The City’s population is home to more than 55,000people. The City is governed by a City Council – City Manager form of Government. The CityCouncil is composed of a Mayor and six elected Councilmembers for setting policy, and the CityManager is responsible for the City's operations.This Request for Proposals (“RFP”) is seeking proposals from experienced individuals, jointventures, and/or government relations firms to provide state and federal lobbying services for theCity of Port Arthur, Texas, including, but not limited to, representation, information, professionaladvice, research, establishing legislative contacts, developing and pursuing specific legislation, andproviding associated staff services.SCOPE OF WORKThe term “LOBBYIST(S)” in this RFP shall be interpreted to include sole proprietors and theirsubcontractors, individuals, joint ventures, companies, partnerships, corporations, etc.For the purposes of this solicitation, a lobbyist shall function as the City of Port Arthur’srepresentative in establishing and maintaining key contacts in state and federal governments and inpublic and private organizations. Work involves the responsibility for representing the City of PortArthur at Texas State Legislature and U.S. Congress, performing research on legislative issues,compiling statistical data and reports, and providing the City with information which may assistthem in making policy decisions.This solicitation is for professional state and federal lobbying services that are provided in line withthe City of Port Arthur’s legislative program. The resulting contract shall be for the term of 2 years.Lobbying assignments are received from the City Council; however, the lobbyist exercisesconsiderable independence in the application of research methods and techniques. During thoseperiods when the Texas Legislature is not in Regular Session or any Special Session, the City.ESSENTIAL FUNCTIONSLobbyists shall represent the interests of the City before appropriate state and federal agencies,legislative committees, members of the Texas House of Representatives and the Texas Senate, theOffice of the Lieutenant Governor, the Office of the Governor, and the U.S. Congress.Lobbyists shall secure sponsorship of legislation and shall monitor and advocate the enactment oflegislation as identified in the City of Port Arthur Legislative Agenda.Lobbyists shall monitor all legislation regarding its impact on the duties and responsibilities ofcity government and its officers and employees.Page 4 of 21Lobbyists shall advocate the defeat of legislation identified by the City of Port Arthur CityCouncil as detrimental to the interests of the City.Lobbyists shall monitor state and federal departments, agencies, and legislative activities on a day-by-day basis as necessary and as requested by the City of Port Arthur City Council.Lobbyists shall perform additional legislative services on behalf of the City including:• Working with the City Council on legislative initiatives.• Work with the City Council in the preparation of a legislative packagefor City Council Agenda approval for the 90th and 91st Legislative Sessions and anySpecial Sessions.• Drafting or assisting in the drafting of proposed legislation and amendments.• Attending and testifying at hearings, scheduling witnesses.• Advocacy on behalf of legislative agenda adopted by City Council, including preparation,communication, and coordination with the City of Port Arthur delegation and othermembers of the Legislature.• Assistance in prioritizing the legislative efforts of the City of Port Arthur.• Regular reporting on the lobbying efforts of the City of Port Arthur.• Tracking legislation throughout the session.• Provides legal research and bill and amending drafting.• Managing the relationship with the City as the main point of contact to receive and carryout instructions and goals of the City.• Regularly reports on legislative matters to Mayor, Council, City Manager and CityAttorney or designee.• Arranges and accompanies the client to meetings or represents the City at meetings.• Establishes work plans for accomplishing City’s goals.• Providing a final report at the conclusion of each session.• Reviewing and interpreting legislative interim changes to assist the City Council inaddressing those with an impact, positive or negative, on city government.Lobbyists shall communicate with City Council as needed throughout a session for the purpose ofupdating the City Council on current activities and developments regarding the City’s legislativeinitiatives and general matters affecting the City of Port Arthur.Lobbyists shall provide monthly reports to the City Council on its activities.Lobbyists shall communicate on a regular basis with the City Council to provide updates onlegislative issues and initiatives to ensure that the Council has information sufficient to effectivelyassist the City in preparing its legislative agendas.Lobbyists shall meet the City of Port Arthur during the legislative period as defined in theLobbyist contract or as requested by the City in order to maintain an effective workingrelationship with City officials.Lobbyists shall consult with the City Council concerning problems and needs in all areas of citygovernment in order to provide informed representation in the Legislature and assist in securinglegislation favorable to the City.Lobbyists shall consult with the City Council to evaluate the need to propose state and federallegislation and follow through to secure support and passage of any resulting legislation.Page 5 of 21
