The City of Fairfield is soliciting proposals from qualified Recordkeepers, for recordkeeping and administration of the City’s retirement benefit plans, including the City of Fairfield 457(b) Deferred Compensation Plan and Trust, the City of Fairfield 401(a) Money Purchase Plan and Trust, and the VantageCare Retirement Health Savings Plan (Plan/Plans).

The City will use the results of this RFP process to award a service agreement that will include the takeover of all transferrable Plan assets beginning on or about November 1, 2025.

The City is looking for a recordkeeper partnership that will provide:

• Improvement in plan operational efficiencies and automation, including routine participant and/or beneficiary requests;
• A dedicated and proactive service team who can improve plan operations and resolve issues quickly;
• Robust and easy-to-use participant and plan sponsor websites, including state-of-the-art educational, savings analysis, and plan data reporting tools;
• Open-architecture investment platform without any proprietary fund requirements.
