REQUEST FOR PROPOSALSSTORMWATER ENGINEERING DESIGNFOR FRP SITES IN SHELBURNETOWN OF SHELBURNE, VERMONTIssued: April 22nd 2026Deadline for Submission: 5 p.m., May 22nd, 2026P.O. INTRODUCTIONThe Town is issuing this Request for Proposals (RFP) for consultant services to prepareengineering design plans to meet compliance for two Flow Restoration Plan sites in Shelburne.Consultants are being given the opportunity to submit a separate cost proposal for each projectbut are encouraged to bid on both projects. The following sites are project locations:Shelburne Meadows- 6303-9050.3Maeck Farm- 8666-9050.1II. BACKGROUNDThe Town of Shelburne holds an MS4 permit and is leading projects to design andimplementation to meet its FRP and PCP goals. Both sites listed above have issued 3-acre 9050permits, but each have additional work needed before going to construction.Shelburne Meadows Business Park has two gravel wetlands designed to retrofit two undersizedand out of compliance ponds. This design has only accounted for the necessary currentimpervious to be treated. The Town would like to explore the feasibility of maximizing treatmentfor all impervious existing in the park and for future impervious expansions as one site isundeveloped and another is only about half developed. Further design work is needed to redesign the conveyance to the pondfrom a swale to a piped system, per the request of landowners. Additionally, a final grading planto appease host property owners with a cut and fill analysis to determine quantity of material tobe used for final grading on site. Additionally, the design must incorporate a tier 2 featureelement to be eligible for funding. SCOPE OF WORKThe following scope of services assumes that the consultant will identify all options andevaluate the options as described below.All electronic files, supporting data, GIS layers and documents generated by the retainedconsultant in the performance of this contract shall become the property of the Town ofShelburne. The consultant may retain copies of the files and documents as well.Step 1: Engineering ReportThe report will include an analysis of what has been currently designed for stormwatertreatment on the sites. A determination of what additional needs are required to meet theTown FRP goals and site goals. It should be noted that Maeck Farm will needRequest for ProposalsPage 2 of 5professional surveying to confirm exact elevations, property boundaries, and supporteasement establishment.Deliverables: Report and existing site survey for Maeck FarmStep 2: Engineering DesignFollowing the Engineering Feasibility Analysis, the engineer will develop engineeringplans for the requested improvements for each site.Deliverables: Final Design Plans & Specificationso Include final conditions HydroCAD modelo Include final cost estimateso Include any necessary permitsAll deliverables will be prepared as standalone documents for each project. Deliverablesare not to combine similar plans/reports for multiple projects into the same document. Allelectronic files, surveys, AutoCAD data, GIS layers, soil testing reports, supporting dataand documents generated by the retained consultant in the performance of this contractshall become the property of the Town. The consultant may retain copies of the files anddocuments as well.Landowner CoordinationThe Town will take the lead role in landowner coordination and act as the primarycontact point for property owners. Consultants may be requested to prepare materials formeetings, including handouts and slides, and may be requested to attend meetings toreview plans with property owners and discuss updates to the project, as necessary.Permit Review and SubmissionThe engineer will take the lead role in conducting a thorough analysis to confirm whatpermits will be required for the projects. This work includes amending the current MaeckFarm 9050 permit. Shelburne Meadows may not need an amendment, pending Towndecision on design outcomes. The Town will provide a supporting role in providing theengineer with any existing permits that are on file with the Town and in coordinationwith various permitting agencies. A wetland delineation has occurred for both sites.SurveyFor Maeck Farm, the consultant will either directly conduct or oversee a licensedsurveyor, in order to: research the Shelburne Land Records to obtain a copy of thesubdivision plans; Conduct topographic survey with one foot contour intervals of theproject site; locate existing boundary monuments shown on subdivision plans; obtainelevations of catch basins and sanitary sewer manholes within project limits; obtaininverts of all catch basins and sanitary sewer manholes within the project limits; identifystreet trees and other significant trees; set benchmarks for contractor to use duringconstruction; prepare an existing conditions site plan with topographic data tied to theNAD83 (Vermont State Plane Coordinate System) and NAVD88 Vertical Datum.Request for ProposalsPage 3 of 5Construction Cost EstimateProvide a cost estimate for each of the proposed stormwater treatment practice projects. Itis understood that engineering cost estimates will change as projects are advancedthrough design engineering.IV. PROPOSAL REQUIREMENTSSubmissions are required to be received by end of day on May 22nd, 2026 via email to ShayneGeiger at sgeiger@shelburnevt.org and Rachel Tobler at rtobler@shelburnevt.org. Any questionsregarding this RFP or more info on the project sites can be asked at any time prior to thesubmission deadline. The Town will share responses to all questions with all consultants thathave been requested to submit proposals. Consultants are requested to indicate their intention tosubmit a proposal as soon as possible. Projects will be awarded after proposals have beenreceived and reviewed.A. Required InformationThe Proposal should include the following:1. Cover Letter.2. Scope of Work - A scope of work for the project detailing the consultant’s proposedapproach to the work.3. Project Organization - Discuss project management structure and identify eachperson’s role in the project.4. Proposed Schedule – The schedule should include completion of work tasks anddeliverables. Both projects need to be completed by August of 2026 to remaineligible for funding.5. Cost Proposal – Cost proposals can be submitted per step and as a final total price.6. Schedule of rates- Rates for principles and engineers for work completed outside ofcurrent scope.V. BASIS FOR SELECTIONAll proposals will be evaluated by a selection committee consisting of Town of Shelburne staff.Proposals will be reviewed based on a demonstration of overall project understanding and ademonstrated ability to provide high quality services in a timely manner. Ability to work onmultiple projects will also rank higher on evaluation.The Town reserves the right to seek clarification of any proposal submitted and to select theproposal considered to best promote the public interest.All proposals become the property of the Town of Shelburne upon submission. The cost ofpreparing and submitting a proposal is the sole expense of the consultant. The Town reserves theright to reject any and all proposals received as a result of this solicitation, to negotiate with anyqualified source, to waive any formality and any technicalities or to cancel the RFP in part or inRequest for ProposalsPage 4 of 5its entirety if it is in the best interest of the Town.
