Description: The Town of Brewster, by and through the Town Manager (the “Town”), is seeking proposals from persons/firms to lease and operate restaurant facilities at the Town-owned Captains Golf Course. Qualified persons or firms are requested to submit proposals to the Brewster Town Manager at Brewster Town Hall, 2198 Main Street, Brewster, MA no later than 12:00 PM on Wednesday October 14, 2026. The Town reserves the right to reject any or all proposals or to cancel this Request for Proposals (“RFP”) if it is in the Town's best interest to do so. The Town has determined that this procurement is subject to the Uniform Procurement Act, G.L. c.30B. Therefore, the provisions of G.L. c.30B are hereby incorporated by reference into this RFP, as are any other provisions of law that are applicable to or are otherwise required to be made part of this RFP. It is the responsibility of proposers to know and be familiar with all such provisions, as such provisions shall, if required by law, supersede any conflicting provisions contained in this RFP. RFP packets will be available for pickup at the offices of the Town Manager, Brewster Town Hall, 2198 Main Street, Brewster, MA 02631 as of Wednesday August 26, 2026 or can be taken out through our website procurement page: https://www.brewster-ma.gov/234/Procurement-Services Proposals shall be received no later than 12:00PM on Wednesday October 14, 2026 in the Office of the Town Manager, Brewster Town Hall, 2198 Main Street, Brewster, Massachusetts 02631. The most advantageous proposal from a responsive and responsible Food Service Operator, taking into consideration all evaluation criteria set forth in the solicitation will be selected. The sealed "price" proposal and "non-price" proposal must be enclosed in separate, clearly marked envelopes, and both such envelopes must then be enclosed in a single larger envelope, clearly marked on the outside: “Proposal for Captains Golf Course Restaurant Facility”. Questions may be referred to the Assistant Town Manager, Donna J. Proposals must be submitted no later than 12:00 PM, on October 14, 2026 to the Town Manager, Brewster Town Hall, 2198 Main Street, Brewster, MA. at which time the proposals will be recorded in the presence of one or more witnesses. The Town reserves the right to reject any proposals if the Town deems it to be in the best interest of the Town to do so, and to award a contract to the next most advantageous responsive, responsible, qualified proposer. The Town reserves the right to reject all proposals and award the contract to no one. The Town reserves the right to waive any minor informalities or omissions and may request proposers to provide supplementary information to assist the evaluation committee.
