NOTICE TO CONTRACTORS
Sealed proposals will be received until 2:00 P.M. on June 17, 2026 in the Lorain County Board
of Commissioners, 4th floor, Fiscal Department, 226 Middle Avenue, Elyria, Ohio for the
furnishing of all labor, material and equipment for the UNNAMED TRIBUTARY OF
WELLINGTON CREEK RESTORATION drainage improvement project in Penfield
Township in accordance with plans and specifications prepared by the office of the Lorain
County Storm Water Management District. All interested parties are welcome to attend the bid
opening to be held immediately thereafter in the Lorain County Commissioners Conference
Room A.
The scope of work includes: Clearing and grubbing, excavation and embankment, restoring the
channel flowline and shape, clay hauling, topsoiling, culvert replacement, aggregate access
drives, rock channel protection, erosion control, seeding and mulching, and signage. The
Engineers estimate of construction cost is $280,000.00. The County intends and requires overall
project completion by June 1, 2027.
The specifications of the Ohio Department of Transportation shall govern all work, materials and
equipment. All work shall be performed under the administration of the Lorain County Engineer.
All contractors involved with this project shall, to the extent practical, use Ohio products,
materials, services and labor in implementation of this project. Additionally, contractors shall
comply with the equal employment opportunity requirements of Ohio Administrative Code
Chapter 123. All contractors and subcontractors shall use only the classifications and wage rates
set forth in the United States Department of Labor (USDOL) wage decision.
Bidders may obtain official bid documents, plans, and specifications electronically, free of
charge, by e-mailing Jessica Burns, Fiscal Administrator, at jburns@loraincounty.us. Only bids
prepared on the official bid documents obtained from the County will be accepted. Bids shall be
accompanied by a Bid Guaranty and Contract Bond in accordance with Section 153.54 of the
Ohio Revised Code. Bid security furnished in Bond form shall be issued by a Surety Company
or Corporation licensed in the State of Ohio to provide said surety. Bidders are hereby notified
that this project will be funded by the American Rescue Plan Act of 2021, and by Lorain County.
Each proposal shall contain the full name or names of persons and company who submits the
proposal and shall be enclosed in a sealed envelope marked UNNAMED TRIBUTARY OF
WELLINGTON CREEK RESTORATION.
The Board of County Commissioners reserves the right to reject any and all proposals, and to
waive any informalities or irregularities if deemed in the best interest of Lorain County to do so.
Bidders shall direct, in writing, any request for interpretation, correction or modification of the
specifications to Jessica Burns (jburns@loraincounty.us), Fiscal Department, Lorain County, 226
Middle Ave., 4th Floor, Elyria, Ohio 44035, and must be received at least four (4) working days
prior to the date of bid opening.
