Request for Proposals (RFP)
This RFP seeks qualified proposals for HOME-ARP Supportive Services program that will serve
qualifying populations to address homelessness and housing instability within the City of Port
Huron.
The City of Port Huron is requesting sealed proposals from qualified proposers to operate a
Supportive Services program as a subrecipient of City of Port Huron.
General Information - The Request for Proposal (RFP) shall be obtained from the Michigan
Inter-governmental Trade Network (MITN) website by BidNet Connect City of Port Huron
HOME-ARP Supportive Services” before January 9, 2026 at 2 pm to: City Clerks Office, City of
Port Huron Municipal Office Center, 100 McMorran Blvd., Port Huron, MI 48060. Proposals will
be publicly opened at the time stated above. Any questions must be directed in writing to
thomasj@porthuron.org no later than January 6, 2026 at 12 pm. The City will issue a response
on or before January 7, 2026 at 12 pm. The response will be in the form of an addendum,
which will be available on MITN. https://www.bidnetdirect.com/mitn. By submitting a response
to this solicitation, the proposer accepts the responsibility for downloading, reading, and
bidding by the terms and conditions set forth. For submissions to be considered, please submit
one copy of the proposal in an envelope clearly marked.
System for Award Management (SAM.gov) - Because this is a federally funded project, all
proposers must register with the System for Award Management which allows you to bid on
government contracts. All proposers can register their entity at: www.sam.gov/content/entity-
registration. Proposals must include a copy of the email confirmation that is sent by SAM once
registration is completed.
Late Proposals – It is the responsibility of the proposer to see that their proposal has sufficient
time to be received by the City Clerks Office before the submittal deadline. Any proposal,
portion of a proposal, or unrequested proposal revision received after the time and date
specified will not be considered.
Withdrawal of Proposals – No proposer may withdraw their proposal for a period of one
hundred twenty (120) days from the date of opening. All proposals shall be subject to
acceptance by the City during this period. To withdraw a proposal prior to the opening, the
proposer shall request the withdrawal in writing. All costs associated with the withdrawal (i.e.,
mailing fees) will be borne by the proposer.

A. INTRODUCTION
The City of Port Huron desires to enter into a written agreement with qualified non-profits who would
act as subrecipients to the City of Port Huron in the operation of Supportive Services programming.
a) Project Scope
The City of Port Huron has adopted a HOME-ARP Supportive Services Policies and Procedures, attached,
which outlines the programmatic requirements of HOME-ARP Supportive Services funds.
The purpose of this Request for Proposal (“RFP”) is to solicit proposals from experienced and established
agencies interested in operating the City of Port Huron's HOME-ARP Supportive Services programming.
Only proposers with demonstrable knowledge and experience in similar services and programs may
apply.
This is a single-step selection process that will be conducted by the City of Port Huron (the “City”) as
outlined in this RFP. After evaluation of responsive submittals, the City intends to make its final selection
for awards. Multiple subrecipients may be chosen.
It is not the intention of the City to receive proposals for program design. Rather, respondents shall limit
their submittals to the information required herein, as well as other relative information regarding
qualifications and experience.
The Agreement will be for a period of one year. An extension may be given for up to an additional year.
b) Overview
The City of Port Huron announces the availability of $199,675.05 for program costs in addition to
$19,862.71 for administrative costs. Award amounts may vary depending on eligible applications
submitted. Be advised that subrecipients may not receive enough administrative funds to cover the
full cost of administering the program. It is recommended that additional funding sources be
identified to support any remaining administrative expenses.
All grant funding will be paid on a monthly reimbursement basis within 30 days of an approved invoice.
Subrecipients’ claims requesting reimbursement for ineligible activities will be denied. No funds will be
disbursed without the execution of a legally binding written agreement that complies with HOME-ARP
requirements.
These funds will be used to provide supportive services to City of Port Huron residents who are eligible
as a “qualifying population” as identified in the attached Notice.
c) Eligible Activities
1) Eligible costs for McKinney-Vento Supportive Services and Homelessness Prevention Supportive
Services: (Refer to the HOME-ARP Supportive Services Policies and Procedures attached for
more details)
If a person is homeless, then the person is eligible to be provided the Supportive Services as
McKinney-Vento Supportive Services for the costs allowable below. If a person is housed and the
Supportive Services are intended to help the program participant regain stability in the program
participant’s current permanent housing or move into other permanent housing to achieve stability

in that housing then the person is eligible for Homelessness Prevention services for the costs
allowable below.
1. Child care: The costs of child care for program participants, including meals and
snacks and comprehensive and coordinated developmental activities.
2. Legal services: The costs of legal services charged by licensed attorneys to address
civil legal barriers that, if left unresolved, would prevent QPs from securing permanent
housing or would likely result in the loss of their existing housing.
3. Outreach services: The costs of activities to engage qualified populations for the
purpose of providing immediate support and intervention, as well as identifying
potential program participants.
4. Transportation: Cost of bus tickets for program participants’ travel on public
transportation to and from medical care, employment, childcare or other services
eligible under Section VI.D.4.c.i. of the Notice CPD-21-10. A one-time payment on
behalf of the program participant needing car repairs or maintenance required to
operate a personal vehicle may also be provided.
5. Case management: Subrecipients may use funds to assess, arrange, coordinate, and
monitor supportive services necessary to meet the individual needs of HOME-ARP
program participants receiving assistance under another eligible category under Section
VI.D.4.c.i. of the Notice CPD-21-10.
6. Credit repair: HOME-ARP funds may be used to provide credit counseling and related
services aimed at improving participants' financial literacy and credit management.
7. Financial assistance costs: To provide rental application fees, security deposits, utility
deposits, utility arrears, moving costs, first month’s rent and rental arrears to QPs.
2) Eligible topics for Housing Counseling:
Housing Counseling services may be provided regardless of whether a person is homeless or
currently housed.
1. Rental Housing Counseling Topics: HUD rental and rent subsidy programs, other federal
state or local assistance, fair housing, rental search assistance, landlord/tenant laws,
lease terms, rent delinquency, and referrals to resources.
2. Homeless Services Topics: Homeless assistance information regarding emergency
shelter, transitional housing, referral to resources.
B. SCOPE OF WORK/SPECIFICATIONS
The scope of work for the selected Subrecipient will include the following:
1. Subrecipient will create budgeting and staffing to undertake the Supportive Service
program.
2. Subrecipient will develop operational procedures and forms and implement the City’s
“Policies and Procedures – HOME-ARP Supportive Services” attached.

3. Subrecipient will assume the role of HOME-ARP Supportive Services program
administrator, run the program as outlined by City of Port Huron, and agree to comply
with all HOME-ARP regulations.
C. MINIMUM REQUIREMENTS of PROPOSER
All proposals will be evaluated based on the following criteria. Please ensure each of these items are
addressed in the proposal. Proposers are encouraged to include qualitative and quantitative data, as
well as letters of support in their proposals. Proposals must score at least 75% to be considered for
funding.
1. Qualifies as Subrecipient 25%
a) Subrecipient means a public or private nonprofit agency.
b) Eligible subrecipients are nonprofit corporations recognized as tax-exempt under Section
501(c)(3) of the U.S. Internal Revenue Code. Subrecipient must be registered with the Federal
System for Award Management (SAM) and may not be listed on SAM’s list of debarred
contractors. Subrecipients listed on the debarred list are not eligible to receive and administer
the HOME-ARP Supportive Services program.
2. Quality of Proposal 25%
a) Proposers should include a detailed narrative describing their proposed supportive services
program, including how much funding they’re requesting, many households will be served
directly using HOME-ARP funds and how they will be determined to be QPs.
b) Should include a timeline for the expenditure of funds, how records will be collected and
maintained and quality control efforts.
c) Should describe how they will develop, implement and maintain written procedures specific to
the program and in alignment with the Notice.
3. Organizational Experience 25%
a) Proposers must have successfully undertaken similar programs or activities.
b) Must have received other federal funding in the past and demonstrated success in meeting
program requirements.
4. Organizational Capacity 25%
a) Proposers must understand and have implemented federal regulatory requirements similar to
those that will apply to the proposed activities.
b) Must have adequate administrative and financial processes and systems in place to comply with
the requirements to maintain detailed records to track expenditures, revenues, and staff time
spent on specific activities.
c) Must have qualified individuals on staff assigned to work on the proposed activities. Has
adequate staff time available to complete the identified tasks on time or has a plan to fill these
gaps in personnel.
