Contractors who are interested in this project a scheduled site visit on October 29th at 10am.prior to submitting a bid. Sealed bids must be received on or before November 26th 2025 by 2pm. Theyshall be addressed and marked as follows.CED DepartmentAttn: Jeff Laxton1528 3rd AvenueRock Island, IL 61201ENCLOSED: Central Fire Station ADA Bathroom BidBids may be mailed or delivered in person. Late bids shall not be opened. All sealed bids shall be openedon 11/26/2025 by 2pm. at City Hall in the CED Department offices. Contractors who have submittedbids may attend but are not required to do so. A bid tabulation shall be posted online afterward. Allquestions shall be directed to the Construction Officer at 309-732-2906.Scope of WorkThe bidder shall submit a project plan using the design standards below that is in compliancewith all applicable The City of Rock Island, EPA, and State of Illinois regulations as well as alllocal building and zoning codes. The plan must include a clear project timeline and budget withline item costs. The contractor shall act as the general contractor for the project usingsubcontractors as required. Subcontractors that will be required should be clearly identified inthe project plan.This project will entail• Electrical.• Plumbing.• HVAC.• Demolition.• Light Framing.• Drywall.• Millwork.• Painting.• Acoustic ceiling rework.• All material must be removed upon completion.• Permit is required before work begins.• Final cleaning of the work area.Additional SpecificationsIn the storage area a light and a switch will need to be installed. One GFCIreceptacle located in the storage room. The storage room existing floor should beprotected during construction, the plan is to use the floor tile for then finish product.Lighting in the Restroom shall be motion censored. Mechanical ventilation shouldcome on and off automatically with the lighting. This mechanical vent will need to beterminated to the exterior. The water closet shall be automated flush. The lavatoryfaucet shall be automated. The hand dryer shall be automated. The restroom floorwill need to be removed and replaced with commercial tile including installing a tilebaseboard. Drywall needs to be green board or equivalent board for moisture. Thepaint finish needs be durable, resist water penetration, and able to be cleaned without caulking or leaving marks. Modifications will need to be made to the waistlines inthe basement under the restroom. Modification’s will need to be made to the ventplumbing lines bring to code compliance. Material and labor shall be figured for acompleted project. Change orders shall be issued for situation’s that arise during theconstruction once approved by all the Parties. Change orders will not be approvedfor items forgotten or overlooked by the bidding contractor. IBC 2021, IL ADA 2018,IL plumbing 2021, are the code cyclesAlternative specifications shall be considered only if they are clearly justified, cost effective, andmeet all project objectives. The contractor shall have 90 days to complete the work from thedate of contract signing. Change work orders over the course of the project are stronglydiscouraged.Bidder Qualifications & Requirements1. Bidders must be currently licensed with the Illinois Secretary of State, bonded, andinsured.2. Bidders must have or be able to obtain all applicable licenses and permits in additionto meeting all local, state, and federal requirements to perform requested work.3. Bidders must have and provide proof of General Liability, Vehicle, and WorkersCompensation Insurances and name the City of Rock Island as a Certificate Holder.4. Bidders must own or be able to rent sufficient equipment to complete the work.5. Bid Bond of 10% is required at the time of the bid opening for any summitted Bids.6. Contractor maybe required to supply additional plans or stamped drawings for a planreview. Which maybe need to obtain a building permit.Prevailing Wage RatesBidders must adhere to Federal Davis Bacon prevailing wage rates as shown in the attachedGeneral Wage Decision. It is the policy of The City of Rock Island that all Rehabilitation Housingprojects will use commercial wage rates, not residential wage rates. Bidders must complete theattached “Project Wage Rate Sheet” and include it with their bid. It must clearly identify thewage and fringe benefits of each worker with their job classification. Owner-operators are notexempt and must pay themselves prevailing wage rates. HUD Form 4010, “Labor StandardsProvisions,” is also attached and provides additional guidance. Finally, a sample certified payrollform is attached for reference. HUD Form WH-1321 must be visible posted on-site of the projectbefore work begins. Apprentice certification from the DOL required for all apprentices.Section Three RequirementsThe contractor, subcontractors, and truckers rendering services under this contract shall complywith the provisions of Section 3 of the HUD Act of 1968, the regulations set forth in 24 CFR 135,and all applicable rules and orders issued hereunder prior to the execution of this contract.Section 3 requires that to the greatest extent feasible opportunities for training and employmentbe given to low- and very low-income residents of the project area and contracts for work inconnection with the project be awarded to business concerns that provide economicopportunities for low- and very low-income persons residing in the metropolitan area in whichthe project is located. Opportunities for training and employment arising in connection with ahousing rehabilitation or other public construction project shall be given to low- and very low-income persons residing within the metropolitan area in which the CDBG-funded project islocated; where feasible, priority should be given to low- and very low-income persons within theservice area of the project or the neighborhood in which the project is located, and to low- andvery low-income participants in other HUD programs; and award contracts for work undertakenin connection with a housing rehabilitation (including reduction and abatement of lead-basedpaint hazards), housing construction, or other public construction project are given to businessconcerns that provide economic opportunities for low-and very low-income persons residingwithin the metropolitan area. Where feasible, priority should be given to business concernswhich provide economic opportunities to low-and very low-income residents within the servicearea or the neighborhood in which the project is located, and to low- and very low-incomeparticipants in other HUD programs.Preparation of BidEach bid must be submitted on paper and delivered in a sealed envelope. Said envelope shallbe clearly labeled with “ENCLOSED: Central Fire Station ADA Bathroom.” The bid mustclearly address all requirements as described above. The cost of the work must be separatedinto line items with individual costs in addition to providing a total project cost. Labor costs andmaterial costs must be clearly delineated. The company name, federal tax ID number, Uniqueentity number, contact person, email, phone number, and a date with signature are all requiredas well. A Bid bond of 10% is required to be submitted with the sealed bids.Awarding ContractsThe lowest bid shall not automatically guarantee that a contractor will get the work they bid on.Bids shall be reviewed for pricing, experience, previous work history, references, StateLicenses, State Registration, insurances, bonds, subcontractors, equipment owned, equipmentrented, operator experience, and financial stability. The City at its sole discretion shall decideafter a review which contractor, if any, is responsive to the invitation to bid. All bidding andaward procedures undertaken by the City in regard to this project shall be consistent with theCity’s adopted procurement procedures.Submitted bid prices shall remain valid for 60 days after bid opening.Bidder ResponsibilityBidders shall keep the bidding process confidential.
