The Summit County Housing Department is requesting proposals from qualified design and
construction professionals who have the capacity and expertise to complete a site ‘fit test’ for the redevelopment of the Wayside Loge property located at 0165 High Tor Road (CR 305)
for workforce housing.Proposals Due:

INTRODUCTION
Invitation
Summit County, represented by Lina Lesmes, Interim Housing Co-Director, is requesting proposals from
qualified design and construction professionals who have the capacity and expertise to complete a site ‘fit
test’ for the redevelopment of the Wayside Loge property located at 0165 High Tor Road (CR 305) for
workforce housing. Specifically, the County is seeking proposals to create conceptual site layouts for the
property as well as a pricing exercise to evaluate the cost of construction based on unit type. The County
encourages teams who have experience with Colorado mountain development to submit proposals.
Project Site
The property consists of 1.81 acres accessed from Tiger Road located near the Town of Breckenridge, but
currently outside the Town limits. There are two existing buildings on the property that make up the former
‘Loge Breckenridge’ or ‘Wayside Inn’ motel with 38 rooms, a common kitchen, and a gravel surface parking
area. The property was acquired jointly by the Town of Breckenridge and Summit County in September of
2022, and has been utilized as temporary employee and workforce housing since that time. Due to the age
of the buildings, their poor condition, and their connection to well and septic, the owner entities are exploring
the redevelopment of the site into permanent workforce housing in the future.
