The construction contract will be awarded to the lowest responsible bidder with considerationgiven to the Technical Proposal, quantities involved; time required for delivery; the purpose for whichrequired; the competency and responsibility of the bidder; the ability of the bidder to perform satisfactoryservice; and the plan for utilization of minority contractors. WCPS Purchasing Department will notify each contractor in writing upon approval of the pre-qualificationapplication.2. Maryland law requires local and stateagencies to post solicitation and award notices on eMaryland Marketplace Advantage. This cannot be donewithout the contractor’s self-registration in the system. Registration is free. Failure to comply with thisrequirement may be considered grounds for default. It is recommended that any interested bidder register witheMaryland Marketplace Advantage regardless of the award outcome for this procurement as it is a valuableresource for bid notification for municipalities throughout Maryland.MINORITY BUSINESS ENTERPRISE (MBE)This bid /project is subject to Minority Business Enterprise Procedures for Aging School Program Funded Public SchoolConstruction Projects. Certified Minority Business Enterprises are encouraged to respond to this solicitation notice.All contractors, including certified MBE firms, when submitting bids as general or prime contractors, are required toattempt to achieve the MBE subcontract participation goals and sub goals established for this construction project fromMDOT certified MBE firms. Please visit the WCPS Purchasing Department website for a list of MDOT certified MBE firmsthat may be potential subcontractors.The overall certified MBE subcontracting goal for this project is 2%. No sub goals.
