Introduction
The City of Wheaton is accepting competitive sealed bids from certified and experienced contractors, licensed
by the State of Illinois, to perform testing, inspection, and repair services for City Well #12.
Contractor Qualifications
The successful Contractor must have a minimum of 10 years of experience with well repairs. References must
demonstrate a minimum of 10 years of service.
Background
City Well #12 is a submersible pump located 300 feet north of the water tower adjacent to the DuPage County
Fairgrounds at 1955 Manchester Rd. in Wheaton, Illinois. It is accessible from Manchester Rd. The well is
located inside a small well house that is surrounded by an asphalt lot.
The pump was last worked on in January 2021. After repairs, the pump was yielding 1,550 GPM through a 4-1/2
inch fire hydrant nozzle with a discharge pressure of 60 psi. The pumping water level was 62 feet. The amp
readings were 182-186-186. Meg readings were 4,000+ megohms on the motor alone, and 580 megohms when
fully installed.
During routine testing in October, the well motor shut down. Preliminary testing by the City Electrician showed
500 ohms to ground on all three phases.
Well #12:
The well was drilled to a depth of 350 feet in 1990.
The existing pump setting is 150 ft.
The pump is a Goulds Model 12WAHC, 1 stage, 8” vertical turbine pump
The motor is a CentriPro Model 8F1504, 150 HP, 3,450 RPM, 3-phase, 60 cycle, 460 volt, 8”
submersible motor, installed new in January 2021.
The 600-volt submersible cable is size No. 4, 160 ft. in length.
Column pipe is 150 feet of 10-inch Schedule 40 pipe, threaded and coupled. 100 ft. of the column pipe
was new when installed in January 2021.
The air line is 1/4” plastic, 147 feet in length.
Well #12 Data (January 2021):
The pumping water level was 62 ft. with 18 ft. of drawdown.
The well was pumping 1,550 GPM through a 4-1/2 inch fire hydrant nozzle.
The discharge pressure was 60 PSI.
The amp readings were 182-186-186.
Well #12 Data (September 2025):
The pumping water level is 68 feet with 22 ft. of drawdown.
The well is pumping 1,800 GPM through a 4-1/2 inch fire hydrant nozzle.

The discharge pressure is 40 PSI.
The pump has run 62 hours since the last repair in 2021.
Scope of Services
The scope of this repair is to:
1. remove the existing pump, motor, column pipe, and related equipment
2. perform a complete inspection,
3. repair or replace deteriorated components,
4. reinstall and test the pump.
The intent of the project is to inspect, repair, and reinstall the pump to meet the requirements of 1,750 GPM at
240 ft. of TDH.
The Contractor shall provide all labor, material, equipment, and services necessary for the proper execution of
the pump work.
The contractor shall perform Meg checks prior to the start of pulling, and during the reinstallation,
recording all results.
The column pipe sections shall be sorted in an orderly manner. A thread protector shall be used on all
exposed threads during handling.
The Contractor shall dismantle the pump bowl for visual inspection. If necessary, the bowl shall be taken
into the Contractor’s yard for micrometer checks.
As necessary, all parts and components shall be cleaned by sandblasting and prepared for inspection.
All sandblasting shall be done at the Contractor's facility.
All removed equipment shall be inspected and an inspection report provided to the City Water
Superintendent. The Contractor and City shall determine whether the equipment shall be refurbished or
replaced after the inspection report is provided to the City.
Pipe that is determined to be suitable for reuse and all new column pipe components shall be primed
and finish coated with NSF 61 epoxy coating, such as Tnemec N140 Pota-Pox Plus epoxy or approved
equal.
The well shall be equipped with 1/4-inch polyethylene (PE) tubing and necessary fittings to extend from
the ground surface to the top of the bowl assembly.
The well and equipment setting shall be sealed and vented in accordance with State of Illinois Standards.
Prior to starting the work
All electrical connections shall be dismantled as needed by the Contractor.
Well Equipment Installation
Prior to reinstalling equipment into the well, the contractor must disinfect all equipment and column pipe inside
and out with a chlorine solution to ensure disinfection of equipment. Following all necessary repairs and
modifications, the new pump shall be reinstalled to a setting depth as specified.
The tentative pump setting for Well #12 will be 150 ft.
Pumping equipment shall be reinstalled with new air line.
The pump, motor, and column pipe shall be re-installed.

All wrench marks and any other exposed pipe shall be touched up with a protective epoxy coating as the
column pipe is being installed.
The Contractor will re-connect all electrical connections.
Testing
Following well installation, the Contractor shall conduct a yield and drawdown test for a minimum of two (2)
hours. The Contractor shall furnish all tools, apparatus, equipment, instruments, and manpower for the test.
Items required shall include but not be limited to:
Adapter to connect to 4 ½ inch National Standard Thread (NST) hydrant for the purpose of test pumping.
Flow measuring device may be an accurate totalizing meter and stopwatch, calibrated orifice with
water monometer, venturi meter, or another suitable instrument.
The City will collect water samples for coliform testing.
Project Documentation
The Contractor shall submit to the City an operation and maintenance manual: one (1) electronic and two (2)
paper copies individually bound prior to final payment. The manuals will contain, at a minimum:
An outline of all repairs and maintenance work performed, chemical treatments, and the date all work
was performed on the well.
Manufacturer name, model numbers, and locations of pump, motor, column pipe, air line and other
installed equipment.
Pumping capacity test reports will include at a minimum: time & date, well pumping capacities, GPM,
static level, pumping level, drawdown, discharge pressure, pump efficiency curves, electrical amps, and
remarks as needed.
Warranty Documentation
Protecting Well
The Contractor shall take adequate precautions to prevent any debris or foreign material from falling into the
well. At all times during the project, the Contractor shall tightly seal the top of the well casing with an approved
manner when the Contractor is not at the well site.
Storage of Materials and Equipment
At no time shall the Contractor store material and equipment in areas other than those specified by the Project
Manager. All damages due to the negligence of the Contractor shall be restored by the Contractor at their own
expense.
The Contractor shall maintain, during the entire construction period, barricades and warning lights at all material
storage areas and around construction equipment if located near traffic areas. The cost to comply with the
terms of this requirement shall be included in the unit price of the contract.
Warranty
Submittals shall include a statement of warranties on the materials furnished and the labor provided.

Contractor agrees to install and test equipment and meet manufacturer’s specifications.
Contractor agrees to repair or replace materials and equipment that fail within specified warranty
period.
Contractor will supply City Staff with manufacturer’s warranty and all associated product manuals.
Safety
In accordance with generally accepted construction practices, the Contractor will be solely and completely
responsible for conditions of the job site, including safety of all persons and property during performance of the
work.
Worksite Maintenance and Cleanup
The Contractor will be responsible for cleanup of debris accumulated at the site due to the work performed.
Working Hours
The Contractor shall perform all scheduled work required by this agreement during the normal business hours
of 7:00 am – 5:00 pm, Monday – Friday. Any exception shall be approved by the Project Manager.
Compensation
The work shall be on a time and material basis. This work falls under the Illinois Prevailing Wage Act 820 ILCS.
Bidders shall list both the unit price and total price for all items on the included Cost Proposal form.
Invoicing
Invoices, liens, and certified payroll must be submitted to the Project Manager.
