Bid Title: City of Sanger Emergency Operations Plan Update

The City of Sanger is seeking a qualified consultant to coordinate, facilitate and prepare an update to its Emergency Operations Plan (EOP), associated annexes, forms and workflows, and provide Emergency Operations Center (EOC) training to ensure that the Plan is properly implemented.
The updated EOP will enhance the City’s existing emergency management framework and guide the City’s coordinated actions before, during and after an incident. The primary purpose of the EOP is to outline an “all-hazards” approach to emergency operations, ensuring the safety, health and welfare of Sanger’s citizens. This update is envisioned to not only bring the plan into compliance with the latest statutory requirements and industry best practices but create a document with real utility in an evolving threat environment with impacts that are increasing in both frequency and scope.
The consultant will be tasked with updating critical information on City infrastructure and resources to develop a comprehensive and updated EOP. This plan must comply with federal, California state, and local laws, regulations, plans and policies, including Presidential Policy Directive 8, the National Response Framework, the National Incident Management System (NIMS), the State’s Standardized Emergency Management System (SEMS), the California Office of Emergency Services (CalOES) planning guidance, as detailed in the 2020 Emergency Operations Plan Review Crosswalk and the Fresno County Emergency Operations Plan.
The EOP development process will be inclusive and citywide, involving key participants such as the City of Sanger, Sanger Fire and Police Departments, Sanger Unified School District, Fresno County Sheriff’s Office, Fresno County Department of Emergency Services and other relevant special districts and utility providers. These entities will contribute to the plan based on their specific roles in disaster response within the City. The consultant must also collaborate with the City’s Disaster Council and the Director of Emergency Services and/or their delegate to define and revise EOC workflows and associated section checklists and forms.

The anticipated date for the final version to be presented to the Sanger City Council for adoption is six months from the acceptance of the bid. Another two months will be expected to be sufficient to get City staff trained and ready to stand up the Emergency Operations Center. Expectations are that all emergency management staff will have been trained on the basics of Incident Command Systems, completed at least two tabletop exercises and become comfortable in how to perform their designated tasks by the end of the contract.
