IntroductionThe City of Bangor International Airport requests proposals from qualified firms to provideand install primary and back-up baggage servers in the Transportation SecurityAdministration baggage inspection room.II. General InformationAvailable at the following web address: www.bangormaine.gov/proposals on the City’swebsite. By submitting a response to this solicitation, the Proposer accepts the responsibilityfor downloading, reading, and bidding by the terms and conditions set forth in the City’s“General Information for Vendors.”In your proposal, please specify whether you currently have, or are in the process ofdeveloping, a domestic violence policy. If you do not have such a policy, let us know if youwould like to receive a copy of the City of Bangor's policy as a reference.III. SubmissionFor consideration, submit the proposal Bid Form (page 5) electronically or in an envelope viasubmission methods listed below. The envelope or subject line must be clearly marked as"Proposal No. P26-21 Airport Baggage Server Upgrade."Submissions must be received by 2:00 P.M. on Wednesday, January 7, 2026.Submission of documents can be completed by:A. Proposals will be publicly opened at the time stated above in the PaulBunyan Room (first floor near the side elevator), 73 Harlow Street, Bangor, Maine.A tabulation of all received proposals will be posted on the City's website as soon as possibleafter the opening date. Visit www.bangormaine.gov/bids for results. The "ShowClosed/Awarded/Cancelled Bids" box must be checked to see the proposal information.IV. Voluntary Pre-Bid Meeting and QuestionsA voluntary pre-bid meeting and site visit will be held at 10:00 A.M on Wednesday,December 17, 2025 at the Bangor International Airport International Terminal (IAB), 287Godfrey Blvd. Bangor, ME. A site visit will follow the pre-bid meeting. Prospective proposersare encouraged to attend.Any questions must be directed in writing to bids@bangormaine.gov no later than 4:30 P.M.,Friday, December 19, 2025.The City will provide a response by 4:30 P.M. on Friday, December 26, 2025. This responsewill be in the form of an addendum, accessible on the City's website. Notifications will be sentto those who have signed up to receive notifications at www.bangormaine.gov/bids throughNotifyME. Notifications will be sent when new addenda are released.V. Late ProposalsIt is the responsibility of the Proposer(s) to see that their proposals have sufficient time to bereceived by the Purchasing Department before the submittal deadline. Any proposal, portionof a proposal, or requested proposal revision received at the City Purchasing Departmentafter the time and date specified will be returned to the Proposer unopened or, if by electronicsubmission, deleted without being opened.VI. Withdrawal of ProposalsNo Proposer may withdraw their proposal for a period of ninety (90) days from the date ofopening. All proposals shall be subject to acceptance by the City during this period.To withdraw a proposal prior to the opening, the Proposer shall request the withdrawal inwriting. All costs associated with the withdrawal (i.e., mailing fees) will be borne by theProposer.VII. RejectionThe City reserves the right to reject any proposals, waive any informalities or defects inproposals, or accept a higher-cost proposal if it is deemed to be in the best interest of theCity. The City also reserves the right to request clarification of any details from the successfulProposer. The evaluation of proposals and determination of the award will be at the discretionof the City and its judgment shall be final and without right of recourse by any Proposer.P26-21Page 2 of 5Airport Baggage Server UpgradeVIII. Information for ProposersA. Tax Exclusion: All Federal and State taxes must be excluded from the proposal price.Upon request, a tax exemption certificate for the City of Bangor shall be furnished tothe successful Proposer.B. Bid Form and Requirements: The Bid Form (page 5) must be completed and returnedwith the proposal to be considered responsive.C. Required Insurance: Proposers are required to maintain the following insurancepolicies throughout the life of the project and name the City of Bangor as an additionalinsured where applicable and may be required to provide proof:1. Worker’s Compensation Insurance2. Employer’s Liability Insurance3. Comprehensive AutomobileLiability4. Commercial & General LiabilityIX. AwardStatutory$500,000 each accident$500,000 disease – policy unit$500,000 disease – each employee$1,000,000 combined, single limitper accident$1,000,000 combined single limit$2,000,000 aggregateThe bid Award will be based on the following:A. References;B. Cost; andC. AvailabilityX. Scope of Work Phase One: Backup Server ReplacementA. Physical replacement of the Dell desktop computer that is currently running in theTransportation Security Administration baggage inspection room.B. Supply replacement computer and virtual machine disk image from existingmachine.C. Test virtual machine on the network prior to replacement of the physical machine. Thiswill need to be done during off-hours (after midnight) to avoid impacting airlineschedules.D. Install virtual machine software and image on the new computer.E. Configure to start automatically upon boot of the physical machine.F. Replace and test system operation.XI. Scope of Work Phase Two: Primary Server ReplacementA. New industrial panel mounted computer with integrated touchscreen to replace theexisting unit in main control cabinet for the conveyor system.B. One (1) Allen Bradley 6181P-15A3HW71AC industrial touch computer, or compatiblereplacement. Hard disk cloning of existing disk to new replacement computer.P26-21Page 3 of 5Airport Baggage Server UpgradeC. Install and test replacement PC. This will need to be done during off-hours (Aftermidnight) to avoid impacting airline schedules.XII. CompetencyAll bidders should be familiar with and licensed to work on Rockwell Automation software,specifically RS Logix 5000 programming.XII. Security and Identification Badge RequirementsFor any contractor and his/her subcontractors engaged in work within the Airport’s securityfence, the following procedures and rates shall apply:A. ALL personnel requiring access to Airport Property for installation or service shallhave an Airport issued identification badge or be escorted by a badged individual.B.
