NOTICE OF REQUEST FOR PROPOSALS (RFP)

FOR CITY OF TRACY

CITYWIDE TRASH FULL CAPTURE SYSTEMS CIP 76088

NOTICE IS HEREBY GIVEN that the CITY OF TRACY (hereinafter "CITY") requests proposals for the CITYWIDE TRASH FULL CAPTURE SYSTEMS, CIP 76088 (hereinafter "Project"), and will receive proposals in the Office of the City Engineer addressed to:

UP TO THE HOUR OF 3:00 P.M., ON THURSDAY, OCTOBER 30, 2025.

1. The services to be performed by the successful PROPOSER(s) are described in the Request For Proposals (RFP). Additional copies of the RFP are available from the CITY's website: www.cityoftracy.org .  Any questions should be directed to Rohullah Nissari, P.E., Associate Civil Engineer in the Engineering Division, at 209-831-6468 or by email at Rohullah.nissari@cityoftracy.org

2. The general Scope of Services shall include, but is not limited to "project initiation and review of existing information, project management, field verification and data collection, regulatory and interagency coordination, retrofit and Full Capture Systems (FCS) design specifications and estimate (PS&E), permitting assistance".

The Consultant shall prepare phased PS&E submittals at 30%, 60%, 90% and 100% (final PS&E) within twelve (12) months of Notice to Proceed. Work will include site assessment, field verification, data collection, retrofit evaluation and design/ implementation of approximately ten (10) Trash Full Capture Systems (FCS) consistent with the Statewide Trash Amendments design criteria. All improvements are anticipated to be located within the City's existing right-of-way or publicly owned facilities; therefore, no land or easement acquisition is required.

The Consultant shall coordinate with regulatory agencies, including the Regional Water Quality Control Board and other permitting entities, to address approvals. Stormwater trash capture projects located within public rights-of-way are statutorily exempt from CEQA under  AB 130/SB 131; therefore, the City will prepare and file a Notice of Exemption for its records. NEPA compliance is not anticipated unless federal funding or permits are pursued in the future, in which case the City will manage the applicable process.

The scope also includes Consultant support during the bid phase and throughout the construction phase, anticipated to occur in a single consolidated phase between 2027 and 2030. Responsibilities will include submittal and RFIs, providing plan clarifications, and preparation of Record Drawings at project closeout.

3. Any changes to the RFP will be posted on the CITY website in the form of an addendum. PROPOSER shall periodically check the CITY website at www.cityoftracy.org for any addenda issued for this request and acknowledged the inclusion in the proposal documents.

4. Proposals shall be submitted and clearly marked as follows:

"SEALED PROPOSAL FOR CITYWIDE TRASH FULL CAPTURE SYSTEMS, CIP 76088 - DO NOT OPEN WITH REGULAR MAIL."

Five (5) hard copies and one (1) electronic copy (Flash Drive is the preferred method; emails will not be accepted) of the proposal are required. The electronic copy does not replace the requirement for a hard copy submittal. Only hard copy submittals received by the CITY of Tracy, Office of the City Engineer, by the deadline will be reviewed.

5. All responsive proposals will be reviewed and evaluated by the CITY in order to determine which PROPOSER best meets CITY's needs for this Project by demonstrating the competence and professional qualifications necessary for the satisfactory performance of the required services. The criteria by which the CITY shall evaluate proposals are set forth in this RFP.

6. The CITY reserves the right to reject any and all proposals or waive any irregularities in any proposal or the proposal review and selection process.

The CITY, through this RFP, intends to compare proposals and select the qualified design firm (PROPOSER) to do the PS&E for the CITYWIDE TRASH FULL CAPTURE SYSTEMS, CIP 76088. A Professional Services Agreement (PSA) (see Attachment A) will be executed between the CITY and the selected PROPOSER. The selected PROPOSER should acknowledge and comply with all the requirements of the City of Tracy's PSA. Should the CITY fail to successfully negotiate an acceptable, fair, and reasonable services fee for this project with the selected PROPOSER, the CITY reserves the right to seek and retain said services through other means or other PROPOSER(s).
