SPECIAL INSTRUCTIONS AND SPECIFICATIONSBREAD, ROLLS AND RELATED PRODUCTS, FRESH1. PRODUCT CHARACTERISTICS: Bread – Each loaf should have a firm andtender brown colored crust (except Italian); have a fine and evengrain and impart a pleasing flavor and aroma. Rolls and EnglishMuffins – After cooling, each baked unit should weigh less thanone-half pound. The individual rolls, except English Muffins,should have a firm and tender crust; (except that hard rolls willhave a typical firm crisp crust) have a fine and even grain;impart a pleasing flavor and aroma and be of the weight, sizeshape and variety specified. For English Muffins, the individualroll shall be round and approximately 1” in height, andapproximately 4” in diameter, griddled on top and bottom and theweight, size shape and variety specified. The rolls should have afirm but tender crust, a porous, slightly chewy texture and abland to slightly sour flavor. The delivered product shall not becrushed or damaged. Fresh bread, including individual slices,shall not be more than 48 hours old upon arrival at receivingpoint (except whole wheat and rye, which may not be more than 72hours old). Volume of bread to contribute to a pleasingappearance.2. LABELING: Wrappers shall identify the type of product,ingredients, net weight and name of bakery. Bakery must beregistered with the Pennsylvania Department of Agriculture andmust meet the Department’s standards for bakeries and bakeryproducts. Date and day of production must be clearly marked onlabel or by color-coded tie code (code to be supplied by vendor)on each package.3. PACKAGING: The products shall be packaged in accordance withcommercial practice. The package shall afford adequate protectionagainst deterioration and physical damage during shipment.4. PRODUCT CONDITION AT DELIVERY: Bread, rolls and related productsmust be properly packaged and delivered in clean, sound, standardcartons or trays. Vendor shall indicate if cartons and trays arereturnable and if so, they are to be identified for return tovendor. The returnable containers shall be stored by the usingagency in a location easily accessible to the vendor and shall beremoved by the vendor on or before the next delivery. Productshall maintain freshness for a minimum of 5 days from date ofdelivery.5. QUANTITIES:Quantities listed are estimates only and may beincreased or decreased in accordance with the actual requirementsof the facility. The facility may cancel any quantity of an orderby providing notice at least 5 days prior to a scheduled deliverydate, and will only pay the vendor for products actually acceptedby the Department.4/246. DELIVERY DATES: Delivery must be made on dates as specified incontract. The facility may cancel any quantity of an order byproviding notice at least 15 days prior to a scheduled deliverydate, and will only pay the vendor for products actually acceptedby the Department.7. PAYMENT OF COMMODITIES: Vendor shall indicate at the time ofdelivery any discrepancies between actual net weight or count andthe contracted amount and record the discrepancy on the deliveryslips. Vendor agrees that the Commonwealth will accept and payonly for actual net weight or count determined at the time ofdelivery.
