BACKGROUNDSTRengthening Infectious disease Detection Systems (STRIDES) Activity aims to enhance the capacityof partner countries to prevent, detect, and respond to epidemics and novel infectious disease threats.Key objectives include strengthening detection capacity, developing sustainable surveillance systems,providing technical assistance, and increasing access to quality laboratory services.II. PURPOSEFHI 360 through the STRIDES Activity is supporting the Government of Democratic Republic of Congo inresponding to the ongoing Mpox outbreak and are seeking price quotations and availability for thelaboratory supplies listed below. These kits are required urgently to support Mpox screening activities.STRIDES is seeking a qualified vendor to provide quotation for the items in the table below.Screening – Near Point-of-Care:ItemGeneXpert MpoxCartridgePlatform/VendorPurposeCepheidGeneXpertMpox clade II / OrthopoxscreeningQuantity of TestsNeeded904 testsPack Size10 tests/packIII. SUBMISSION REQUIREMENTSPlease include the following requested information in your response:• Unit cost per kit or pack• Total cost based on required quantities (90-day quote validity)• Payment terms• Pack sizes and catalog numbers• Estimated shelf life – Longest shelf life is preferred• Delivery lead time to Kinsasha, DRC once a Purchase Order has been received• Shipping and handling costs- include INCO Terms• Any alternative products available (with equivalence notes)IV. CRITERIA EVALUATION:• Final vendor will be selected based on the best value offer, if applicants meet all therequirements as stated above.• For verification and security purposes, a site visit may be scheduled to ensure that the venuesmeet these requirements.V. RESPONSE• Responses to this RFQ should be submitted by email to STRIDES Procurement atSTRIDESProcurement@fhi360.org no later than COB February 4, 2026, at 5:00PM EST.• Any quotes received after this deadline may not be accepted. FHI 360 will acknowledge receiptof the quotation by return email. Any questions or requests for clarification need to besubmitted via email to the same email address as above by. Inquiries and answers to inquirieswill be shared with all applicants.VI. CONTRACTING MECHANISMA purchase order will be awarded to the responsive vendor whose quote will be evaluated as the bestvalue offer. In case the quantities of commodities needs to be revised/updated during the timebetween the signature of a purchase order with the selected vendor and when commodities shipmentis scheduled for dispatch, FHI 360 will modify the purchase order as needed.VII. FHI 360 DISCLAIMERS1) FHI 360 will not compensate vendors for preparation of their response to this RFQ.2) Issuing this RFQ is not a guarantee that FHI 360 will award a purchase order.3) FHI 360 reserves the right to issue a purchase order based on the initial evaluation of offerswithout discussion4) FHI 360 may choose to award a purchase order for part of the activities in the RFQ.5) FHI 360 may choose to award a purchase order to more than one vendor for specific goods inthe RFQ.6) FHI 360 may request from short-listed vendors a second or third round of written response to amore specific and detailed scope of work that is based on a general scope of work in theoriginal RFQ.7) FHI 360 has the right to rescind an RFQ or rescind an award prior to the signing of a purchaseorder due to any unforeseen changes in the direction of FHI 360’s client (the U.S. Government),be it funding or programmatic.8) FHI 360 may cancel the solicitation and not award.9) FHI 360 may reject any or all responses received.10) FHI 360 reserves the right to waive any deviations by vendors from the requirements of thissolicitation that in FHI 360’s opinion is considered not to be material defects requiring rejectionor disqualification; or where such a waiver will promote increased competition.11) FHI 360’s supplier terms and conditions can be found here.VIII. REQUEST FOR PROPOSAL FIRM GUARANTEEAll information submitted in connection with this RFQ will be valid for ninety (90) days from the RFQ duedate. This includes, but is not limited to, cost, pricing, terms and conditions, service levels, and allother information. If your firm is awarded the contract, all information in the RFQ and negotiationprocess is contractually binding.IX. OFFER VERIFICATIONFHI 360 may contact offerors to confirm validity of the offer, contact person, address, and bid amount.X. FALSE STATEMENTS IN OFFEROfferors must provide full, accurate, and complete information as required by this solicitation and itsattachments.XI. CONFLICT OF INTERESTOfferors must provide disclosure of any past, present, or future relationships with any partiesassociated with the issuance, review, or management of this solicitation and anticipated award. Failureto provide full and open disclosure may result in FHI 360 having to re-evaluate selection of a potentialofferor.– End of RFQ –
