The Proposer will recommend the appropriate number, duration, and type of qualified personnel needed to meet the requirements described in the scope of services. The Proposer will work with the Chief Megaprojects Officer and their staff to successfully implement the functional areas identified in this RFP.
BackgroundBART Silicon Valley Program
VTA is responsible for design and implementation of highway and transit improvement projects including planning, design and implementation of the Bay Area Rapid Transit (“BART”) Silicon Valley (“BSV”) Program. When completed, the BSV Program, previously called the Silicon Valley Rapid Transit (“SVRT”) Program, will extend the BART system from the City of Fremont in Alameda County through the cities of Milpitas, San José and Santa Clara in Santa Clara County. The BART extension to Santa Clara County was selected as a preferred alternative from a study of all reasonable mode and alignment alternatives. This study, titled the “Major Investment Study,” was adopted by VTA’s Board in November 2001.The 16-mile BART extension to Santa Clara County is being implemented in phases. Phase I of the Program (“BSVI”) was a 10-mile, 2-station extension - the BART Silicon Valley Berryessa Extension Project. The two stations are Milpitas, located in the City of Milpitas, and Berryessa/North San José, located in the City of San José. BSVI is in operation and has been serving Santa Clara County since June 2020.
The BSVII Project is Phase II of the Program and is an approximately six-mile, four-station extension from the BSVI terminus at the Berryessa/North San José BART Station to the Santa Clara station in the City of Santa Clara. BSVII is planned to include a single-bore tunnel, three underground stations (28th Street/Little Portugal Station, Downtown San José Station, and Diridon Station), one at-grade station (Santa Clara Station), and a maintenance facility at Newhall Yard.
An integrated VTA and BART team, has been established and is responsible for development of project specific requirements defining the applicable BART, national, state, and local industry standards.
