Category: Request for Qualifications/Proposals Status: Open Description: The Douglas County Board of County Commissioners (the County) solicits Request for Qualification
(RFQ) from consulting firms (the “Consultant”) with expertise in environmental permitting/biological
review and cultural/historical review for state and federally funded projects. The County is seeking a
qualified consultant to perform the work in a timely and professional manner.
The Road J.5 NW – Road 6 NW to Road 8 NW project work includes grading, excavation, fill, paving,
guardrail, and other associated safety features. Total ground disturbing activities will be approximately
30 acres. The project area consists of existing road, active dryland agriculture, an ephemeral drainage,
and rural scrub land. The majority of adjacent land is comprised of dryland agriculture.
The project will be funded through the County Road Administration Board (CRAB) Rural Arterial
Program (RAP) and local matching sources with road design held to standards for federally funded
projects. Permitting will be held to applicable local, state, and federal laws and regulations.

Proposals will be received at Douglas CountyPublic Services Building, 140 19th Street NW, East Wenatchee, WA 98802, on Tuesday, March10, 2026, or before 4:00 pm Pacific Standard Time.If you wish to be considered for work under this RFQ, you must be a registered consultant on theMRSC of Washington – Shared Small Works and Consultant Roster (www.mrscroster.org).If interested in providing services to Douglas County, submittals shall include the firm name aslisted on the MRSC website and the sealed proposals must be clearly marked on the outside ofthe envelope, "Road J.5 NW – Road 6 NW to Road 8 NW – Environmental Permitting andCultural Historical Review – RFQ”.
