PROJECT DESCRIPTION:

This project calls for the supply and application of GSB-88 standard asphalt sealcoat with

aggregate to seal Runway 14/32 and GSB-88 standard asphalt sealcoat without

aggregate to seal Taxiway A and (4) four connectors at the Lake Havasu City Municipal

Airport.

This bid also calls for the supply of marking paint, glass beads, and labor to repaint all lines,

legends or numbers, in color and size, covered by the GSB-88 sealing program on Runway

14/32, Taxiway A and (4) four connectors.

The winning bidder will supply all material, labor, tools, equipment, transportation, traffic

control, testing, and incidentals as well as appropriate licenses, and insurance to complete

the scope of work titled “FY 2025-2026 GSB-88 Airport Asphalt Seal Program” per

drawings and specifications called out in this ITB.

The supplied GSB-88 standard will be at a 2:1 dilution rate (2 parts concentrated asphalt

material to one-part hot water) and 4% polymer.

The winning bidder will have 50 calendar days to complete this project once it is started.

Sealing and interim white painting without beads at half application rate and yellow painting

with beads at full application rate must be completed within the first 10 days of beginning

the project. The contractor will wait 30 days for the seal to cure before starting final white

paint at half application rate with beads. Traffic control will consist of full runway and

taxiway closure. Lake Havasu City intends for this project to be completed as quickly,

efficiently and safely as possible, to reduce inconvenience to the Lake Havasu City Municipal

Airport users.

It is anticipated that this work will be completed in the Spring of 2026, as temperatures and

scheduling allows.

writing to purchasing@lhcaz.gov. To be considered, written inquiries shall be received at

the above-referenced email address by February 13, 2026, 3:00 p.m. Arizona Time.

Inquiries received will then be answered in an Addendum.

Sealed bids for the project specified will be received by the City Clerk's Office, 2330 N.

McCulloch Boulevard, Lake Havasu City, Arizona, 86403 until the time and date

stated. Bids received by the correct time and date will be opened and read aloud

immediately thereafter in Room 109 of Lake Havasu City Hall. Public openings may

Bids must be clearly addressed to the City Clerk's Office, 2330 McCulloch Blvd. N, Lake

Havasu City, Arizona, 86403, and received no later than the exact time and date indicated

above. Late bids will not be considered under any circumstances.

Bids must be submitted in a sealed envelope with the Project Number and the bidder's name and

address clearly indicated on the envelope. All bids must be completed in ink or typewritten on a

form to be obtained from the specifications and a complete Invitation for Bid returned along with

the offer no later than the time and date cited above.

Bidders interested in taking advantage of the streamlined e-Bid and e-Bond process shall

submit their bids electronically via the City’s DemandStar Network at

https://www.demandstar.com/app/buyers/bids/516459/details. Paper bids and paper bid bonds

will continue to be accepted. Bidders submitting e-Bids will be required to scan and enclose their

paper bid bond/cashier’s check with their electronic bid submission. The apparent low bidder shall

submit their original bid bond/cashier’s check within three (3) business days

following the Bid opening.
