Bid Title: Code Enforcement Staff Augmentation
Category: Request for Proposals/Qualifications Status: Open Description: The City of San Bruno is requesting proposals/qualifications from qualified individuals and/or consultant firms in providing interim staff augmentation services for the City’s Code Enforcement program.
The Code Enforcement Division was transferred from the Community Development Department to the Police Department in 2020 and is scheduled to transition back to the Community Development Department effective July 1, 2026. The Code Enforcement Division has three positions, one manager-level position and two officers.
The City seeks a consulting firm to ensure continuity of operations by:
- providing staffing support, including one managerial Code Enforcement position and two code enforcement officers; consultants and City staff would be under the supervision of the Community Development Director; and
- assisting in the integration of the Code Enforcement Division into the Community Development Department.

Following the post-war housing boom, San Bruno’s populationreached approximately 35,000 by the 1960s. Growth has since slowed, with the population now standingat around 43,000 as of 2024. Located in northern San Mateo County, just west of San FranciscoInternational Airport (SFO), San Bruno spans roughly 5.5 square miles. It extends 3.5 miles from therelatively flat eastern areas along Highway 101 to the hilly western neighborhoods on the eastern slopesof the Coast Range, rising nearly 1,200 feet in elevation. The eastern portion is more urbanized with a mixof land uses, while the western part is primarily low-density residential and open space. The Code Enforcement Division has three positions, one manager-levelposition and two officers.The City seeks a consulting firm to ensure continuity of operations by:• providing staffing support, including one managerial Code Enforcement position and two codeenforcement officers; consultants and City staff would be under the supervision of the CommunityDevelopment Director; and• assisting in the integration of the Code Enforcement Division into the Community DevelopmentDepartment.Request for Proposal1.0 Scope of ServicesThe consultant shall provide the following services:1.1 Interim Staffing and Staff Augmentation ServicesThe consultant shall provide qualified personnel on an interim basis to support City operationsduring program development and transition, including:• One managerial Code Enforcement position,• Two Code Enforcement Officers, and• Administrative and case processing support.Page 2City of San BrunoRFP: Code Enforcement Staff AugmentationServices may include:• Field inspections and enforcement activities,• Case intake, documentation, and tracking,• Notice preparation and compliance follow-up,• Backlog reduction and case resolution,• Coordination with City departments and external agencies.1.2 Program Implementation SupportAssist the Community Development Department with integration of the Code Enforcementprogram, including setting:• Interim coordination protocols,• Reporting procedures,• Tracking systems,• Equipment requirements, and• Standard operating procedures,Provide transition support, including:• Migration of open and closed cases from RIMS system to Community Development systems,• Knowledge transfer to City staff, and• On-call advisory support as full-time roles are filled.2.0 Consultant QualificationsThe ideal consultant will have demonstrated experience in code enforcement in California jurisdictions.All personnel shall meet applicable California certification and training standards and be capable ofoperating within City systems, policies, and procedures.Selection ProcessThe successful consultant(s) will be dependable, cost-effective, and provide consistent high-qualitysupport, meet expected turnaround times, and provide excellent internal and external customer service.The RFP process will establish a ranking based on how each submittal meets requirements of the RFP.The applicant shall conform to the RFP Format and Submittal Requirements (Attachment 1). It is importantthat all listed items be included with the submission. Responses which do not comply with all therequirements of the RFP will not be considered.The consultant shall be required to complete and submit the City’s Standard Consultant ServicesAgreement (Attachment 2), including the Standard Agreement Acknowledgement (Attachment 3), andcomplete the Litigation and Criminal Investigation Form (Attachment 4). All Consultants that respond tothe RFP shall assume that the execution of this agreement, without changes, will be a required condition.Page 3City of San BrunoRFP: Code Enforcement Staff AugmentationFurthermore, the City reserves the right to reject any or all submissions without qualifications, negotiatespecific requirements and costs using the selected proposal as a basis, and waive any and all irregularitiesto choose the firm which, in the City’s opinion, best serves the City’s interests.Selection CriteriaConsultant selection process will be based on the following criteria:• Presentation, completeness, clarity, organization, and conformance to RFP content andrequirement.• Demonstrated ability and specific experience providing staff augmentation services in CodeEnforcement for a California local jurisdiction such as San Bruno.• Prior experience and ability to work with governmental agency staff and direct interactions withcommunity members and other stakeholders; and translating various requirements and interestsinto successful products.• Strength of written and verbal communication/presentation skills.• Availability of resources to deliver quality products on schedule, including work on short noticeand under time constraints.• Qualifications and experience of the firm’s key personnel.• Demonstrated professional work examples with beginning and end dates of consultants’ projectinvolvement.• Clear Cost Proposal.• Availability to begin work in July 2026.Additional Information for ConsultantsQualified firms responding to this RFP must focus their responses with specificity describing the expertise,direct involvement and experience of the team to be allocated for completing the requested services. The City of SanBruno, which is part of the County of San Mateo, is subject to the California Public Records Act.Be advised that any contract that eventually arises from this RFP is a public record in its entirety. Also, allinformation submitted in response to this RFP is itself a public record without exception. Submission ofany materials in response to this RFP constitutes a waiver by the submitting party of any claim that theinformation is protected from disclosure.
