Description: Compatible Land Use Study Update CITY OF MINOT Minot, ND and Surrounding Cities and Counties Additional information about the project, including a scope of services, is available at https://www.minotnd.gov/Bids.aspx&nbsp ; REQUEST FOR PROPOSIALS The City of Minot is seeking qualifications and proposals from firms to prepare a Compatible Use Study (CUS) update for Minot Airforce Base (MAFB) on behalf of its stakeholder municipalities the Minot Air Force Base, City of Minot, City of Surrey, City of Burlington, Bottineau County, Burke County, McHenry County, McLean County, Mountrail County, Renville County, Ward County, The Mandan, Hidatsa, and Arikara Nations. The Department of Defense Office of Local Defense Community Cooperation (OLDCC) provides grants to state and local governments to conduct a CUS updates to support the long-term sustainability and operability of the military installation complex. An award of a grant to the City of Minot to conduct a CUS update has been approved by the OLDCC. Interested firms must demonstrate knowledge and experience in community planning, development and land use issues, fiscal impact analysis, economic development, and military installation management and operations. Purpose of Study The purpose of this Compatible Use Study (CUS) update is to create a community-driven, cooperative, strategic planning process among MAFB Minot and the municipalities of the City of Minot, City of Surrey, City of Burlington, Bottineau County, Burke County, McHenry County, McLean County, Mountrail County, Renville County, Ward County, The Mandan, Hidatsa, and Arikara Nations, to: 1) promote community development that is compatible with the military training, testing, and operational missions; and 2) seek ways to reduce operational impacts on adjacent lands. The goal of the CUS is to encourage local governments, together with the State, to work closely with the military installation to implement measures that prevent the introduction of incompatible civilian development that may impair the continued operational utility of the military installation, and to preserve and protect the public health, safety, and welfare of those living near an active military installation. The CUS planning process is intended to increase public awareness of the military missions and contribution to the regional economy. The CUS planning process is intended to protect and preserve military readiness and defense capabilities while supporting continued community economic development. The CUS planning process, including data collection and analysis, shall consider, but not be limited to, the following military mission compatible use factors, as applicable: land restrictions; urban growth; endangered species and critical habitat; river restrictions/impacts; cultural resources; marine resources; energy compatibility and availability; security; and natural factors. The CUS planning process shall include an Implementation Plan, with monitoring responsibilities identified, to ensure the recommendations advanced in the CUS are realized. The Implementation Plan shall include a list of specific public and private actions for each study participant organized by their scheduled execution date for the: Short Term (1-3 years); Medium-Term; and (4-10 years); and Long-Term (11-20 years). Each listed action should assign responsibility for the task and include an estimate of cost and source of funding. These recommended actions should include smart land use planning principles and practices that can achieve a balance between potentially conflicting interests. The CUS planning process shall support improved communication and establish formal policies and procedures for military participation and cross-jurisdictional coordination in community development review and planning processes. The CUS project deliverable shall include a 15-page maximum (plus attachments containing resumes of personnel and references) Project Overview for public distribution and posting on websites. Project Overview shall include description of military operations, graphic display of study area and military operations footprint, identify community organization structure and participants for both planning and implementation, summary of compatible use issues, and primary CUS recommendation highlights. Proposal Content Responses to this Request for Qualifications/Proposal shall include a detailed Work Plan which addresses the below draft Scope of Services and which: Addresses the overall timeline and milestones necessary to complete the CUS; Identifies specific activities that will be accomplished each month; Identifies staffing and number of hours devoted to each activity; and, Describes the work products/deliverables produced for each activity. Responders may propose modifications to the activities and sequencing reflected below which, based on previous experience, would improve the effectiveness of the study effort while maintaining the budget and timeframe. The CUS shall be completed within twelve (12) months of the project start date. Submission Requirements Background statement describing the firm, its discipline capabilities, principals, staff availability, location, and financial stability. Qualifications and position with the firm of those individuals who will be assigned to the project. Include resumes of key personnel (resumes can be provided as an attachment). Statement of experience (relevant experience overviews can be provided as an attachment) with similar projects. Identify location of the work, clients, contact information, dates of completion, and deliverables provided. A proposal describing the firm's approach to this project, responding the draft scope of services included herein, including a proposed budget/fee for project completion. Organizational structure (can be provided as an attachment) under which your firm is proposing to conduct this project. Identify any sub-consultants with their principal contact listed. Concluding statement as to why your firm is best qualified to meet the needs of the City of Minot and why your firm should be selected. Ten (10) paper copies of your response to this Request should be submitted to City Clerk, City of Minot, PO Box 5006, Minot, ND 58702 or if using a delivery service, 10 3rd Ave SW, Minot ND 58701. Electronic submissions and paper submissions that are delivered after the deadline will not be considered. Selection Process A selection committee having representation of the participating municipalities and other stakeholders will evaluate responses to this Request. The firm selected shall be based on qualifications, experience, and the quality of the Proposal submitted. After selection of the most qualified firm, the City of Minot will negotiate a final detailed scope of services and a fee. If the City of Minot and that firm are unable to negotiate a contract, negotiations will be terminated with that firm and the next most qualified firm will be selected until a contract has been negotiated with a qualified firm. Cost estimate must be included in all proposals and will be a selection criteria. The Selected firm must have an active registration in SAM.gov . Submission Deadline Responses to this Request must be received by City of Minot, City Clerk no later than Friday, December 5, 2025, at 4:00 p.m. Responses received after this deadline will not be considered.
