The City of Crossville may award a bid to a bidder whocannot make the certification, on a case-by-case basis, if:(1) The investment activities in Iran were made before July 1, 2016, the investment activities inIran have not been expanded or renewed on or after July 1, 2016, and the person hasadopted, publicized, and is implementing a formal plan to cease the investment activities inIran and to refrain from engaging in any new investments in Iran; or(2) The City of Crossville makes a determination that the goods or services are necessary for theCity of Crossville to perform its functions and that, absent such an exemption, the politicalsubdivision will be unable to obtain the goods or services for which the contract is offered.Such determination shall be made in writing and shall be a public document.CROSSVILLE WATER RESOURCES DEPARTMENT PUMP AND MOTOR REPAIRSERVICES SPECIFICATIONS AND ADDITIONAL QUESTIONS1.00 GENERALThe minimum requirements and the specification for the purchase, as well as certain requests forinformation to be provided by Vendor as part of its bid, are set forth below.2.00 PROJECT OVERVIEW AND SCOPE OF WORKTHE SCOPE OF WORK SHALL CONSIST OF THE FOLLOWING:(a) Removing/re-installing pumps, motors, etc.(b) Repairing/rebuilding pumps(c) Repairing/rewinding motors(d) Transport to the vendor shop and return delivery to the installation site.(e) Other repairs, maintenance, or tasks deemed necessary by City staff.(f) All applicable inspections must be completed prior to delivery of repaired equipment.(g) Detailed quote for repairs provided within 1 (one) week of receipt of the pump/motor.(h) Repairs to be completed within 1 (one) week of procurement of materials needed to affectnecessary repairs. Additional time must be coordinated with City staff.(i) New Power and control cables added with every repair, if applicable.(j) All repair services shall be, unless otherwise stated in the purchase order, in accordance withthe methods and procedures of the manufacturer’s operational maintenance and repairmanuals.(k) Vendor shall provide a list of manufacturers for which vendor is a dedicated regional source.(l) Warranty for services performed shall be guaranteed by Service Provider for a period of noless than six (6) calendar months against defects in material and workmanship, from the dateof receipt and acceptance of repaired unit.(m)The service provider shall furnish all labor, materials, equipment, tools, services, supervision,and incidentals required to complete the work as directed by City staff and specified herein.3.0Minimum Qualifications:3.1) Vendors: shall have a minimum of five (5) years of qualified repair experience on the listedtypes of equipment. Vendors must be licensed and bonded. Preference given to vendors that arecertified by the manufacturer for specific pumps/ motors providing continuation of manufacturerwarranty. A list of three (3) references for each proposed Vendor must be included with theProposal.3.2) Personnel and Equipment:a) Vendors shall have access to a service facility fully equipped to repair, rewind, overhaul,and fabricate parts as required for the size and type of equipment bid. The City reserves theright to make on-site inspection of such Vendor facilities (with a 24-hour minimum notice) atits discretion. Vendor shall respond promptly to City questions regarding facility and staffingcapabilities to perform in accordance with this contract.b) The facilities must be equipped with personnel and equipment necessary to performelectromechanical repairs/rewinding to electric motors per the established guidelines in EASAAR100-2006, Recommended Practice for the Repair of Rotating Electrical Apparatus.
