Call For Bids1.1 Sealed bids will be received for the purchase of Aruba Networking Equipment (orequivalent).1.2 Bidders must register with the district in order to be notified when addenda areissued and posted on our website at https://www.district196.org/about/bids. Instructions to Bidders3.1 Notice for Bids – Sealed bids will be received for the purchase of Networking Equipmentas outlined in Exhibit A.3.2 Obligation of Bidder to Examine Instructions and Specifications – Before submitting abid, each bidder is required to examine all bidding requirements and specifications.Submission of a bid shall be proof that such examinations have been made and thatbidder has recorded his or her own investigation and has become thoroughly familiarwith all requirements.3.3 Interpretations – Interpretations, classifications, modifications and supplementalinstructions in the form of written addenda will be provided to all bidders on record inthe District Office. District 196 will not be responsible for nor honor any claimsresulting from or alleged to be the result of misunderstanding by the bidder.3.4 Inquiries Regarding Bid – All inquiries concerning the bid shall be directed toEdward Heier, Coordinator of Technology, at edward.heier@district196.org or(651) 423-7793. It is the bidder’s responsibility to bring all discrepancies,ambiguities, omissions or matters in need of clarification to the attention ofEdward Heier.3.5 Specifications – Specification for bill of materials and the official bid form are attached inExhibits A and B.3.6 Installation3.6.1 Network Switches – No installation services are needed.3.6.2Wireless Access Points – All WAPs will be installed by the winning bidder per theestimated timeline of the following installation schedule shown in chronologicalorder. Exact start and end dates are subject to change as construction schedulesevolve. The awarded bidder is expected to bid based on the durations providedand adjust timing as needed at no added cost to the district.•Scott Highlands Middle School Classroom Addition•Earliest Start Date: April 2026•Substantial Completion Date: August 2026•Eastview High School Activity Center•Earliest Start Date: April 2026•Substantial Completion Date: August 2026•Apple Valley High School Activity Center•Earliest Start Date: July 2026•Substantial Completion Date: November 2026•Rosemount High School Activity Center•Earliest Start Date: June 2026•Substantial Completion Date: December 2026•Rosemount High School Classroom Addition•Earliest Start Date: July 2026•Substantial Completion Date: January 2027•Rosemount Middle School•Earliest Start Date: December 2026•Substantial Completion Date: April 2027•Eagan High School Activity Center•Earliest Start Date: July 2027•Substantial Completion Date: September 20273.7 Preparation of Bid – Submit bids to District 196 in accordance with the followingrequirements:3.7.1 Bidders must bid all quantities per item;3.7.2 Bid must be submitted on the prescribed form which is furnished inExhibit B, with full name and address of bidder;3.7.3 All blank spaces on the bid form must be completed legibly in ink ortypewritten, without interlineations, alteration or erasure, and3.7.4 Bid must be signed in longhand, executed by a principal duly authorized toenter into an agreement.3.8 Bid Security – A bid bond, certified check or cashier's check equal to five percent(5%) of the total amount of maximum bid, made payable without recourse toIndependent School District 196, must be submitted with the bid. No other form ofsecurity will be accepted. Bid security in the form of bid bond, certified check orcashier's check will be returned to all but low bidder within 10 days after award ofbid by the School Board.3.9 Receiving and Opening Bids3.9.1 Bids must be sealed in an envelope with the name and address of the bidderand the words "BID FOR NETWORKING EQUIPMENT" on the outside of theenvelope. (Faxed or emailed bids will not be accepted.)3.9.2 Sealed bids must include an electronic copy of all bid response documents tobe provided on a USB thumb drive.3.9.3 Bids will be received as stated in the Call for Bids and will be openedimmediately after the bid closing hour of 2:00 PM, Thursday, January 15,2026.3.9.4 Submit bids to: Independent School District 196, District Office, Attention:Edward Heier, 3455 153rd Street West, Rosemount, Minnesota 55068-4946, onor before the time and date specified. Bids received after this time will not beopened or considered.3.9.5 Bids will be tabulated and then awarded at a regular School Board meeting.3.10 Evaluation of Bids3.10.1 All qualified bids will be evaluated based on the following scale:•40% - Cost•25% - Proposed Solution/Compatibility with Existing System•15% - Bidder Qualifications/Financial Stability•10% - Prior Experience with Bidder•10% - Local Vendor3.11 Withdrawal of Bids – A bidder may withdraw his or her bid at any time prior to thedate set for receiving bids, or authorized postponement thereof. Thereafter, bids maybe withdrawn only after 30 days have elapsed after bid date, provided District 196 hasnot acted thereon. Bids may be withdrawn only by written request.3.12 Qualification of Bidders – District 196 may make such investigations as deemednecessary to determine the ability and responsibility of the bidder and any biddershall furnish to District 196 all such information and data for this purpose, as thedistrict may request. District 196 reserves the right to reject any bid if the evidencesubmitted by, or investigation of, such bidder fails to satisfy the district that suchbidder is properly qualified to perform under the terms of the specifications.
