SCOPE OF WORKThe Department of Environmental Protection, Bureau of Abandoned Mine Reclamation requiresa contractor to conduct a subsurface conventional air-rotary drilling project within the delineatedProject area as indicated on the Attachment 5 to this agreement entitled, - “Plan.” The work to beperformed under this Contract will require non-percussion or percussion air-rotary drilling at aseries of hole locations within the Work Area. The Contractor shall furnish all labor, technicalassistance, equipment, tools and material necessary to perform the Contract tasks.The items of work to be performed at the Contract are:1 Work site mobilization and demobilization1 Each2A Drilling Pilot Boreholes (min 4.5 inch)135 L.F.2B Drilling Boreholes to Accommodate15 L. This work at the site willinclude drilling rotary boreholes using tri-cone or Percussion rotary for the purpose of obtainingcontinuous rock chip samples of bedrock, determination fracture zones and voids. Contractorshall be prepared for directing and handling drilling water at the surface and drill cuttings toprevent any unwanted offsite influence.Contractor shall furnish and install eighteen-inch (18”) nominal Schedule 40 Steel overburdencasing pipe, furnish, install and tremie-grout fourteen-inch (14”) Sch 40 and eight-inch (8”)SDR17 Certa-Lok, or equivalent, casing pipe in the hole as designated by the DepartmentRepresentative within the work area. The eighteen-inch (18”) casing will be used if needed toallow for drilling of the fourteen-inch (14”) casing through loose unconsolidated material.Once all work at the project site is completed, the Contractor shall remove all equipment fromthe project site. All post-construction site conditions shall be as good or better than pre-construction site conditions.Due to the nature of the work, it might be necessary to slightly modify the tasks for boreholeconstruction while the work is being conducted. Such modifications could include: (1) relocationof boreholes, (2) variation of the depth of the holes proposed for this project. Any modificationsshall be approved and directed by the Department Representative.The Contractor agrees to furnish all necessary labor and equipment and to perform all the workand labor required herein in an expeditious, substantial and workman-like manner.Any questions regarding the Technical Specifications should be directed to Amanda Leasure at814-472-1800. CONTRACT TASKSContract No. AMD 17(1416)107.1Hollywood AMDTP – Sludge Disposal Borehole I-3SPECIFICATION NO. 1: MOBILIZATION AND DEMOBILIZATION1.1 SCOPEThe work covered by this section consists of the delivery to the project area of allequipment, material and supplies, acquisition of any permits, removal from the site of allequipment after the completion of work, delivery of records, and final inspection by theDepartment Representative.1.2 PROCEDUREMobilization shall consist of the delivery to the project area of all equipment, materialand supplies to be furnished by the Contractor, the complete assembly in satisfactoryworking order of all such equipment on the job and the satisfactory storage at the site ofall such supplies. Moving between holes and setups at hole locations included under theContract shall be incidental to the other appropriate Contract item and no separatepayment will be made.Demobilization shall consist of the removal of all equipment from the project area andclean-up and restoration of any damaged areas to as good as or better condition than thatwhich existed prior to the commencement of work.All equipment and methods to be used by the Contractor shall be subject to approval bythe Department Representative. However, approval of the equipment shall not beconstrued as approval of the performance thereof. The Contractor shall furnish anyadditional or “special” equipment necessary for him to obtain the desired end results.The Contractor, at his expense, shall obtain all permits, of whatever nature, necessary forthe completion of this work, and the Contractor shall comply with all existing laws,ordinances, rules and regulations relating to his operations. The Department or itsdesignated representative will obtain easements from property owners.Every effort shall be made to minimize incidental damage during access and drilling.Maximum use will be made of existing roads and lanes for access. Where it is necessaryto deviate from roads and lanes, such deviation shall be by one (1) track, at a locationcausing the least damage.The Contractor shall be liable to the property owners for any damage to vegetation, crops,and/or property, irrespective of whether the damage was caused by his negligence or wasan unavoidable consequence of drilling operations. The Contractor shall be liable for anyand all damage, including damages for necessary access. The Contractor shall be requiredto consult with property owners as to when he intends to move equipment to the drillinglocations.31.3 DELIVERY OF RECORDSContract No. AMD 17(1416)107.1Hollywood AMDTP – Sludge Disposal Borehole I-3The Contractor shall be responsible for furnishing the following records for the projectarea within the following time constraints:A. Two (2) typed copies or electronic copies of each borehole log, no later thantwenty-one (21) days after completion of all of the boreholes Each borehole logshall provide pertinent information such as, but not limited to:1. Borehole number.2. Borehole completion date.3. Depth of unconsolidated material (top of bedrock).4. Air loss or loss of returns.5. Rock types (description of cuttings).6. Measured void or caved and broken zone.7. Depth to each water bearing zone.8. Linear feet, size, type of casing.B. Copies of any other records kept by the Contractor, which in the opinion of theDepartment Representative will aid in the interpretation of the borings, may berequested at any time during the course of the Contract.No additional payment will be made for delivery of records, since delivery is included inContract Item, “Mobilization and Demobilization.”1.4 MEASUREMENT AND PAYMENTMeasurement, when accepted and approved, will be made on the basis of a complete unit,but only to the extent directed by the Department Representative.Payment will be made at the Contract Unit Price bid per Contract Item, “Mobilizationand Demobilization,” which price and payment shall constitute full compensation forfurnishing all labor, material, equipment, supplies and all necessary incidentals requiredto satisfactorily complete this item of work.Mobilization will be paid in the amount of forty percent (40%) of the unit price bidfollowing complete mobilization.Demobilization will be paid in the amount of sixty percent (60%) of the unit price bidfollowing complete demobilization.4Contract No. AMD 17(1416)107.1Hollywood AMDTP – Sludge Disposal Borehole I-3SPECIFICATION NO. 2: DRILLING ROTARY BOREHOLES2.1 SCOPEThe work covered by this section consists of furnishing all labor, material, equipment,supplies and all necessary incidentals to drill boreholes at this site location. Work willinclude drilling one (1) exploratory pilot hole into the abandoned Lower Kittanning CoalMine. The projected depth of each pilot hole is approximately 135’. Once the pilot holehas intersected suitable conditions at mine elevation, this hole will be reamended toaccept final casing sizes. This work includes the following: drilling to accept eighteen-inch (18”) nominal Schedule 40 steel casing pipe, if loose unconsolidated overburdenconditions warrant the use of the steel casing to facilitate drilling the fourteen-inch (14”)overburden casing; drilling to 60’ accommodate fourteen-inch (14”) Schedule 40 PVCcasing pipe; installing the casing pipe and grouting the annulus to within fifteen feet (15’)of the surface; drilling to accommodate eight-inch (8") SDR17 Certa-Lok, or equivalent,casing pipe, installing the casing pipe and stage-grouting the annulus to surface through130’ of rock, mined coal beds conditions to within five feet (5’) of the mine roof. TheContractor shall submit a stage-grouting plan for approval prior to commencing grouting.Total depth of the borehole is approximately 135’ below ground level.2.2 PROCEDUREAll work shall be done under the direction of the Department Representative. The workinvolves the drilling of a rotary borehole according to the Technical Specifications for theproject area.The depth of the borehole is an estimate. The termination depth of the borehole will be atthe discretion of the Department Representative.Drilling of the borehole shall be with non-percussion or percussion air-rotary drills at thelocation shown on the Project Drawings or as designated by the DepartmentRepresentative. This does not preclude the use of churn drills for installing and handlingcasing pipe or reopening boreholes, if required.The Department Representative will designate the location and order of drilling of thehole. The Contractor shall be responsible for determining the location of all undergroundand overhead utilities such as, but not limited to telephone, cable, sewer, gas, water andelectric. Should the location of any utility prohibit the drilling of any borehole, theContractor shall advise the Department Representative for possible relocation of saidborehole. The Contractor shall not be paid for any borehole or part of any borehole thatshould puncture a utility.The rotary drills shall be equipped with complete dust control systems or mechanisms tocollect dust produced in the process of drilling and prevent the discharge of dust into theatmosphere. The dust control systems shall be of ample capacity to serve under all5
