NOTICE TO PROPOSERSLEGAL NOTICEREQUEST FOR PROPOSALSProposals for the City of Sandusky “Collection Agency Services for the Division of CodeCompliance” must be received in the Division of Code Compliance office, 240 ColumbusAve, Sandusky, OH 44870, to the attention of Craig Ward, no later than 4:00pm onMonday, January 26, 2026.Proposal packages shall be submitted with one original in sealed envelope labeled“Collection Agency Services for the Division of Code Compliance”. Anyquestions submitted and answers thereto, clarifications or Request for Proposalsamendments shall be distributed to those parties that requested or have been sent anoriginal RFP.All proposals must be received on time and in full compliance with the instructionscontained in the RFP. INSTRUCTION TO PROPOSERThis Request for Proposals is being issued by the City of Sandusky. Primary contact for allcommunications regarding the Request for Proposals shall be directed to Craig Ward,Code Compliance Manager, at 419-627-5959 or cward@cityofsandusky.com.Request for Proposals will be published as a legal notice in the Sandusky Register and willbe available on the City of Sandusky’s website at www.cityofsandusky.com or uponrequest by email. To request the RFP by email, call or email, Project Coordinator, MelissaVassallo, at 419-627-5932 or mvassallo@cityofsandusky.com.Sealed Proposals will be received by the City of Sandusky, Division of Code ComplianceOffice, 240 Columbus Avenue, Sandusky, Ohio 44870, until 4:00pm on January 26, 2026.Proposer bears total responsibility for ensuring their Proposal is complete and arrives ontime.Proposals received by fax or email will not be considered.Proposers shall comply with each and every requirement of this RFP to be consideredresponsive.A selection committee will review and analyze each Proposal.The City of Sandusky reserves the right to reject any or all Proposals, to waiveinformalities, or to accept any Proposal which it deems most favorable to the City ofSandusky.4SECTION III. SCOPE OF SERVICES AND SPECIFICATIONSContract TermThe term of the contract shall be for one (1) year, with two (2) one (1) year renewaloptions for the City of Sandusky to retain services, commencing at 8:00am on Tuesday,March 2, 2026.Management and OperationsThe successful proposer shall be encouraged to recommend changes and improvementsin the scope and manner of operations set forth in the specifications. The implementationof any proposed changes or variations shall not become effective until after the contracthas been negotiated and approved by the Sandusky City Commission.Background CheckThe successful proposer shall be required to execute the proper authorization allowingthe City to perform a complete criminal background check and credit history.Scope of WorkDivision of Code CompliancePursuant to the Environmental Health Housing Code of the City of Sandusky, all long-termrental units within the City limits must be registered with the Division of Code Complianceand pay an annual rental registration fee of $100 for the first rental unit and $35 per eachadditional rental unit owned. Short term rentals (transient rentals) pay an annual rentalregistration of $500 per transient rental.There are properties that are in violation of the Environmental Health Housing Codeand/or Transient Rental Registration Requirements. The properties in violation of theEnvironmental Health Housing Code are assessed administrative penalties on a 3-tierbasis. If the violations are not corrected in the time provided by the Code ComplianceOfficer, an administrative penalty is assessed to the owner or occupant up to $100. Atthe second inspection, if the violations are not abated, an administrative penalty isassessed up to $500 and the property is subject to mandatory semi-annual inspections,which requires the property owner to pay inspection fees. At the third inspection, if theviolations are not abated, an administrative penalty is assessed up to $1,000 and theowner or occupant are subject to criminal charges. Transient Rentals are assessedadministrative penalties on a 3-tier basis. If the violations are not corrected in the timeprovided by the Code Compliance Officer, an administrative fine of $500 is assessed forthe first violation. A second fine assessment is $1,000 and a third violation is $2,500.5
