Sealed bids, subject to the conditions contained herein, will be received by the City of Hays, Kansas, at
1507 Main Street at the office of the City Clerk, City Hall, until 3:00 P.M., Prevailing Time May 19, 2026, for
the construction of the 2026 Multi-Building HVAC Replacement, COH Project No. 2026-15. This project
consists of design-build replacement of Heating, Ventilation, and Air Conditioning (HVAC) systems in
multiple buildings for the City of Hays. In 2022, the City of Hays engaged Integrated Consulting Engineers
to perform an HVAC system condition evaluation with recommendations. It is attached as Exhibit A and is
to be considered the basis of design and bid submittals for upgrades and replacements. The allocated
budget for this project is $1.3-$1.5 million.
At said time and place, and promptly thereafter, all Proposals that have been duly received will be publicly
opened and read aloud.
Each bid shall be accompanied by a cashier's check, a certified check or a bid bond, payable to the City of
Hays, Kansas, in an amount not less than five percent (5%) of the total amount of the bid.
Any bidder to whom a contract is awarded in excess of $100,000.00 will be required to furnish a Contract
Bond and Payment Bond executed on the specific forms and acceptable to the City of Hays, Kansas, each
in the amount of one hundred percent (100%) of the total amount Bid.
Contract Documents are on file and may be examined at the Office of Project Management, 1002 Vine
Street, Hays, KS 67601 (PH# 785-628-7350). Contract Documents may also be obtained from the City of
Hays, Office of Project Management, by emailing Tom Howie at thowie@haysusa.com.
All prospective bidders are invited to attend a pre-bid meeting and facility walkthrough, which will be held on
April 14, 2026, at 1:30 P.M. at the Public Works Conference Room, 1002 Vine St., Hays, Kansas. This
walkthrough will include all three facilities. Attendance to this pre-bid is MANDATORY.
City of Hays reserves the right to reject or accept any and all bids/proposals, to waive any irregularities in
such bids/proposals, and to accept such bids/proposals that are the most responsive and best suits the City
of Hays.
No bid shall be withdrawn for a period of 45 (forty-five) days subsequent to the opening of bids without the
written consent of the City of Hays, Kansas.
