The City and County of San Francisco (the “City”), acting by and through the San Francisco Public Utilities Commission (“SFPUC”), is soliciting Proposals from qualified firms to provide Construction Management / General Contractor services for Contract No. HH 1020 – Moccasin Dam and Reservoir Long-Term Improvements Project using the Construction Manager / General Contractor project delivery method.

The Project is an integral part of the Hetch Hetchy Water and Power water supply system (Hetch Hetchy system). The main purpose of the Hetch Hetchy system is to convey raw drinking water from Hetch Hetchy Reservoir to the San Francisco Bay Area. This conveyance is achieved through a combination of reservoirs, pipelines, and tunnels. Moccasin Reservoir is located directly downstream of the last of the three powerhouses of the Hetch Hetchy system, directly over Moccasin Creek. On March 22, 2018, a severe storm caused a flood surge and damaged various infrastructure.

The Project includes modifying the approach upstream of the ogee-crested weir, enlarging/modifying the ogee-crested weir, new concrete bridge, new concrete spillway chute, enlarged stilling basin, and other work as detailed in this RFQ&P.

Each Applicant must have a Class “A” California Contractor’s license which is current, active, and in good standing with the California Contractors State License Board (CSLB), on the date and time the Qualification Application is submitted and must submit this Qualification Application with all portions completed, including required attachments.

The Applicant must (1) retain trade subcontractors for pre-construction work and construction work who have a California Contractor’s license which is current, active, matches with the Work being performed, and is in good standing with the CSLB, on the date and time the Work is performed and (2) have a Qualifying Individual on staff who has a current active California Contractor’s License to manage the required construction work.

Due to the unique complexities of the design and construction required for this Project, the City has determined that the Project requires specialized expertise and skill, which should be procured with an alternate delivery method to traditional design-bid-build. The City has selected the Construction Manager / General Contractor project delivery method (“CM/GC Delivery”) in accordance with San Francisco Administrative Code Section 6.68(b)(3) CM/GC Team Best Value Procurement.

The Proposer is the lead entity responding to this RFQ&P. A Proposer may be either an individual Prime Proposer or a Joint Venture (JV). The selected Proposer is referred to herein as the Contractor. The term CM/GC as used herein, when not referring to the delivery method, can apply to either a Proposer or the Contractor, depending on the context. The CM/GC Team is comprised of (a) the CM/GC and (b) CM/GC’s two Core Trade Subcontractors. The selected CM/GC Team will engage in pre-construction services to provide expertise to the City-led design team composed of SFPUC staff and design consultants (collectively hereinafter referred to as “A/E Team”) to complete the design process and, if authorized, perform construction services to deliver the Project, meeting SFPUC’s quality goals, schedule, and budget.

The Local Business Enterprise (“LBE”) participation requirement for this Project is 12% of the Contract Sum.

SFPUC project staff will conduct a Pre-Submittal Networking Conference on Tuesday, May 12, 2026, at 10:00 A.M. The conference will be available by remote means only. A Site Inspection is scheduled for Tuesday, May 12, 2026, at 2:00 P.M. and will be limited to six team members from each of the CM/GC Teams (including any subcontractors or suppliers). SFPUC will provide more details at the Pre-Submittal Conference. Please rsvp to qbd@sfwater.org . Each visitor must have a hard hat and safety shoes.

Written questions regarding the RFQ&P shall be directed to qbd@sfwater.org no later than 4:00 P.M. on Monday, June 8, 2026.

Respondents must submit their required written submittals (Application and Proposal) via upload in response to the RFQ&P no later than 2:00 P.M. on Wednesday, June 17, 2026.

Funding for this project may be provided in full or in part by the Corps Water Infrastructure Financing Program (“CWIFP”), a federal credit program administered by the U.S. Army Corps of Engineers (“Corps”) for eligible water and wastewater infrastructure projects. The contents of this document do not necessarily reflect the views and policies of the foregoing, nor does mention of trade names or commercial products constitute endorsement or recommendation for use.

This RFQ&P contains State and Federal requirements that the Contractor and its subcontractors must follow to meet the CWIFP requirements. For more information, refer to Section 00 48 10.01 in Appendix I.

In addition to the CWIFP, work to be performed under this contract may be in full or in part financed by the Water Infrastructure Finance and Innovation (“WIFIA”).
