Box 168Biloxi, MS 39533Request for ProposalTo Provide School-Based Physical TherapyServices In the Biloxi Public School DistrictTo be funded by IDEA Part B and PreschoolContact: Michelle MiltonSpecial Services Director(228) 435-4600Email: Michelle.Milton@biloxischools.netDue Date:Friday, May 15, 2026 at 1:00 p.m.11.0 IntroductionThe Biloxi Public School District (“District”), through the Office of Special Education, is solicitingproposals from qualified providers to deliver school-based physical therapy services in accordancewith:● Individuals with Disabilities Education Act (IDEA)● Mississippi State Board Policy 7219● Family Educational Rights and Privacy Act (FERPA)2.0 Project OverviewThe District seeks qualified providers to deliver school-based physical therapy (PT) services tostudents with disabilities as identified in their Individualized Education Programs (IEPs).Services may include:● Evaluation and re-evaluation● Direct and indirect therapy● Consultation with staff and families● Participation in IEP development and implementationAll services must:● Be educationally relevant● Support student access to the general curriculum● Demonstrate measurable educational benefit3.0 Scope of WorkThe provider shall:A. Service Delivery● Provide evidence-based physical therapy services in school-based settings● Deliver services as specified in student IEPs (direct and/or consultative)● Provide services during the 2026–2027 school year, including Extended School Year (ESY) ifrequired● Services must be educationally based and not medical in nature, focusing on the student’s abilityto access and participate in the educational environment.● Ensure safe implementation of all physical therapy activities, including proper use of equipmentand adherence to safety protocolsB. Compliance & IEP Responsibilities � (your key focus—built instrong)2The provider shall:● Conduct evaluations and re-evaluations in accordance with IDEA timelines and districtprocedures● Provider must demonstrate the ability to manage assigned caseloads and schedulingrequirements as determined by the District● Develop and implement IEP-aligned therapy goals and objectives● Collect and maintain data aligned to IEP goals● Monitor and document measurable progress toward goals● Provide progress reports aligned with district reporting periods (4.5 and 9 weeks)● Ensure all physical therapy services are educationally relevant and support studentaccess, mobility, and participation within the school environment.● Participate in IEP meetings, evaluations, and eligibility determinations● Make data-driven recommendations regarding:○ Continuation, modification, or dismissal of services○ Appropriate service delivery models○ Equipment, positioning supports, mobility devices, or environmental modifications neededto support student accessC. Data & Documentation● Collect, analyze, and maintain objective data demonstrating student progress● Ensure all documentation meets IDEA and district compliance requirements● Maintain records for district review and audit purposesD. Collaboration● Collaborate with:○ General education teachers○ Special education staff○ Related service providers○ Families○ Outside medical providers when appropriate and with parent consent to support continuityof care● Support integration of therapy strategies within the classroom environmentE. Training & Support● Provide training and support to staff and parents when requested● Assist school personnel in implementing therapy-related strategies3F. Professional Responsibilities● Maintain professional conduct, punctuality, and consistent service delivery● Respond to district communication within 2 business days4.0 Specifications4.1 QualificationsProviders must:● Hold a valid Mississippi Physical Therapy license● Be in good standing with applicable licensing boards● Have experience providing school-based or pediatric physical therapy● Provide:○ Resume(s)○ School district references○ Proof of liability insurance○ Worker’s compensation insurance (if applicable)● Pass:○ Criminal background checks○ Child abuse registry checks4.2 Focus of Physcial Therapy Services● Provide indirect treatment to include observations of students to determine the needfor school-based therapy, planning treatment strategies with classroomteacher/parent.● Provide direct treatment to include as needed: evaluation of students, developmentof educational school-based therapy goals and implementation of interventionthrough direct care.● Develop related service plans for school-based therapy to target the specificeducational based therapy needs of students recommended by the IEP Committeeafter evaluation.● Collect data, monitor and report on treatment goals as required by IEP to ensurestudent success. (Results Driven Accountability) for educational benefit.● Progress reports must align with district reporting periods and include data-based evidenceof student progress toward IEP goals. Report progress every four and a half weeks(4.5) and/or nine weeks (9) to parents according to the student’s school-basedphysical therapy related services goals on their IEP;● Provide regular consultation for parents, teachers and administration to informstakeholders of student progress or lack of progress and to recommend anynecessary treatment changes.● Provide services in school-based settings and other locations as determined by theIEP Committee and approved by the District.4.3 Professional Development and Administrative Support4● Provide teacher orientation and training on the characteristics of the disability of thestudent and their school-based therapy plans according to the related service goalson the IEP.● Assist teachers in the implementation of each student’s IEP as it relates to successin the classroom involving educational school-based therapy goals.● Assist teachers in the monitoring and data collection as it relates to each student’sschool-based therapy goals as stated on their IEP according to Results DrivenAccountability and educational benefit.● Meet regularly with the Special Education Director to conduct on-going evaluation ofservice provided under the provision of contract.5
