FACILITY and CONSERVATION GARDEN PROJECT
The Washington County Water Conservancy District (district) is seeking proposals for Construction Manager/General Contractor Services for the Advanced Water Purification Demonstration Facility and Conservation Garden Project. A copy of the Request for Proposals is available at wcwcd.gov/procurement/ .
Anon-mandatory pre-proposal meeting will be held at the Washington County Water Conservancy District office, located at 533 East Waterworks Drive, St. George, Utah, 84770, on Wednesday, June 3rd, 2026, 10:00am .
Proposals must be received by the district no later thanWednesday, June 24th, 2026, 5:00 pm. The district will manage this solicitation through the Kahua Online Bid Room application (Kahua). The district strongly prefers that submissions and questions be made through Kahua. Please see the Request for Proposals for instructions on accessing Kahua. Vendors who are unable to use Kahua may submit responses to the solicitation via email.

The district is seeking proposals from qualified vendors to provide Construction Manager/General Contractor (CM/GC) services for the Advanced Water Purification (AWP) Demonstration Facility and Conservation Garden Project (procurement item). The project is a component of the Regional Reuse Purification System (system). More information on the system can be found at wcwcd.gov/reuse .
The anticipated CM/GC scope of work is attached and incorporated as Attachment A. The district has already procured an architect for the design of the procurement item, and has completed a preliminary design report (PDR). The PDR is available HERE for review.
The district has received federal funding for portions of the system as part of the Bureau of Reclamation’s Large-Scale Water Recycling Program (Funding Opportunity No. R23AS00433) and is required to develop projects through a series of review stages prior to the release of funds allocated for the system. A description of the design deliverables and required review stages for this project is attached and incorporated as Attachment B.

The Cost Proposal (complete and submit Exhibit A – Proposed Project CostForm provided as Attachment C) must be separate from the Service Proposal.Service Proposals are limited to a total of 15 pages, excluding one cover page, a table ofcontents, letters of recommendation, and resumes. One page is considered the equivalent ofa single side of an 8.5”x11” piece of paper. One side of an 11”x17” page counts as two pages.Proposals must have 1” margins and a minimum font size of eleven.The district’s strong preference is that vendors submit proposals digitally via the district’sonline project management system software platform Kahua. Kahua is a third-party softwareplatform that has a Bid Room application that manages procurement solicitations and meetsfederal security requirements.Submitting via Kahua Bid RoomTo obtain access to the Kahua Bid Room, email the district’s procurement manager DinahNeumann at dinah@wcwcd.gov and include the solicitation title in the subject line. Includethe name and contact information of the individual who will be entering data in Kahua onbehalf of your organization. IMPORTANT: Carefully select the person who will perform theadministrative task of entering data and responses, because Kahua limits each organizationto a single authorized representative for security purposes.The individual you designate will receive an email invitation from Kahua that will allowaccess to Kahua’s Bid Room by either registering as a new user or logging in if you alreadyhave an existing Kahua account.Information regarding how to use Kahua’s Bid Room application to respond to solicitationsand ask questions can be found in the Guide for Vendors: Using the Kahua Bid Room toRespond to Solicitations and Ask Procurement Questions at wcwcd.gov/procurement.For technical help regarding Kahua, email kahua@wcwcd.gov.Submitting via EmailThe proposal should be submitted in the Kahua Bid Room. However, if you are unable tosubmit your proposal through the Kahua Bid Room, you may submit it in portable documentformat (PDF) via email to dinah@wcwcd.gov. The Cost Proposal must be attached in aseparate PDF from the Service Proposal. The email must clearly identify: 1) Name ofvendor, 2) Contact information of vendor, 3) that it contains a PROPOSAL FOR CMGCSERVICES, and 4) why the submittal had to be done by email rather than through Kahua.Vendors are encouraged to submit early to allow time for potential technical delays. Latesubmissions, including those delayed by technical issues, will not be accepted. Vendors aresolely responsible for ensuring their proposals are submitted on time. The district assumesno responsibility for delays or other failures, whether caused by internetdisruption, system failure, or any other event.Page 2 of 8QUESTIONS REGARDING THE SOLICITATIONThe due date for questions regarding the solicitation is Wednesday, June 17th, 2026, 5:00pm. The district strongly prefers that vendors submit questions through the Q&A section ofthe Kahua Bid Room, because the software keeps a record of each question and answer andshares them with all vendors in a timely and uniform basis. Any exceptions to the terms, conditions, orrequirements found in the Agreement must be submitted with the vendor’s proposal. Suchexceptions will be considered in the evaluation and award process. Excessive exceptions orexceptions that materially change the district’s standard terms and conditions may result inthe proposal being deemed non-responsive. The district shall be the sole determiner of theacceptability of any exception. The district reserves the right to modify the Agreement priorto execution.Page 3 of 8The district’s Request for Proposals does not obligate the district to award any contract or topay any costs incurred in the preparation of a proposal, interview, or associated materials.Renewal ConditionsThe Agreement may not continue or be renewed for any year after the first year of thecontract if adequate funds are not appropriated or otherwise available to continue or renewthe Agreement.A multi-year contract that is funded solely or in part by federal funds may only be continuedor renewed for any year after the first year if the portion of the contract that is to be fundedby funds of a public entity are appropriated, adequate federal funds are expected to beappropriated by and received from the federal government and the federal governmentpermits continuation or renewal. If the anticipated federal funds are not appropriated orreceived, the Agreement may be cancelled or suspended without penalty.UTAH GOVERNMENT RECORDS ACCESS AND MANAGEMENT ACTThe district is subject to the Utah Government Records Access and Management Act, UtahCode Ann. § 63G-2-101, et. seq. (GRAMA). All proposals are ordinarily public documents oncean award is made. A vendor who desires to request protected status of any informationsubmitted in the proposal is responsible to understand and implement any protectionprovided by GRAMA. The district will not be bound by any instructions contained in theproposal, but rather, will only be governed by GRAMA and district GRAMA policies. Belowis the information and processes regarding how to submit a request for BusinessConfidentiality with your RFP submission.Business ConfidentialityIn accordance with State Law, all files submitted in response to a procurement (Bids, SOQs,RFPs, etc..) are a public record and are subject to public review upon request. However, avendor may request that portions of their submission containing trade secrets or certaincommercial or financial information identified in Utah Code §63G-2-305(1)–(2) be classifiedas a protected record by complying with Utah Code §63G-2-309(1). Protected records arenot generally available to the public except under certain circumstances.To request the protected classification, the firm must provide the District with a writtenclaim of business confidentiality indicating what parts of their submission it would like to beclassified as protected, along with a concise statement of reasons supporting the claim ofbusiness confidentiality. The WCWCD Claim of Business Confidentiality form is attachedand incorporated as Attachment E.If making a claim of business confidentiality, submission should include a set of unredactedfiles and a set of redacted files, with the confidentiality form attached. Please note that thesubmission cannot be fully redacted. It is not intended to limit a proposal’scontent or exclude any relevant or essential data. Vendors are at liberty to expand upon thespecifications to show relevant capability. Additional information to clarify responses may berequested before selecting the vendor. At minimum, the proposal must contain a ServiceProposal and Cost Proposal as outlined below.Vendors must demonstrate the following:• Provide pre-construction services to the architect, engineer and district and providesubsequent construction services.• Develop and maintain project work plans, schedules, and progress documentation.• Implement quality management and health & safety plans.• Prepare a preliminary and final GMP to construct the overall project.• Provide recommendations to the district regarding possible phasing and earlyprocurement of long lead items.Page 5 of 8
