I. INTRODUCTION

The Town is issuing this Request for Proposals (RFP) for consultant services to prepare

engineering design plans to meet compliance for two Flow Restoration Plan sites in Shelburne.

Consultants are being given the opportunity to submit a separate cost proposal for each project

but are encouraged to bid on both projects. The following sites are project locations:

Shelburne Meadows- 6303-9050.3

Maeck Farm- 8666-9050.1

II. BACKGROUND

The Town of Shelburne holds an MS4 permit and is leading projects to design and

implementation to meet its FRP and PCP goals. Both sites listed above have issued 3-acre 9050

permits, but each have additional work needed before going to construction.

Shelburne Meadows Business Park has two gravel wetlands designed to retrofit two undersized

and out of compliance ponds. This design has only accounted for the necessary current

impervious to be treated. The Town would like to explore the feasibility of maximizing treatment

for all impervious existing in the park and for future impervious expansions as one site is

undeveloped and another is only about half developed. Additional materials from the current

Maeck Farm has been designed to add a wet pond on an offsite property where the owner has

agreed to host the practice. Further design work is needed to redesign the conveyance to the pond

from a swale to a piped system, per the request of landowners. Additionally, a final grading plan

to appease host property owners with a cut and fill analysis to determine quantity of material to

be used for final grading on site. Additionally, the design must incorporate a tier 2 feature

element to be eligible for funding. Additional materials from the current 9050 submission can be

III. SCOPE OF WORK

The following scope of services assumes that the consultant will identify all options and

evaluate the options as described below.

All electronic files, supporting data, GIS layers and documents generated by the retained

consultant in the performance of this contract shall become the property of the Town of

Shelburne. The consultant may retain copies of the files and documents as well.

Step 1: Engineering Report

The report will include an analysis of what has been currently designed for stormwater

treatment on the sites. A determination of what additional needs are required to meet the

Town FRP goals and site goals. It should be noted that Maeck Farm will need

professional surveying to confirm exact elevations, property boundaries, and support

easement establishment.

Step 2: Engineering Design

Following the Engineering Feasibility Analysis, the engineer will develop engineering

plans for the requested improvements for each site.

Deliverables: Final Design Plans & Specifications

o Include final conditions HydroCAD model

o Include final cost estimates

o Include any necessary permits

All deliverables will be prepared as standalone documents for each project. Deliverables

are not to combine similar plans/reports for multiple projects into the same document. All

electronic files, surveys, AutoCAD data, GIS layers, soil testing reports, supporting data

and documents generated by the retained consultant in the performance of this contract

shall become the property of the Town. The consultant may retain copies of the files and

documents as well.

Landowner Coordination

The Town will take the lead role in landowner coordination and act as the primary

contact point for property owners. Consultants may be requested to prepare materials for

meetings, including handouts and slides, and may be requested to attend meetings to

review plans with property owners and discuss updates to the project, as necessary.

Permit Review and Submission

The engineer will take the lead role in conducting a thorough analysis to confirm what

permits will be required for the projects. This work includes amending the current Maeck

Farm 9050 permit. Shelburne Meadows may not need an amendment, pending Town

decision on design outcomes. The Town will provide a supporting role in providing the

engineer with any existing permits that are on file with the Town and in coordination

with various permitting agencies. A wetland delineation has occurred for both sites.

Survey

For Maeck Farm, the consultant will either directly conduct or oversee a licensed

surveyor, in order to: research the Shelburne Land Records to obtain a copy of the

subdivision plans; Conduct topographic survey with one foot contour intervals of the

project site; locate existing boundary monuments shown on subdivision plans; obtain

elevations of catch basins and sanitary sewer manholes within project limits; obtain

inverts of all catch basins and sanitary sewer manholes within the project limits; identify

street trees and other significant trees; set benchmarks for contractor to use during

construction; prepare an existing conditions site plan with topographic data tied to the

NAD83 (Vermont State Plane Coordinate System) and NAVD88 Vertical Datum.

Construction Cost Estimate

Provide a cost estimate for each of the proposed stormwater treatment practice projects. It

is understood that engineering cost estimates will change as projects are advanced

through design engineering.

IV. PROPOSAL REQUIREMENTS

Submissions are required to be received by end of day on May 22nd, 2026 via email to Shayne

Geiger at sgeiger@shelburnevt.org and Rachel Tobler at rtobler@shelburnevt.org. Any questions

regarding this RFP or more info on the project sites can be asked at any time prior to the

submission deadline. The Town will share responses to all questions with all consultants that

have been requested to submit proposals. Consultants are requested to indicate their intention to

submit a proposal as soon as possible. Projects will be awarded after proposals have been

received and reviewed.

A. Required Information

The Proposal should include the following:

1. Cover Letter.

2. Scope of Work - A scope of work for the project detailing the consultant’s proposed

approach to the work.

3. Project Organization - Discuss project management structure and identify each

person’s role in the project.

4. Proposed Schedule – The schedule should include completion of work tasks and

deliverables. Both projects need to be completed by August of 2026 to remain

eligible for funding.

5. Cost Proposal – Cost proposals can be submitted per step and as a final total price.

6. Schedule of rates- Rates for principles and engineers for work completed outside of

current scope.

V. BASIS FOR SELECTION

All proposals will be evaluated by a selection committee consisting of Town of Shelburne staff.

Proposals will be reviewed based on a demonstration of overall project understanding and a

demonstrated ability to provide high quality services in a timely manner. Ability to work on

multiple projects will also rank higher on evaluation.

The Town reserves the right to seek clarification of any proposal submitted and to select the

proposal considered to best promote the public interest.

All proposals become the property of the Town of Shelburne upon submission. The cost of

preparing and submitting a proposal is the sole expense of the consultant. The Town reserves the

right to reject any and all proposals received as a result of this solicitation, to negotiate with any

qualified source, to waive any formality and any technicalities or to cancel the RFP in part or in

its entirety if it is in the best interest of the Town. This solicitation of proposals in no way

obligates the Town to award a contract.
