1. OVERVIEW:
1.1. SCOPE AND BACKGROUND: Through this Request for Proposal (RFP) the AGENCYOF
TRANSPORTATION/DEPARTMENT OF MOTOR VEHICLES (hereinafter the “State”) is seeking to
establish contracts with one or more companies that can provide DRIVER’S LICENSE/ID CARD
PRODUCTION SERVICES (printing and mail secure credentials) including interfacing with VT
TRIPS via an API.
1.2. CONTRACT PERIOD: Any Contract(s) arising from this RFP will be for a period of an Implementation
period plus FIVE (5) years for annual operating costs with ONE (1) optional extension of FIVE (5)
years for a total maximum of TEN (10) years. The State anticipates the start date for such contract(s)
will be January 1, 2027, to initiate the implementation period of this contract.
1.3. SINGLE POINT OF CONTACT: All communications concerning this RFP are to be addressed in writing
to the State Contact listed on the front page of this RFP. Actual or attempted contact with any other
individual from the State concerning this RFP is strictly prohibited and may result in disqualification.
1.4. QUESTION AND ANSWER PERIOD: Any bidder requiring clarification of any section of this RFP or
wishing to comment on any requirement of the RFP must submit specific questions in writing no later than
the deadline for questions indicated on the first page of this RFP. Questions may be e-mailed to the point
of contact on the front page of this RFP. Questions or comments not raised in writing on or before the last
day of the question period are thereafter waived. At the close of the question period a copy of all
questions or comments and the State's responses will be posted on the State’s web site
http://www.bgs.state.vt.us/pca/bids/bids.php . Every effort will be made to post this information as soon as
possible after the question period ends, contingent on the number and complexity of the questions. All
information provided by vendors during this process will be public and bidders shall not provide
confidential information, except as described in 4.1 below.
1.5. CHANGES TO THIS RFP: Any modifications to this RFP will be made in writing by the State through the
issuance of an Addendum to this RFP and posted online at http://www.bgs.state.vt.us/pca/bids/bids.php .
Modifications from any other source are not to be considered.
2. DETAILED REQUIREMENTS/DESIRED OUTCOMES:
2.1. Purpose and Business Need
The State of Vermont is seeking competitive bids to meet the following business needs. The purpose of
this Request for Proposal (RFP) is to procure a comprehensive solution for the production, printing, and
distribution of Driver’s License and Identification Cards (DL/ID).
It is the intent of the Vermont Department of Motor Vehicles (DMV) to enter into a contract with a qualified
vendor capable of delivering services that best align with the State’s requirements, while maintaining an
appropriate balance of cost, quality, security, and operational efficiency. The State’s overarching goal is
to provide reliable, high-quality credentialing services to the citizens of Vermont.
To assist bidders in understanding current demand, the State is providing historical issuance data from
the past three (3) calendar years. These figures include:
Driver’s Licenses
Identification Cards
Replacement Licenses
Enhanced Driver’s Licenses (EDL)
Enhanced Driver’s Licenses (EDL) currently account for approximately twenty percent (20%) of all
credentials issued.
These statistics are provided for informational and planning purposes only. Bidders should note that
volumes and trends are subject to change over time and should account for potential variability in their
proposed solutions.

Driver’s licenses and non-driver identification cards in the State of Vermont are issued with validity
periods of either two (2) or four (4) years. Commercial Learner’s Permits (CLPs) are produced through
the current card production system and are issued with a validity period of one (1) year.
Credentials issued to individuals under the age of twenty-one (21), as well as certain government-issued
credentials, are produced in a vertical format and include distinct visual designations. Credentials issued
to individuals aged twenty-one (21) and older are produced in a horizontal format.
Current Business Environment
The Department recognizes that significant advancements have occurred in the driver’s license and
identification card issuance industry, including innovations in printing technologies, enhanced security
features, and improvements in centralized issuance models. The State seeks proposals that demonstrate
an optimal balance of cost-effectiveness, quality, security, and operational efficiency.
The State of Vermont, through the Department of Motor Vehicles (DMV), is seeking to establish a multi-
year service contract to support the following business needs:
Printing and distribution of Driver’s License and Identification Cards (DL/ID);
Provision and support of interface software;
Design and development of credential formats, including ongoing security enhancements;
Development of training materials, if applicable; and
Provision of qualified personnel necessary to meet the operational requirements of the contract.

The State’s preferred pricing model is a fixed-price, cost-per-card-issued structure. However, the State
will also consider alternative pricing proposals that include:
A fixed implementation cost tied to the achievement of defined milestones; and
Ongoing monthly charges for labor and materials based on production volume.
Detailed technical and operational requirements for the printing and distribution of credentials are outlined
in the Bidder Response Form.
Bidders shall clearly describe in their proposals how their proposed solution will meet the State’s
objectives, including cost control, system reliability, security compliance, and service efficiency.
Scope of Work – Mandatory Components:
The scope of this Request for Proposal (RFP) shall include, at a minimum, the following mandatory
components:
1. Design of Credentials
The vendor shall collaborate with the State to design all credentials required under applicable State and
Federal laws. This includes:

Development of base designs for each primary credential type.
Provision of flexible design options to allow customization or variation to meet specific programmatic
or regulatory requirements. The State anticipates approximately forty (40) such variations.
Inclusion of secure design elements that ensure compliance with all applicable standards.
The proposed solution must also include:
Printing of all identification documents and credentials.
Secure packaging and distribution (shipping) of credentials.
Full compliance with all applicable requirements, including but not limited to:
o Federal Motor Carrier Safety Administration (FMCSA) regulations
o Enhanced Driver’s License (EDL) requirements
o REAL ID Act requirements
2. Commissioner Signature Updates
The vendor shall provide a fixed-price option for updates to credentials resulting from changes to the
Commissioner’s signature.
3. Voter ID Designation
The vendor shall provide a fixed-price option for incorporating a voter identification designation on
applicable credentials.
Optional Contract Components
At this time, the State is neither piloting nor procuring a Mobile Driver’s License (mDL) solution. However,
the State seeks to better understand currently available technologies and vendor capabilities in this area.
Accordingly, vendors shall:
Provide a detailed description of their Mobile Driver’s License (mDL) solutions, including underlying
technologies, security features, interoperability, and compliance with applicable standards.
Describe implementation considerations, including integration with existing systems and anticipated
timelines.
Identify any dependencies, prerequisites, or regulatory considerations associated with deploying an
mDL solution.
In addition, vendors shall:
Provide information on how pricing would be structured if the State elects to add Mobile Driver’s
License functionality during the lifecycle of the contract.
Clearly outline any cost impacts, including implementation, licensing, maintenance, and support.
Scope of Work – Procurement Components
This Scope of Work includes the procurement of the following services, deliverables, and materials:
Professional Services for Project Management
The vendor shall provide project management services to oversee the implementation of a real-time
interface API. This API shall include functionality to:
o Provide status updates for credential production (e.g., printed, captured, completed), and
o Communicate factory errors that may require manual intervention.
Professional Services for Credential Design
The vendor shall design identification cards in full compliance with all applicable Federal and State
regulations.
Professional Services for Maintenance and Support
The vendor shall provide ongoing maintenance and support services for the interface API, ensuring
system reliability, performance, and timely issue resolution.
Printing and Distribution Services
The vendor shall print and securely package and distribute various forms of identification credentials
