received at the locationdesignated as specified above.
