NOTE: Any related addenda to this RFQUAL, including written answers to questions, will be
posted on the Purchasing Division’s official website at www.indy.gov/purch under the appropriate
project heading. Addenda will NOT be sent directly to vendors. Vendors will be responsible for
periodically checking this website for any related addenda up to and including the due date.
Vendors should print out, sign, and return written acknowledgement(s) with their RFQUAL.
Failure to sign and return the addenda may cause a response to be determined as non-
responsive for review purposes.
The City of Indianapolis and Marion County by and through the Department of Public Works (DPW) and the
Department of Metropolitan Development (DMD) is seeking Request for Qualifications (RFQUAL) submittals in
regard to the contents herein. The City is looking for a qualified consultant to provide parking study services to
analyze parking supply, demand, and utilization within select geographic locations as defined.
1. General Information
DPW: The Department of Public Works (DPW) supports Indianapolis through planning, design, construction and
maintenance of the city’s right-of-way infrastructure.
DMD: The mission of the Department of Metropolitan Development (DMD) is to shape the city’s identity by
strengthening all people and places, building upon our history, and fostering visionary development. DMD
envisions Indianapolis as a growing, vibrant, equitable and resilient city where people and businesses thrive in an
inclusive and innovative community.
DPW & DMD seeks:
Parking inventory of all parking on public right of way, public/private surface lots, and all public/private parking
garages within the Regional Center, Fountain Square, North Mass, Broad Ripple, and Irvington areas as
defined.
2. Anticipated Scope of Work
Parking inventory of all parking on public right of way, public/private surface lots, and all public/private
parking garages within the Regional Center, Fountain Square, North Mass, Broad Ripple, and Irvington
areas as defined.
Study shall include a summary of key findings and findings for each neighborhood area as defined.
The inventory should include:
o Analysis of existing parking conditions including the following:
Locations of all parking areas within the neighborhood areas as defined
Quantity of spaces for each location
Indication of public versus private parking, and public metered vs non-metered spaces
Type of parking (ex. surface, structured, parking in the Right of Way, etc.)
Parking surface type (ex. concrete, asphalt, gravel, other)

Paid parking rates for both public and private parking areas
Hours of operation
Signed parking restrictions (ex. no parking, vehicle loading zones, approved valet areas,
hotel loading zones, special use loading zones, etc.)
o Study of existing parking utilization (peak/off-peak, weekday/weekend, etc.)
o Study of existing electric vehicle charging station availability and utilization (peak/off-peak,
weekday/weekend, etc.)
o Evaluation of future needs based on proposed development projects and a projection of general
future demand based on projected changes in population, vehicle ownership, and historical local
traffic growth rates, and any other best practice methods.
o Evaluation of parking demand generated by special events and any seasonal variations.
o Evaluation of age and general condition of all parking structures including any available
information about recent improvements, major maintenance work, or future plans. Include general
information regarding average/expected lifespan of parking structures based on structural system,
usage intensity, etc.
o Evaluation of shifts in demand based on recent implementation of Bus Rapid Transit (BRT) lines
o Cross reference to zoning as to required of number of parking spaces needed per zone in the
inventory area.
o Block maps illustrating existing parking supply.
The study should include recommendations for:
o Revisions to public paid parking zone boundaries including potential zone expansions and creation
of any new zones.
o Special event and/or seasonal parking rates for any relevant public parking areas
o Parking Minimum impact on zoning for identified zones.
Include comparative analysis with select peer cities that have implemented similar changes
and evaluate the impact of those changes on the development of their central business
districts or cultural districts post-adoption.
