ST. TAMMANY PARISH SCHOOL BOARDCOVINGTON, LOUISIANAThe St. Tammany Parish School Board will receive sealed bids until 2:00 p.m., Thursday, June4, 2026, to furnish Bread and Bread Products to all St. Tammany Parish public schoollunchrooms for the 2026-2027 school session, in accordance with the following instructions andattached specifications.*******1. Bids shall be submitted on the attached bid form and properly signed. All bids shall bereceived and date stamped by the St. Tammany Parish School Board Office located at 321 N.Theard Street, Covington, Louisiana 70433 by one of the methods below. All bids shall be in asealed envelope clearly marked on the outside “BID L286 TO FURNISH BREAD & BREADPRODUCTS – JUNE 4, 2026.” All bids arriving after this date and time or not in the properlocation or format will be returned unopened to the bidders. The responsibility for timely deliveryrests solely with the bidder. Bids delayed through any means of delivery service and arrivingafter the deadline will not be accepted. No bid may be withdrawn for at least thirty (30) days afterthe scheduled closing time for receipt of bids.2. Bids may be sent via registered or certified mail, UPS or FedEx with a return receiptrequested, hand delivered by bidder or his/her agent in which instance the deliverer shall beprovided a written receipt.3. Alternatively, bidders also have the option to submit bids electronically @www.centralbidding.com.4. You may find related materials including detailed specifications necessary to complete yourbid @ www.centralbidding.com and/or www.stpsb.org/bids.5. At the time set for the opening of bids, their contents will be publicly opened and read aloudfor the information of bidders and others properly interested who may be present in person orby representative.6. Bid prices shall include all inside delivery and handling charges to all St. Tammany ParishPublic School Cafeterias (See Attachment A). Prices shall be good for the period beginning July1, 2026 and ending June 30, 2027.7. Sales Tax IS NOT to be included in your bid price. St. Tammany Parish School Board isexempt from sales tax as provided by LA R.S. 47:301(8)(c). Sales tax exemption only applies topurchases between St. Tammany Parish School Board and the contractor/vendor. Sales taxexemption does not apply to purchases made directly by the contractor/vendor to othercompanies on behalf of the school board. Those purchases are not sales tax exempt.8. School Food funds may be used to make purchases from this bid. As such, ContractProvisions for Procurement Contracts will be applicable and shall be considered part of the biddocuments.9. The attached Certification Regarding Debarment/Suspension, Certificate of IndependentPrice Determination, Certificate Regarding Lobbying, Disclosure of Lobbying Activities, Non-Collusion Statement, Buy American Provision Certification Form and the Firearm Anti-Discriminatory Act 581 Form must be completed and returned with your bid. Failure to complywill cause your bid to be non-responsive.10. The successful bidder shall furnish a Performance Bond in the amount of $1,000.00.BREAD & BREAD PRODUCTSST. TAMMANY PARISH SCHOOL BOARDCOVINGTON, LOUISIANASpecifications for furnishing Fresh Bread & Bread Products2026-2027 School YearALL bread items must meet the USDA grain requirements for the National School Lunch Program and SchoolBreakfast Program. The whole-grain content per oz. eq. (ounce equivalent) is based on Exhibit A: School Lunchand Breakfast Whole Grain-Rich Ounce Equivalency (oz. eq) Requirements for School Meal Programs publishedby USDA. Each item must contain at least 16 grams of whole-grain or can be made with at least 50% whole-grainand the remaining percentage being enriched grain to be considered whole grain-rich. At least 50% of the grainmust be whole wheat.The minimum weight of each slice of bread must be a 1 oz. eq = 28 gm or 1oz.The minimum weight of each hamburger bun must be a 2 oz. eq = 56 gm or 2oz.The minimum weight of each hot dog bun must be a 2 oz. eq = 56 gm or 2oz.Dinner rolls must be a 1 oz. eq = 28 gm or 1oz.Bids requested on strictly fresh products as described below:Item 1 – Bread, Sliced, Minimum 50% Whole Wheat, One (1) slice = 1 oz. eq.Item 2 – Bread, Sliced, Minimum 50% WHITE Whole Wheat, One (1) slice = 1 oz. eq.Item 2-B – Bread, Sliced, Gluten Free/Whole Wheat, Sliced, One (1) slice = 1 oz. eq.Item 3 – Buns, Hamburger, Minimum 50% Whole Wheat, Hinged Sliced, One (1) Bun = 2 oz. eq.Item 4 – Buns, Hot Dog, Minimum 50% Whole Wheat, Hinged Sliced, One (1) Bun = 2 oz. eq.Item 5 – Dinner Rolls, Minimum 50% Whole Grain, One (1) Roll = 1 oz. eq.NOTE: All bread products must have a Nutrition and Ingredient label. Bidders are required to submit a GrainProduct Formulation Statement and Nutrition Label for each item bid and must be labeled withcoordinating line number. Failure to comply may result in bid disqualification. Whole wheat flourmust be listed as the first ingredient on nutrition label for ALL Whole Wheat Items.SPECIFICATIONS: Bids must be submitted in strict accordance with the specifications contained herein for eachitem. If bidder is submitting a bid not conforming to bid specifications, please indicate on bid form, giving allinformation needed including Nutrition and Ingredient label and Grain Product Formulation Statement. Allinformation required on the bid form must be completed. Incomplete forms may be cause for rejection.Failure to furnish all information requested on the bid form, furnish samples and specifications whenrequested in the bid may result in disqualification of such bid.BIDS: Bids will be awarded on an “ALL OR NONE” basis.BID PRICE: The bid price for all items shall include delivery charges to all St. Tammany Parish Public SchoolCafeterias. Bids must be submitted on the attached bid form and signed by a duly authorized representative.Prices shall be good for the period beginning July 1, 2026 and ending June 30, 2027. If there is a discrepancybetween the unit price and the total price, the unit price will stand as the bid price.pg. 1BREAD & BREAD PRODUCTSLOWEST RESPONSIBLE BIDDER: Awards will be made to the lowest bidder whose bid conforms to specificationsand the USDA grain requirements for the National School Lunch Program.ERRORS: Errors and corrections in bid price or in preparation of bid must be initialed by bidder in ink.CLARIFICATION OF BID: St. Tammany Parish School Board reserves the right to obtain clarification of a vendor’sbid or to obtain additional information necessary to properly evaluate their bid. Failure of a vendor torespond, within forty-eight 48 hours, to such a request for additional information or clarification may resultin rejection of the vendor’s bid.TIE BIDS: In the event of a tie bid, bid award will be decided by the flip of a coin.INSPECTION OF WAREHOUSE/FACILITY: The St. Tammany Parish School Board reserves the right to conduct asite visit/inspection of the low bidder’s warehouse/facility before making an award.NOTICE OF ACCEPTANCE: Written notice of the bid award, mailed to the address given on the vendor’s bid, willbe considered sufficient notice of the acceptance of bid.BID or RFP PROTEST PROCEDURES: Any protest to the award/rejection of a bid or proposal must be submittedin writing to the Supervisor of Purchasing, 321 N. Theard Street, Covington, LA 70433 within one (1) weekfrom receipt of award/rejection letter.“OR EQUAL”: Before a new item or brand is to be considered, a sample must be submitted to the School FoodService Department to be tested and evaluated as to “equal quality” in comparison to the approved brandlist. All testing will be done in February and October. Vendors must contact the St. Tammany Parish SchoolFood Service, Casandra Lalanne at (985) 898-3376 for more information regarding product testing.“BUY AMERICAN PROVISION REQUIREMENTS”: The District participates in the National School Lunch Programand School Breakfast Program and is required to use the nonprofit food service funds, to the maximumextent practical, to buy domestic commodities or products for Program meals. A “domestic commodity orproduct” is defined as one that is either produced in the U.S. or is processed in the U. S. substantially usingagricultural commodities that are produced in the U. S. as provided in 7 CFR Part 210.21(d). Section 12(n) ofthe National School Lunch Act defines “domestic commodity or product” as an agricultural commodity thatis produced in the U.S. and a food product that is processed in the U.S. Substantially means over 51% of thefinal processed product (by weight or volume) must consist of agricultural commodities that were growndomestically. All food items (except for pineapple, mandarin oranges and tuna) must be of domestic origin.Pineapple can be imported from the following areas only: Hawaii, Philippines, Thailand and Indonesia. Tunacan be imported from Ecuador.Exceptions to the Buy American provision should be used as a last resort; however, an alternative orexception may be approved upon request. To be considered for the alternative or exception, the requestmust be submitted in writing to a designated official, a minimum of day 14 days in advance of delivery. Therequest must include the:A. Alternative substitute (s) that are domestic and meet the required specifications:1. The product is not produced or manufactured in the U.S. in sufficient and reasonably availablequantities of a satisfactory quality; or2. Competitive bids reveal the costs of a U.S. product are significantly higher than the non-domesticproduct.pg. 2BREAD & BREAD PRODUCTSThe request must include the:1. Price of the domestic food alternative substitute2. Availability of domestic alternative substitute and quantity3. Reason for exception: limited/lack of availability or price (price must be included)4. Prices must include:i. Price of the domestic food product; andii. Price of the non-domestic product that meets the required specification of the domestic productThe “Buy American Provision Certification Form For Food Purchases" must be completed and returned withyour bid. The vendor must identify all food products bid by the Company that do not meet the definition of“domestic” on this document. In the event the St. Tammany Parish School Board receives a bid from avendor that does not include this Information, the STPSB is to consider the bid non-responsive.SIZE/PACK: The size stated in the specifications represents the approximate size desired. Actual pack, size, etc.shall be clearly stated on the bid form by the vendor. Portion control products shall be packaged in cartonsto weigh amount specified in the detailed requirements.PACKAGING: All items must be processed, prepared and packaged under modern sanitary conditions inaccordance with good commercial practice. Each item must be properly labeled with the name of theproduct, the brand name and the packer’s name.ORDERS: Orders will be placed by individual schools by telephone or given to salesperson when he/she visitsschools. Vendors shall not accept orders from individual school employees.DELIVERY: The successful vendor is responsible for establishing a delivery schedule. This schedule must besubmitted to the School Food Service Department (ATTN: Casandra Lalanne) by July 23, 2026. The SchoolFood Service Department must be notified of any schedule changes. Hamburger buns and sliced breadmust be available for delivery four (4) times a week; other items must be available at least two (2) timesa week.NOTE: For to safety reasons Lee Road Jr. High School is unable to accept deliveries from 10:30 am - 12:30 pmor after 2:15 pm.All deliveries shall conform in every respect to the provisions of the Federal Food, Drug and Cosmetic Actand amendments thereto and to subsequent decisions of the U.S. Department of Agriculture and also to thelaws of the State of Louisiana. Failure to do so will result in removal from future bid consideration. Unlessotherwise stated, items offered must be of the current year’s pack. All items are subject to final acceptanceat the point of delivery. St. Tammany Parish Food Service reserves the right to increase or decrease numberof facilities to be services.MINIMUM DELIVERY REQUIREMENTS: There are no minimum delivery requirements, but orders must be placedsufficiently in advance to permit the vendor to coordinate his deliveries.DEFAULT TO DELIVER AND PRICE CORRECTION: The School Food Service Department reserves the right to cancelthat portion of the order which the vendor has failed to deliver at the time specified. Vendor is responsiblefor issuing a credit memo or corrected invoice.INABILITY TO DELIVER AWARDED ITEM: The vendor should give IMMEDIATE NOTICE to the School Food ServiceDepartment, Casandra Lalanne 985-898-3376 of inability to deliver.pg. 3
