Category: Sheriff Status: Open Description: Sealed proposals will be received by the Greene County Board of Commissioners until Thursday, June 25, 2026 at 11 a.m., (Eastern Standard Time) at which time the proposals will be publicly opened at their office at 35 Greene Street, Xenia, Ohio 45385, to provide two Law Enforcement Surveillance Trailers for the Greene County Sheriff.
Proposals shall be submitted in a sealed envelope with the name of the RFP (two Law Enforcement Surveillance Trailers for the Greene County Sheriff) prominently displayed, the proposer’s name, and proposal opening date. Proposals shall be addressed to the Greene County Board of Commissioners, 35 Greene Street, Xenia, Ohio 45385.
The Agreement shall commence upon the signing of the Contract and shall continue in effect through the satisfactory completion of the services to be provided in the RFP documents.

Bids must be submitted on the bid form furnished withaccompanying required bonds. Any bids deemed non-compliant shall be rejected. The Greene CountyBoard of Commissioners is tax-exempt.1BID AND PERFORMANCE BONDSEach bid shall be accompanied by a surety. Said surety must be in the form of a bond or certifiedcheck, cashier’s check, or money order drawn a solvent bank or savings and loan association, thatis made payable to the Greene County Board of Commissioners and in the amount of 5% of thebid, plus all additive alternates. (R.C. 307.88). This surety must accompany each bid as aguarantee that if the Bidder’s bid is accepted, a contract will be entered.The appropriate surety as outlined above must be submitted with the bid and received no laterthan 11:00 a.m. on the date of the bid opening. Bids that do not have the actual bond, letter ofcredit, cashier’s check, or certified check present at the time of opening will be considered non-compliant and will not be read.Failure to submit the bid bond, letter of credit, cashier’s check, or certified check with the bidwill result in disqualification of the bid. The County will make the finalpayment when the materials, supplies,equipment, have been fully delivered tothe full satisfaction of the Board ofCounty Commissioners and grant fundsare available.2. Bidder’s Pledge and Agreement: EachBidder acknowledges that this is apublic project involving public fundsand that Greene County expects andrequires that each successful Bidderadhere to the highest ethical andperformance standards. Each Bidder,by submitting a bid, pledges andagrees that (a) it will act at all timeswith absolute integrity andtruthfulness in its dealings withGreene County; (b) it will use its bestefforts to cooperate with GreeneCounty and all Contractors; (c) it willassign only competent supervisors andworkers to the Project, each of whomis fully qualified to perform the tasksthat are assigned to him/her; (d) itwill comply with all applicable FairLabor Standards and Prevailing Wagerequirements; and (e) it has read,understands, and will comply with theterms of these General Conditions,the Bid Documents, and ContractDocuments.5. In case of default by the Bidder orVendor, the Board of CountyCommissioners and the Greene CountySheriff’s Office may procure the articlesor services from other sources and holdthe Bidder or Vendor responsible forany excess costs occasioned thereby.6. Prices must be stated in units orquantities specified.7. Whenever a reference is made in thespecifications or in describing thematerials, supplies, or services required,of a particular trade name ormanufacturer’s catalog or modelnumber, the Bidder, if awarded thecontract, will be required to furnish theparticular item referred to in strictaccordance with the specifications anddescriptions UNLESS a departure orsubstitution is clearly noted anddescribed in the bid by the Bidder andaccepted by the County.3. Greene County, Ohio (the “County”) isan equal business opportunitygovernmental entity and recognizesthat small businesses promoteemployment and economic growth.The County encourages the8. The Bidder, if awarded a contract ororder, shall and does agree toindemnify, protect, defend, and holdharmless the Board of CountyCommissioners, Greene County, Ohioand the Greene County Sheriff’s Officeand their members, officers, employees3and agents (the “Indemnified Parties”)from any and all claims, damages,losses, liabilities, liens, causes of action,suits, judgments and expenses,including reasonable attorney’s fees andall other costs of defense (the“Damages”), of any nature, kind ordescription, which arise out of or arecaused by any conduct, acts oromissions, theft or fraud of the Bidder,its officers, employees andsubcontractors, agents, assigns andthose designated by Bidder to performthe Services under the Contract.In addition, the Bidder shall and doesagree to indemnify, protect, defendand hold harmless the County and itsagents and employees from andagainst all Damages, of any nature,kind or description, which resultsfrom any claimed or threatened,infringement of any copyright, patentor other intangible property rights bythe Bidder, anyone directly orindirectly employed by the Bidder,Bidder’s subcontractors or anyone forwhose acts the Bidder may be liable.9. Whenever required and so stated in thebid form, the Bidders shall furnish abond, letter of credit, a cashier’s checkor a certified check, drawn on a solventbank and made payable to the Board ofCounty Commissioners, GreeneCounty, Ohio, in the amount asrequired by R.C. 307.88 as a guaranteethat, if the bid is accepted, a contractwill be entered into. The successfulBidder shall be required to furnish abond or a certified check drawn on asolvent bank and made payable to theBoard of County Commissioners,Greene County, Ohio for up to onehundred percent (100%) of the totalamount of the contract as a guarantee offaithful performance thereof.It is agreed that the bids submitted shallbe irrevocable.If accepted, the Bidder must, withinSixty (60) days (unless extended by theCounty, in writing) after receivingnotice of acceptance of said bid, bewilling to: a) enter into a writtencontract for the materials, supplies,products or services set forth in thisITB and b) faithfully perform saidcontract according to its terms,conditions and the specifications setforth therein. Bidder will promptlypay all damages and expenses incurredby the Board of CountyCommissioners and the GreeneCounty Sheriff’s Office by its failure,or refusal to enter into said contract.The Board of County Commissionerswill treat all Bidders alike in everyrespect, and the Board of CountyCommissioners will take final actionon this and all other bids no later thanSixty (60) days (unless extended by theCounty, in writing) after this and allother bids are opened. No bid shall beconsidered as accepted, nor anyobligation assumed hereunder by theBoard of County Commissioners,until such time as said Board ofCounty Commissioners deposits inthe U.S. Mail or e-mail a writtennotice, addressed to the successfulBidder or Bidders at the address given,an acceptance of the bid or award of acontract.10. Samples, when requested, are returnedat the Bidder’s expense.11. In order for bids to receiveconsideration, they MUST BERECEIVED prior to thespecified time of opening andreading as designated in thisITB.412. When submitting their bids, Biddersare required to use the bid formfurnished by the County whensubmitting their bids. The formscannot be altered. If submitting apaper bid, envelopes must be sealedwhen submitted and the ITB NAMEprominently written and displayed onthe outside of the envelope/packages.Electronic responses must becompleted on-line.13. Bids having erasures orcorrections thereon will berejected unless explained ornoted over the signature of theBidder.14. Bidders may submit bids on anyone or group of items, providedhowever, the unit price(s) must beshown as requested.15. A particular trade name,manufacturer’s catalog or modelnumber may be referred to in theITB for descriptive purposes onlyand only to assist in interpreting thetype of materials, supplies, to beused in performing the work.However if a particular trade name,manufacturer’s catalog, or modelnumber is a required element, theBidder’s attention is directed to Item7 above and the Bidder must strictlyadhere to that condition.16. Bidder agrees to comply with anylaws, rules, or regulationsconcerning public buyingprocedure. Greene County followsthe Ohio Revised Code andrelevantgrantfundingrequirements.17. Concealed weapons, whether with orwithout a permit, are not allowed inany Greene County Building. ORCstates that "Unless otherwiseauthorized by law, pursuant to theOhio Revised Code, no person shallknowingly possess, have under theperson's control, convey, or attemptto convey a deadly weapon ordangerous ordnance onto thesepremises."18. All rebates, savings or otherincentives which become available tothe selected Bidder (vendor) duringthe term of the Contract shall beforwarded to the County or treated asa reduction in an amount payable bythe County (at the County’s option).In this same regard, if a rebate,savings or other incentive becomesavailable after the termination of theContract, vendor shall forwardedsuch rebate, savings or other incentiveto the County. Per the Homeland Security GrantProgram, FY2024 Grant Guidance, aminimum of two valid bids will berequired to proceed withprocurement. A valid bid is one thatmeets all specifications identified inthe Invitation to Bid. If any bid isdeemed ineligible by the County orOhio EMA, the County will berequired to send out additionalRequests for Quote until they attainthe required minimum of two validbids.5
