The Hopkins Housing and Redevelopment Authority seeks Statements of Qualifications from licensed Architectural and Engineering firms for the rehabilitation of Dow Towers, a 76-unit publicly owned residential building in Hopkins, MN.

Funded by Minnesota Housing's 2024 POHP General Obligation Bond program, the project covers full A/E services from pre-design through construction administration, including health/life-safety and ADA upgrades, with a construction loan closing deadline of April 28, 2027.

This procurement uses Qualifications-Based Selection per HRA Policy §5.4.6. MBE/WBE and Section 3 firms are encouraged to apply.
