Introduction and BackgroundThe Capital Area Transit System, commonly referred to as CATS, provides bus service toresidents of and visitors to Baton Rouge, Louisiana. CATS currently operates 20 Paratransitvehicles and 6 Microtransit vehicles helping people get to the places where they live, work and forother important necessities.Federal Funding Award AssistanceAny contract awarded or to be awarded hereunder may be contingent upon a financial assistancecontract between CATS and the US Department of Transportation (USDOT) and the FederalTransit Administration (FTA). It is contemplated that this project maybe funded in part with FTAfunding; therefore, Proposers must agree to comply with any and all provisions and regulationsrelative to that financial assistance contract(s).B. GoalsIn this RFP, CATS is not necessarily seeking the lowest price. Evaluations will be conductedbased on a combination of expertise, production and price that is the most advantageous to CATS.For all of these reasons, this RFP requires Proposers to demonstrate their experience andexpertise, to describe in detail the product and service they propose to deliver and to state howmuch the product and service will cost.The DBE Participation Goal for CATS is 10% (ten percent); all minority businesses areencouraged to participate.Bidders are encouraged to utilize the services of minority and DBE-owned banks, and otherfinancial institutions, when such institutions are available. Information about such institutionsowned and controlled by economically and socially disadvantaged individuals can be requestedfrom the DBE liaison officer: Thomas Cating, Interim DBE Liaison Officer, phone: (225) 346-3267or email to: tcating@brcats.com.It is the policy of CATS that disadvantaged business enterprises (DBEs) shall have equalopportunity to participate in the performance of this contract.
