INTRODUCTION1.1 Brief Overview of the ProjectThe Goods Movement Division is soliciting SOQs from qualified consultants toprovide on-call multimodal planning consulting services, which also includes freightplanning. It is anticipated that several firms will be retained. The duration of the contractawarded as a result of this RFQ is expected to be three years from the date of execution ofthe agreement.1.2 The Port of Los AngelesThe Port of Los Angeles is America’s Port®, the nation’s premier gateway forinternational commerce and the busiest seaport in the Western Hemisphere. Located in SanPedro Bay, 25 miles south of downtown Los Angeles, the Port encompasses 7,500 acres ofland and water along 43 miles of waterfront.The Port features both passenger and cargo terminals, including cruise, container,automobile, breakbulk, dry and liquid bulk, and warehouse facilities that manage billions ofdollars’ worth of cargo each year. One of the world’s busiest seaports and leading gatewayfor international trade in North America, the Port of Los Angeles has ranked as the numberone container port in the United States each year since 2000. In 2025, the Port handled atotal of 10.2 million TEUs, its third busiest calendar year on record.The Port of Los Angeles is a department of the City of Los Angeles (also known asthe Los Angeles Harbor Department) and is governed by the Los Angeles Board of HarborCommissioners, a panel appointed by the Mayor of Los Angeles. Although the Port is a Citydepartment, it is not supported by City taxes. Operating as a landlord port with more than200 leaseholders, the Port instead generates its revenues from leasing and shipping servicefees. The Port’s jurisdiction is limited to the Harbor District, which includes property in SanPedro, Wilmington, and Terminal Island.2. PROJECT DESCRIPTION2.1 Project Scope of WorkThe following briefly summarizes the type of work to be conducted:• Transportation Studies and Analyses: Consultant may prepare various typesof traffic studies/analyses for the following, but not limited to: terminal and roadwayprojects; Caltrans Project Study Reports/Project Reports; and environmentaldocuments. Studies and analyses may entail: roadway capacity and level ofservice (LOS) including traffic control warrants; vehicle miles traveled (VMT)analyses; passenger-car equivalent studies; safety/accident analysis; rail crossinganalyses; vehicle and rail traffic counts; origin-destination studies; and trafficcontrol warrants. The consultant will also provide miscellaneous services andactivities, which may include, but are not limited to, cost-benefit analysis; grantapplication support; and geographic information systems (GIS) work.5
