N O T I C E TO B I D D E R SSealed proposals will be received by the DHHS Division of Property and Construction inRaleigh, NC, in the North Carolina State Laboratory of Public Health Room 1501 up to 2:00 pmJune 18, 2026 and immediately thereafter publicly opened and read for the furnishing of labor,material and equipment entering into the construction of:DHHS – Public Health Lab Perimeter Security UpgradesSCO #22-25799-02AThis security enhancement project for the North Carolina Department of Health and HumanServices Public Health Lab is designed to create a comprehensive and modern perimeter defensesystem. By combining physical barriers, access control measures, and advanced surveillancesystems, the facility will be well-prepared to prevent unauthorized access and respond effectivelyto potential security threats. The design prioritizes functionality and safety, ensuring the continuedoperation of the PHL in a secure environment. Project elements include a new perimeter barriersurrounding the facility with associated illumination and security structures (e.g. vehicle bollards)as well as a new site entry configuration which includes an updated traffic flow pattern, guardhouse, vehicle barriers, and security surveillance systems.Bids will be received for a Single Prime Contract. All proposals shall be lump sum.Pre-Bid MeetingAn open pre-bid meeting was held for all interested bidders on May 26th at 2:00PM in the NorthCarolina State Laboratory of Public Health Room 1501. The meeting addressed project specificquestions, issues, bidding procedures and bid forms.Complete plans, specifications and contract documents may be obtained by those qualified asprime bidders electronically by contacting info@hX.design. A printed copy of the bid documentscan be provided, upon deposit of One Thousand, Five Hundered dollars ($1,500) in cash orcertified check. The full plan deposit will be returned to those bidders provided all documentsare returned in good, usable condition within ten (10) days after the bid date.NOTE: The bidder shall include with the bid proposal the form Identification of Minority BusinessParticipation identifying the minority business participation it will use on the project and shallinclude either Affidavit A or Affidavit B as applicable. Forms and instructions are included withinthe Proposal Form in the bid documents. Failure to complete these forms is grounds forrejection of the bid. (GS143-128.2c Effective 1/1/2002.)All contractors are hereby notified that they must have proper license as required under thestate laws governing their respective trades.General contractors are notified that Chapter 87, Article 1, General Statutes of North Carolina,will be observed in receiving and awarding general contracts. General contractors submittingbids on this project must have license classification for Buildings.May 12, 2026(Revised June 11, 2026)Issue: Bid SetNOTE--SINGLE PRIME CONTRACTS: Under GS 87-1, a contractor that superintends or managesconstruction of any building, highway, public utility, grading, structure or improvement shall be deemed a“general contractor” and shall be so licensed. Therefore a single prime project that involves other trades willrequire the single prime contractor to hold a proper General Contractors license. EXCEPT: On public buildingsbeing bid single prime, where the total value of the general construction does not exceed 25% of the totalconstruction value, contractors under GS87- Arts 2 and 4 (Plumbing, Mechanical & Electrical) may bid andcontract directly with the Owner as the SINGLE PRIME CONTRACTOR and may subcontract to other properlylicensed trades. GS87-1.1- Rules .0210Each proposal shall be accompanied by a cash deposit or a certified check drawn on somebank or trust company, insured by the Federal Deposit Insurance Corporation, of an amountequal to not less than five percent (5%) of the proposal, or in lieu thereof a bidder may offer abid bond of five percent (5%) of the bid executed by a surety company licensed under the lawsof North Carolina to execute the contract in accordance with the bid bond. Said deposit shall beretained by the owner as liquidated damages in event of failure of the successful bidder toexecute the contract within ten days after the award or to give satisfactory surety as required bylaw.A performance bond and a payment bond will be required for one hundred percent (100%) ofthe contract price.Payment will be made based on ninety-five percent (95%) of monthly estimates and finalpayment made upon completion and acceptance of work.No bid may be withdrawn after the scheduled closing time for the receipt of bids for a period of60 days.The owner reserves the right to reject any or all bids and to waive informalities.Designer:Kevin Turner, AIA, human eXperience401 Hawthorne Ln.
