Allegheny County Sanitary Authority (ALCOSAN)REQUEST FOR QUALIFICATIONSforPROFESSIONAL SERVICESALLEGHENY RIVER TUNNEL CONSTRUCTION MANAGEMENTCapital Project No. S-490February 18, 20261.0 INTRODUCTIONThe Allegheny County Sanitary Authority (“ALCOSAN”) is soliciting Letters of Interest andStatements of Qualifications (collectively, “Submittals”) from Construction Management orEngineering firms interested in providing Professional Services for Construction Management(CM) for the Allegheny River Tunnel (ART) project. The selected firm will provide services asoutlined in this Request for Qualifications.This document is intended to assist firms in preparing their Submittals for this project.All Submittals that fail to conform to requirements set forth herein will not beconsidered by ALCOSAN.The ART project currently includes the following construction contract packages:• ART Contract, which includes:o ART tunnelo A-22 drop shaft, adit and near surface facilities and A-23 near surface facilities –including an active control gate buildingo A-29 and A-29Z drop shaft, adit connection and near surface facilitieso A-41 drop shaft, adit connection and near surface facilities including an off-site gritfacility – including an active control gate buildingo A-42 drop shaft and near surface facilities – including an active control gate buildingo A-60 drop shaft, adit connection and near surface facilities – including an active controlgate buildingo A-62 drop shaft, adit connection and near surface facilitieso A-64 drop shaft, adit connection and near surface facilities and A65 near surfacefacilitieso A-67 drop shaft, adit connection and near surface facilitieso A-68 drop shaft, adit connection and near surface facilitieso A-69 drop shaft, and near surface facilitieso A-70 drop shaft, and near surface facilitieso A-71 drop shaft, and near surface facilitieso A-72 drop shaft, tunnel relief outfall and near surface facilitiesMore specifically, the physical scope will include, but not be limited to the following:approximately 6.2 miles of 18-foot finished diameter tunnel at depth ranging from 100 to350 feet; connecting to the Ohio River Tunnel at the AS1 site near the Veterans’ Bridge –1to be constructed using tunnel boring machine technique; drop shafts ranging from 20 to 40feet in diameter and from 100 and 180 feet in depth; over 5,000 linear feet (LF) of aditsranging from seven to 14 feet in diameter; new regulators; over 5,000 LF of sewer rangingfrom 12 to 84 inches in diameter; one relocated outfall at A-72 and two modified outfalls atA-22/A-23; and four active control gate buildings.• Upper Allegheny Consolidation Sewer (UACS) Contract, which includes a consolidationsewer between A-72 and A-78, and near surface facilities at A-73, A-74, A-75, A-76, A-77,and A-78. The consolidation sewer will connect to the ART at A-72.More specifically, the physical scope will include, but not be limited to the following:approximately 1.3 miles of new consolidation sewer ranging from 60 to 72 inches to beinstalled using microtunneling at depth ranging from 20 to 55 feet; eight construction shaftswith seven finished manholes; five new regulators; over 900 LF of 18- to 42-inch sewerand associated manholes; two outfall modifications and one elimination.Additional early works construction contract packages (pre-tunnel construction) may be addedto the project scope and the scope of Construction Management as determined necessary byALCOSAN. These projects may include above and below ground structure demolition, utilityrelocation, and other sitework in preparation for tunnel construction.Facilities associated with the ART Contract and UACS Contract are currently at 30% designand 70% design milestones, respectively. The starting point of the designs was the ARTPreliminary Basis of Design Report (PBODR). A map of the ART project illustrating majorchanges to the PBODR as of January 2024 is included in Appendix A. Additional changes arebeing made as part of the ART 30% design and UACS 70% design that are not reflected on themap. Appendix B includes a more detailed UACS map based on the 70% design. The mapdoes reflect the additional changes associated with UACS as of January 2026. Changes to theART made as part of the ART 30% design and additional technical information about bothContracts will be made available to shortlisted firms as part of the Request for Proposals phase.The selected firm will provide CM services for the entire ART project, i.e., for all Contractpackages mentioned above. The ART Construction Manager (CM) will provide traditional CMtype services including, but not limited to, constructability and biddability reviews, andresident inspection and construction administration for these contract packages.The ART CM will be a part of a team of consulting firms to implement the ART project.ALCOSAN has hired CDM Smith as the Clean Water Program Director, Jacobs as the TunnelProgram Manager Consultant (TPMC), WSP as the ART Final Design Consultant (FDC) andDLZ as the UACS FDC. These consultants are working together with ALCOSAN tosuccessfully deliver the ART project and overall regional tunnel system.In addition, to maintain objective third-party views, the ART CM Prime Consultant will beprecluded from bidding either as a Prime or a Subconsultant on any of the ART or UACSconstruction packages. Subconsultants may bid on certain procurements, dependent upon thescope of work.22.0 COMMUNICATIONS REGARDING THE REQUEST FOR QUALIFICATIONSQuestions and requests for clarification regarding this Request for Qualifications (“RFQ”)must be directed, in writing, to:Tawanda StampsDirector of ProcurementAllegheny County Sanitary Authority3300 Preble AvenuePittsburgh, PA 15233-1092Email: procurement@alcosan.orgPlease do not contact other ALCOSAN employees regarding this procurement; thismay result in your submittal being rejected. ALCOSAN will provide,in writing, any clarifications, changes and/or other information deemed to be necessary asaddenda to this RFQ. ALCOSAN cannot guarantee responses to any questions receivedafter 2:00 p.m. March 31, 2026.An informational meeting will be held via Microsoft Teams on March 2, 2026, at 9:00a.m. (EST). All parties interested in attending the informational meeting shall notify theProcurement Department (procurement@alcosan.org). Once notifications are compiled,ALCOSAN will email a Microsoft Teams meeting invite to participants. This meeting isnot mandatory, but all interested parties are strongly encouraged to attend.Responses to all general questions and requests for clarification will be posted onALCOSAN’s website. ALCOSAN will provide, in writing, any clarifications, changesand/or other information deemed to be necessary as addenda to this Request forQualification (RFQ). ALCOSAN will not provide responses to any questions received afterseven (7) days prior to the submittal date.3.0 OBJECTIVEALCOSAN proposes to retain a highly qualified Construction Management or Engineering firmsto provide the services described herein. Firms and team members with significant experiencedelivering projects with similar characteristics will be given prime consideration for this project.Those firms that participate in this RFQ process will be referred to as “Proposers.” “Proposer”and its Subconsultants shall be referred to collectively as the “Team.” The successful firm shallbe referred to as the “Allegheny River Tunnel Construction Manager”.The specific objectives of this project are as follows:• Review and comment on ART and UACS FDCs’ design products with focus onconstructability, construction schedule, construction cost, and biddability.• Provide bidding assistance• Provide construction contract administrative support• Provide resident inspection3• Review the ART and UACS Critical Path Method Project Schedules.Coordinate review of Contractor’s schedule submissions and integration intothe overall Tunnel Program schedule by the TPMC and update Critical PathMethod Project Schedules.• Coordinate and document start-up and commissioning activities.The Firms and proposed personnel must, as a team, be able to demonstrate constructionmanagement / resident engineering experience on projects with the following keytechnical elements:• Early Works projects, including above and below ground structure demolition,utility relocation, and electrical site work• Tunnels constructed in varying rock conditions below ground water• Conventional tunnel excavation (drill and blast)• Working in gassy subterranean environments• Tunnel excavation by pressurized face tunnelling methods• One-pass precast bolted gasketed segmental concrete lining systems• Mined adit connections• Large diameter deep shaft construction in soils and rock.• Microtunneling and pipe jacking• Tunnel and near surface facility excavation dewatering methods• Complex geometry of hydraulic diversion structure construction• Live sewer flow diversion work• Mechanical, electrical and control systems installation and testing• Odor control facility construction• Environmental/permit compliance (including but not limited to noise, dust,particulates, traffic, muck handling and disposal, contaminated materialshandling and disposal, construction along rivers, erosion, and sedimentationcontrols)• Tunnel safety management• Heavy construction health, safety, environment, and welfare (HSEW)• Underground risk management, including administration of GeotechnicalBaseline Report and Differing Site Conditions• Information and collaborating with a Dispute Resolution Board (DRB)44.0 SCOPE OF SERVICESProject Name:No:Location (subject to change):Schedule (subject to change):ART Construction ManagementCapital Project No. S-490Various locations(see maps included at the end of the RFQ)ART Design 2025-2028ART Bidding Q4 2028-Q1 2029ART Construction/Place into Operation 2029-2035UACS Design 2023-2027UACS Bidding Q1 2027-Q2 2027UACS Construction/Place into Operation 2027-2030A. Preconstruction PhasePreparation of a Project specific CM Implementation Plan to identify how the selected firmwill organize its staff and establish procedures to monitor and manage the work in meetingthe cost, schedule, safety, and quality objectives for the project.The CM will review design work products, released by the ART and UACS FDCs, forconstructability including the 60%, 90% design packages and review the 100% documents forbiddability. Each of the submittals will include a cost estimate. The CM will be required toreview the estimates in coordination with the TPMC.The CM will perform a biddability review to ensure that the Contract Documents are ready forbid and construction purposes. The documents will be reviewed to identify problem areas,means of expediting the construction and administration of the project, and to avoid potentialclaims and delays. Special attention must be given to the different prime contracts. CM shallverify that all responsibility for work is clearly defined. It must also verify that workresponsibility is not duplicated. CM shall survey the existing labor and contractor markets toassess availability for ALCOSAN projects. CM will provide input into how the sequencing andscheduling of projects may need to be adjusted to maximize participation by potentialconstruction bidders.B. Bidding AssistanceThe CM will provide services during the bidding periods. For each project, all requests forclarifications or substitutions will be initially directed to the CM who will then obtain inputfrom ALCOSAN and the ART and UACS FDCs and/or the TPMC, as necessary. The needfor addenda will be determined by the ART and UACS FDCs with input from ALCOSANand the TPMC. The CM will attend all pre-bid meetings along with ALCOSAN. Themeetings will be arranged and conducted by ALCOSAN. The CM will also prepare minutesof the meetings and distribute them to all attendees.5
